Zilles Printers was begun by Lewis Zilles in the early 1930s. It was in McKenzie Street Ballarat. His son Jeffrey also became a printer - letterpress, offset and screen printer. The business became Zilles Printers/Graphics and was in Armstrong Street and later Bell Street Ballarat. Documents relating to a printing job ordered by Montrose Cottage. In September of that year, there were five goldfields districts in Victoria, each in the charge of a Goldfields Commissioner - Castlemaine, Sandhurst, Ballarat, Beechworth, and Heathcote. Despite the cheapness of the right, and the protection to the diggers' industry that it afforded, less than half of the diggers took out miner's rights in each year from 1855 to 1860. One of them carried gold from the Ovens diggings to Sydney. In 1852, the South Australian government established a gold escort service between Mount Alexander and Adelaide. Why? (As a result of the widespread dissatisfaction with the licence system which culminated at Eureka, the licence system and the system of goldfields administration by Goldfields Commissioners were abolished in 1855. For the rest of the gold decade, the digger was required to take out a miner's right - which cost 1 pound per year. Between 1851 and 1854, there was continual unrest on nearly all of the Victorian diggings, due chiefly to the licence system and the repressive methods of its enforcement (though there were other causes - see Unit 8). The diggers held protest meetings; they formed diggers' associations; they sent petitions to the government. At times, serious rioting threatened - as at Bendigo in 1853. Many of the goldfields police were men of poor character, who carried out their duties with blustering arrogance, demanding the production of the licence with threatening language, and sometimes open violence; and hauling off as common criminals men who, by some mischance, did not have their licences on their persons, when, given a few minutes, they could have shown they had complied with the law. The group of tents and buildings forming a Commissioner's headquarters became known as the Government Camp. The Camp included the office of the Commissioner, the licence office, the escort office, the lock-up, staff quarters, and the barracks of the police and any soldiers attached to the Camp. They objected to the principle of the fee - a tax on their labour levied by a government in which they were not represented. They objected to the incidence of the tax, which bore equally on the fortunate diggers who could afford it, and the large number of unfortunate diggers who could not. From 1851 the Victorian government required all men on Victorian Goldfields to carry a Gold License. The fee was one pound per month, and was payable in advance. There was agitation surrounding the gold license which was thought to be an excessive fee and did not give the bearer right to representation. On 03 December 1854 the gold diggers on the Eureka Lead fought a short battle against the army and police troopers. A few months later a new system of taxing gold diggers was introduced - the Miner's Right. The Gold License c allowed the bearer to 'dig, search for, and remove gold on and from any Crown Lands' within the district specified on the license. The license was not transferable, and had to be produced on demand. This has resulted in most surviving licenses showing evidence of having been folded and kept in a pocket.The Victorian Gold Licence was issued from 1851 until early 1855. Every man on a Victorian goldfield had to carry a valid gold license, so few survived the harsh treatment of being carried around a working goldfield. There was much dissatisfaction about what was thought to be an unfair mining tax (or gold license). On 29 November 1854 Ballarat miners burnt their licenses on Bakery Hill. On 3 December 1854 the Eureka Stockade Battle took place, resulting in the Goldfields Commission. The first Miner's Right was issued in late June 1855, and in July the first Local Courts were elected by miner's right holders. This gold license was issued around one year after the issue of the first Victorian gold license in August 1851, making it a rare early survivor.
