Yields information about a system of tram passes that were provided to the City of Ballarat Councillors in 1960 and has a strong association with the Councillors himself.Stamped brass badge or pass for free travel on the Ballarat Tramways for the year 1906. Stamped to give the words "Ballarat Electric Trams 1906" on the outer edge of the Badge and then stamped out to give the letters 'B E T" on the inside of the badge. On the top of the badge, a hole has been provided and a steel ring fitted. On the rear of the badge has the letters "CR. D. Hughes" stamped on the top of the badge and on the bottom the manufacturer's name "Stokes" in a reverse stamp. Indicates badge issued to Councillor D. Hughes for the year 1906. A similar badge was sold on ebay for $US 49.95 December 2007 - paperwork on file. Images on file - images i3 and i4. Was issued to Councillor C. R. Brokenshire. I don't know whether passes also went to Ballarat East and Sebastopol councillors as well. In Bill Scott's "Last tram at 11" on page 41 is a 1912 poem 'The councillor's farewell to his tramway pass". The ESCo tried a few economy measures at that time. Passes for councillors were withdrawn in 1912, as were free passes for employees "owing to our financial position". In the early years of the 20th century adequate technical education was lacking and became a focus in the Victorian Parliament. After much debate and discussion among politicians and educationalists, the 1910 Education Act No 2301 was passed, making possible the establishment of new technical schools to address the dearth of skilled trades people. In July 1912 Collingwood Technical School opened in the modified bluestone buildings at 35 Johnston St, originally built in 1853 as the Collingwood Town Hall and Court House. Within three weeks, there were 57 boys enrolled - studying preliminary carpentry and pattern-making, plumbing, engineering, sheet iron work and bricklaying. They attended two hours a night on three evenings a week. In 1913, the school opened its doors to juniors and took residence in new permanent buildings erected on the site. It was classified as a trades school by the State Education Department. Two years later courses in electrical wiring and electrical and mechanical engineering were introduced. In 1988 Preston College of TAFE and Collingwood College of TAFE merged to become Northern Metropolitan Institute of TAFE (NMIT). Yields information about the way the SEC marked the achievement of safety records by workers and yields information about the work of the SEC Ballarat tram depot.A flag or banner made for the SEC to enable an award to work sites that had achieved 100,000 man hours without an accident. Base materials for the flag is blue cloth with blue cotton seamed edges, the left hand side has been overlain by about 15mm to provide a part where a dowel or rope could be passed through. Has the 100,000 Man Hours area with a yellow paint overlay and the 100,000 hours in black paint. The Accident Free is in a darker yellow pain and the SEC Logo of the Electricity Supply Department is in the same yellow base with black lines. On the rear is the Evan Evans manufacturing logo with the Olympic rings giving address and that they were the official flag makers for the XVIth (16th) Olympic games (Melbourne 1956) and the VIIth (7th) British Empire and Commonwealth Games (Perth 1962).
