The construction of the lifeboat 'Warrnambool' began 15th September 1909 and was completed almost 12 months later 1st September 1910. It was built at the Government Dockyard in Williamstown, Victoria, along the lines designed by Great Britain's Royal Lifeboat Institution, and included whale back decks fore and aft, mast and centre board, and rudder and tiller hung from the stern post. It could be propelled by both sail and oar. At that time Captain Ferguson was Chief Harbour Master and Mr Beagley was a foreman boat builder. Mr Beagley built the lifeboat with his fellow workmen. It had all the latest improvements in shape, disposition of weight with watertight compartments, and it had space for a large number of people in addition to the crew. It appears that 'H Meiers' whose signature was on the plaque that was found concealed in the hull, was involved with the building of the lifeboat. His signature and the dates of the start and finish of the boat's construction are penciled on the raw timber 'plaque' found in the hull in the early 1990s when the lifeboat was being restored. It is interesting that the 'Melbourne Directory' of 1911, published by Sands and MacDougal, lists McAuley and Meiers, boat builders, Nelson Place foreshore, between Pasco and Parker Streets, Williamstown, It is quite possibly the business of the person whose name is inscribed on the lifeboat plaque. Flagstaff Hill's documentation also mentions that the keel was laid at 'Harry Myers, boat builders, Williamstown, Melbourne the name 'Myers' can also be spelled 'Meiers', which could be the same person as the Meiers in "McAuley and Meiers" (as mentioned in genealogy lines of Myers). The new lifeboat, to be named 'Warrnambool' was brought to town by train and launched at the breakwater on 1st March 1911 using the Titan crane (the old lifeboat built-in 1858, was then returned to Melbourne in 1911). This new lifeboat was stationed at Warrnambool in a shed located at the base of the Breakwater, adjacent to the slipway. The lifeboat ‘Warrnambool’ was similar in size to the old lifeboat but far superior in design, with new sea-going qualities such as greater maneuverability. The ‘self-righting, self-draining’ design was made the vessel difficult to capsize and even if the boat overturned it would right itself to an even keel and the water would drain away. The hull was built of New Zealand Kauri, using double diagonal planking, laid in two layers at right angles, with a layer of canvas and red lead paint between the timbers to help seal the planking. It has plenty of free board. The backbone timbers were made of Jarrah. The Warrnambool lifeboat was one of several rescue boats used at Port Fairy and Warrnambool in the early 1900s. In late 1914 the Warrnambool lifeboat and crew were used to help find what was left of the tragic wreckage of the Antares and were able to discover the body of one of the crewmen. Between 1951 and 1954 the lifeboat was manned under the guidance of Captain Carrington. He held lifeboat practice each month on a Sunday morning, to comply with the Ports and Harbour’s request that lifeboats be ready for action in case of an emergency. In the early 1960’s it ended its service as a lifeboat and was used in Port Fairy as a barge to help dredge the Moyne River. Flagstaff Hill obtained the Warrnambool lifeboat in 1975. In 1984 it was on display at Flagstaff Hill Maritime Village, Warrnambool. On 23rd May 1990, she was lifted from the water and placed in a cradle for restoration. His advertisement in Footscray’s ‘Independent’ newspaper of Saturday 11th May 1901 states he is “Principal and Skilled member (Naval Architect) to the Court of Marine Inquiry of Victoria and holds classes for naval architectural drawing and arithmetic.” The subject row lock is significant due to its association the Warrnambool Lifeboat which was an integral part of an important service to the local community as a lifesaving vessel for a half-century. Captain Robilliard: James Arthur Robilliard was a sea captain and tentmaker, born on the 19th April 1843 at Saint Helier, Jersey. He trained there in his father's sail loft as a sailmaker. His first job as a sailor was in Liverpool, England and 1875 James Robilliard migrated to Australia as mate on the "E.M. Young". James Robilliard and his family were amongst the early settlers that arrived along the Curdies River in the Heytesbury district of Western Victoria. In 1877 he became a Captain and would have used his compass from ship to ship. On 28th May 1877 in that same district a small 3-masted, schooner the "Young Australian" was wrecked. This schooner had been built 1864 at Jervis Bay, NSW. She had been on her way from Maryborough Queensland to Adelaide, under the command of Captain Whitfield, when she lost her mainmast in a heavy gale. She was beached at Curdies Inlet in Peterborough, Victoria, Captain Robilliard was placed in charge of the salvaging operation and recovered a good portion of the cargo. Not long after this incident a Warrnambool shop owner David Evans found employment for James Robilliard with Evan Evans, who produced tents, sails, tarpaulins and similar goods; James already had the necessary skills for this work. Evan Evans was the same sailor rescued from the “Young Australian” soon after his rescue Evan recalled he had a relative in Australia in a town called Warrnambool and while walking in Timor Street, Warrnambool, he saw a sign over a shop that said “David Evans” and once the two men met, Evan was warmly welcomed. David then helped his relative to establish a tent and tarpaulin-making business there. Evan later transferred his successful business to a shop in Elizabeth St, Melbourne, under the name Evan Evans Pty. Ltd.) James Robilliard, a committed Christian, and accredited Lay Preacher with the Methodist Church. He travelled around the local district leading the settlers in worship. On 14th November 1879, Captain Robilliard married Helen Beckett. Alfred and Selina Beckett and their family all attended the church at Brucknell where Captain Robilliard preached. He was said to have been taken by their young daughter Helen. James and Helen had ten children; James Arthur (Jnr), Henry William, Nellie Jessie, Alfred Albert, Rubena Nellie, De Jersy Norman, Clifford Beckett, Olive Ida, Frances Ridley Havergal and Nellie Elvie, all born in Victoria. In the 1880s James Robilliard captained the cutter "Hannah Thompson" into Port Campbell, Victoria. This vessel was the first coastal trader to operate between Melbourne and Port Campbell. At one time Captain Robilliard had to beach the "Hannah Thompson" for repairs. In 1923 she was blown ashore in a gale and wrecked at Oberon Bay, at Wilson's Promontory. In 1889 the compass was saved by Captain James Arthur Robilliard from his sinking brigantine "Mary Campbell" in 1889. This vessel was used to carry equipment for the Sydney Sugar Refinery's Mill in Southgate, NSW. The ship had been built in 1869 and traded for the next 20 years between Australian ports and rivers along the east coast as well as regular ports in New Zealand. She was recognised by the Sydney Morning Herald as one of the best "carrying vessel in the timber trade". She had several owners over this time, the last one being Captain James A. Robilliard. On 29th April 1889 the "Mary Campbell", with Captain James A Robilliard as captain and owner, was on her way from Clarence River, NSW to Melbourne, Victoria with a cargo of railway girders for the Melbourne Harbour Trust. Captain Robilliard encountered a storm off Port Macquarie. He sailed the vessel south to about 40km east of Cape Hawke, near Tuncurry. At around 7 pm, he discovered that the cargo had shifted during the storm and the heavy girders had damaged the hull, causing a leak. The pumps were inadequate to stem the fast-flowing leak water soon filled the hull during the next two hours. Some of the crew began throwing the cargo overboard to lighten the vessel, hoping to keep it afloat until daylight. When the water reached over 2 meters in the hull they realised their efforts were in vain. On the 30th April 1889, the crew left the vessel the ship was sinking fast, so they made for the shore. While still miles off Cape Hawke all seven crew members, including the Captain, were rescued by the Government Tug "Rhea" and taken to Port Macquarie Hospital and later returned to Sydney in the vessel "Wellington". No cargo had been saved and the consignment had been under-insured, only covered for half its value. The name of the last ship Captain Robilliard sailed is currently unknown, however, he sailed that ship from the port of Marlborough, Queensland, carting steel railway girders for the Geelong-to-Camperdown railway line. On this trip the ship hit a storm, the cargo shifted and the ship was wrecked along the NSW coast. After this, Captain Robilliard retired from the sea and began farming in Peterborough. In about 1897, verging on retirement, Capt. Robilliard superintended the Melbourne Sailors’ Home in Spencer Street, Melbourne, before being asked to leave this position in 1902 for trying to shut down a local hotel. On 6th May 1917 Captain James Arthur Robilliard J.P. died at Blackwood Park, in the Cobden district of Brucknell, the first Robilliard family homestead in Australia. He was buried in the Melbourne General Cemetery, Victoria. His wife Helen passed away in 1947. This compass, once belonging to Captain James Arthur Robilliard, is of local and state historical significance for its use by the Captain with his vessel the "Mary Campbell", a trading vessel that was bringing railway girders to the Melbourne Harbour Trust. He also used this compass on the "Hannah Thompson", listed on the Victorian Heritage Register and known as being the first coastal trader to operate between Melbourne and Port Campbell. The compass is also a very fine example of maritime navigational instruments manufactured and used in the mid-19th century. Marine compass, brass, in wooden box with separate, fitted lid. The compass card has sixteen points. The four principal points are marked; North with a star shaped, South with an “S”, East with and “E” and West with an “O” (French word OUEST). Each quadrant of the circle is numbered from 0 – 90 degrees. The card is floating in a liquid. The compass gimbal is attached to the sides of the box and to the front and back of the compass’ cylindrical brass frame. The mahogany coloured timber storage box is joined with brass nails. The centre of the lid has a folding decorative brass handle. The lid fits over base and closes with a brass screw and hook on both front and back. This rocket launcher has fittings to mount it onto a lifeboat or similar vessel. Once mounted, a it would be fitted with a line-throwing rocket that would be launched from the vessel and aimed over the shipwreck. The line would be fixed to the ship in distress. A heavier line would then be sent out to the wrecked vessel and survivors would be hauled to safety. Its design suggests that it dates to the First World War ear of the 1910s. The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. Victoria’s Government responded to the need for lifesaving equipment and, in 1858, the provision of rocket and mortar apparatus was approved for the lifeboat stations. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built for it on the Tramway Jetty, followed by a rocket house in 1864 to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater (constructed from 1874-1890), and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifesaving and rescue crews, mostly local volunteers, trained regularly to rehearse and maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. In July 1873 a brass bell was erected at Flagstaff Hill specifically to call the rescue crew upon news of a shipwreck. Some crew members became local heroes but all served an important role. Rocket apparatus was used as recently as the 1950s. This item is significant for its connection with maritime history and marine technology. Lifesaving has been an important part of the services performed coastal Victoria, including Warrnambool, in its very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. This spoon is from the wreck of the Loch Ard, which sailed from Gravesend, London 1878. The manifest listed an array of manufactured goods being exported to the Colony of Victoria. Included in the cargo manifest was a large number of hardware & cutlery items. The spoon is representative of similar items of silver electro-plated cutlery salvaged from the Loch Ard wreck site, comprising nickel silver electroplated spoons and forks of various sizes but all sharing the same general shape and design. Some of the pieces display their makers’ mark of William Page & Co Birmingham UK. Within the Flagstaff Hills cutlery collection donated from the Loch Ard, maker’s marks are often obscured by sedimentary accretion or verdigris after a century of submersion in the ocean. However sufficient detail has survived to indicate that the collection of samples of electroplated cutlery probably originated from the same cargo consignment from the Loch Ard and were made by William Page & Co. Of Birmingham England. William Page was born in 1811 and died in 1885. He was active as a manufacturer of cutlery from 1829 with premises at 74 Belmont Rd, Dales End as a "close plater" (someone who works sheet metal), and he began electroplating in 1855. William Page & Co was also active from 1880 at Cranemore St, Cattle’s Grove also 55 Albion St, Birmingham, and in 1936 the firm became an Ltd company. The firm used the trademarks "Asrista, Bolivian Silver, Silverite, Roman Silver, Romanian Silver, and Trevor Plate. In 1938 William Page was a supplier to the British Government, marking its products with the broad arrow symbol and was also present at Sheffield. (See additional notes note section this document for more information on Electro Plating and its makers marks.) History of the Loch Ard: The Loch Ard got its name from "Loch Ard" a loch that lies to the west of Aberfoyle, and the east of Loch Lomond. It means "high lake" in Scottish Gaelic. The vessel belonged to the famous Loch Line which sailed many vessels from England to Australia. The Loch Ard was built in Glasgow by Barclay, Curdle, and Co. in 1873, the vessel was a three-masted square-rigged iron sailing ship that measured 79.87 meters in length, 11.58 m in width, and 7 m in depth with a gross tonnage of 1693 tons with a mainmast that measured a massive 45.7 m in height. Loch Ard made three trips to Australia and one trip to Calcutta before its fateful voyage. Loch Ard left England on March 2, 1878, under the command of 29-year-old Captain Gibbs, who was newly married. The ship was bound for Melbourne with a crew of 37, plus 17 passengers. The general cargo reflected the affluence of Melbourne at the time. Onboard were straw hats, umbrellas, perfumes, clay pipes, pianos, clocks, confectionery, linen, and candles, as well as a heavier load of railway irons, cement, lead, and copper. There were other items included that were intended for display in the Melbourne International Exhibition of 1880. The voyage to Port Phillip was long but uneventful. Then at 3 am on June 1, 1878, Captain Gibbs was expecting to see land. But the Loch Ard was running into a fog which greatly reduced visibility. Captain Gibbs was becoming anxious as there was no sign of land or the Cape Otway lighthouse. At 4 am the fog lifted and a lookout aloft announced that he could see breakers. The sheer cliffs of Victoria's west coast came into view, and Captain Gibbs realised that the ship was much closer to them than expected. He ordered as much sail to be set as time would permit and then attempted to steer the vessel out to sea. On coming head-on into the wind, the ship lost momentum, the sails fell limp and Loch Ard's bow swung back towards land. Gibbs then ordered the anchors to be released in an attempt to hold their position. The anchors sank some 50 fathoms - but did not hold. By this time the ship was among the breakers and the tall cliffs of Mutton Bird Island rose behind. Just half a mile from the coast, the ship's bow was suddenly pulled around by the anchor. The captain tried to tack out to sea, but the ship struck a reef at the base of Mutton Bird Island, near Port Campbell. Waves subsequently broke over the ship and the top deck became loosened from the hull. The masts and rigging came crashing down knocking passengers and crew overboard. When a lifeboat was finally launched, it crashed into the side of Loch Ard and capsized. Tom Pearce, who had launched the boat, managed to cling to its overturned hull and shelter beneath it. He drifted out to sea and then on the flood tide came into what is now known as Loch Ard Gorge. He swam to shore, bruised and dazed, and found a cave in which to shelter. Some of the crew stayed below deck to shelter from the falling rigging but drowned when the ship slipped off the reef into deeper water. Eva Carmichael a passenger had raced onto the deck to find out what was happening only to be confronted by towering cliffs looming above the stricken ship. In all the chaos, Captain Gibbs grabbed Eva and said, "If you are saved Eva, let my dear wife know that I died like a sailor". That was the last Eva Carmichael saw of the captain. She was swept off the ship by a huge wave. Eva saw Tom Pearce on a small rocky beach and yelled to attract his attention. He dived in and swam to the exhausted woman and dragged her to shore. He took her to the cave and broke the open case of brandy that had washed up on the beach. He opened a bottle to revive the unconscious woman. A few hours later Tom scaled a cliff in search of help. He followed hoof prints and came by chance upon two men from nearby Glenample Station three and a half miles away. In a complete state of exhaustion, he told the men of the tragedy. Tom then returned to the gorge while the two men rode back to the station to get help. By the time they reached Loch Ard Gorge, it was cold and dark. The two shipwreck survivors were taken to Glenample Station to recover. Eva stayed at the station for six weeks before returning to Ireland by steamship. In Melbourne, Tom Pearce received a hero's welcome. He was presented with the first gold medal of the Royal Humane Society of Victoria and a £1000 cheque from the Victorian Government. Concerts were performed to honour the young man's bravery and to raise money for those who lost family in the disaster. Of the 54 crew members and passengers on board, only two survived: the apprentice, Tom Pearce, and the young woman passenger, Eva Carmichael, who lost her family in the tragedy. Ten days after the Loch Ard tragedy, salvage rights to the wreck were sold at auction for £2,120. Cargo valued at £3,000 was salvaged and placed on the beach, but most washed back into the sea when another storm developed. The wreck of Loch Ard still lies at the base of Mutton Bird Island. Much of the cargo has now been salvaged and some items were washed up into Loch Ard Gorge. Cargo and artifacts have also been illegally salvaged over many years before protective legislation was introduced in March 1982. One of the most unlikely pieces of cargo to have survived the shipwreck was a Minton majolica peacock- one of only nine in the world. The peacock was destined for the Melbourne 1880 International Exhibition. It had been well packed, which gave it adequate protection during the violent storm. Today the Minton peacock can be seen at the Flagstaff Hill Maritime Museum in Warrnambool. From Australia's most dramatic shipwreck it has now become Australia's most valuable shipwreck artifact and is one of very few 'objects' on the Victorian State Heritage Register. The manifest listed an array of manufactured goods being exported to the Colony of Victoria. Included in the cargo manifest was a large number of hardware & cutlery items. The spoon is representative of similar items of silver electro-plated cutlery salvaged from the Loch Ard wreck site, comprising nickel silver electroplated spoons and forks of various sizes but all sharing the same general shape and design. Some of the pieces display their makers’ mark of William Page & Co Birmingham UK. Within the Flagstaff Hills cutlery collection donated from the Loch Ard, maker’s marks are often obscured by sedimentary accretion or verdigris after a century of submersion in the ocean. However sufficient detail has survived to indicate that the collection of samples of electroplated cutlery probably originated from the same cargo consignment from the Loch Ard and were made by William Page & Co. Of Birmingham England. William Page was born in 1811 and died in 1885. He was active as a manufacturer of cutlery from 1829 with premises at 74 Belmont Rd, Dales End as a "close plater" (someone who works sheet metal), and he began electroplating in 1855. William Page & Co was also active from 1880 at Cranemore St, Cattle’s Grove also 55 Albion St, Birmingham, and in 1936 the firm became an Ltd company. The firm used the trademarks "Asrista, Bolivian Silver, Silverite, Roman Silver, Romanian Silver, and Trevor Plate. In 1938 William Page was a supplier to the British Government, marking its products with the broad arrow symbol and was also present at Sheffield. When scrimshaw is mentioned, most people think of carving on sperm whale teeth only. But scrimshaw also includes engravings on skeletal whale bone–such as the jaw bone, called pan bone and ivory from other marine mammals such as walrus. Although scrimshaw is widely associated with nautical themes and designs of the 19th century whaling industry, vintage scrimshaw was also produced as tribal art in many cultures. Today, scrimshaw is recognized as a unique medium in which present-day artists have developed their own modern themes. Scrimshaw reproductions may take several forms. There are - New carvings on genuine ivory or bone with the deliberate intent to create an "antique” - New carvings on genuine ivory or bone sold as signed and dated contemporary art - Clearly marked synthetic museum reproductions and mass marketed - Unmarked synthetic replicas This scrimshaw work is done on a sperm whale's tooth. It is one of two pieces by artist Gary Tonkin in Flagstaff Hill’s collection. Sperm whales can live for 60 or even 70 years, so the tooth could be quite old. It came from the whaling station in Albany, Western Australia, which ceased processing whales in 1978 and is now a whaling museum. The two works were commissioned by Flagstaff Hill in the 1980s. Tonkin could spend from a few days to a few months in intensive work on each piece of scrimshaw. He is a world-renowned Master Scrimshander and a Fellow of the Australian Society of Marine Artists (FASMA), and lives in Albany, Western Australia. Gary Tonkin, FASMA – Tonkin was born in 1949 in Portland, Victoria, and grew up there with a history of whaling and related industries. He moved to Albany in southwest WA in 1971 and worked as an Export Meat inspector for the Federal Government. This small town also had a historical connection to whaling. The Cheynes Beach Whaling Station was still operating, and there were even three whaling ‘chaser’ vessels at the old jetty. In 1975, his employment now permanent, Tonkin bought an old cottage near the bay, purchased some whales’ teeth, and began learning the sailors’ art of scrimshaw, combining this with his artistic skills and knowledge of history. His job gave him access to buy as many whale teeth as he could afford, straight from the whaling station. Tonkin gained further marine knowledge as he sailed on the schooner ‘Esperance’ from Fremantle to Mauritius in 1988. He watched the sailors at work and experienced the rough and stormy sea conditions first-hand. Tonkin later visited whaling museums, galleries and libraries in England and America to gather reference materials and information on all aspects of whaling and scrimshaw. In 1993 he was Commissioned to engrave six large whale teeth, from the Albany whaling station, for the USA Gallery at the Australian National Maritime Museum in Sydney. This work is now in the museum’s permanent collection. From that time, Tonkin began working full-time as a Scrimshander. Tonkin’s work is now in galleries and museums in America and Australia, as well as in private collections. He is the founder of the Albany Maritime Heritage Association and was the inaugural President. In the 1990s he actively and successfully campaigned for the preservation of the Cheynes Beach Whaling Station in Albany, which is now Whale World, an open-air whaling museum. His continuing work as a Scrimshander contributes to the preservation of the art of scrimshaw and the history of whaling. This scrimshaw represents the ancient craft of scrimshaw, associated with mariners in the whaling trade in the early 19th century. The work is also Nationally significant for being created by world-renowned Scrimshander, Gary Tonkin, from Albany, Western Australia.
