J. H. Carolin was active in municipal politics from 1886 - 1913. He began his career in Kyneton and arrived in Bendigo in 1879. Councillor Carolin became Mayor for the first time from 1889 - 90 and then again in 1907 -08. John Paul Carolin married Mary Corcoran in 1861and together had 10 children. Organisations such as 'Friendly Societies' were set up to protect and care for their members and communities at a time when there was no welfare state or National Health Service.
