This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. Glen Eira Heritage Management Plan 1996 by Andrew Ward The 1857 rate book indicates that the major portion of the District was under pasture, although a considerable portion was cultivated. There were 159 houses, huts and tents whose occupants were mainly occupied on the land. If "Camden Town" was the principal commercial focus for the District in 1857, it was to remain so in later years, incorporated today in the Glenhuntly Road centre which extends more or less continuously from Elsternwick to Bambra Road. The Caulfield State School of 1877, the horse tramway of 1889 and subsequently the electric trams were all events confirming the importance of Glenhuntly Road and the fledgling community of "Camden Town" wherein the City's commercial centre has its origins. It is recalled, today, by their presence, and also by the "London Tavern" in Hawthorn Road, established by John Guess in 1873. Dr Geulah Solomon's 4 volume book "Caulfield's Heritage" Vol 1 p 93: "A modern hotel presently on the site continues the name of the London Tavern." Protection of Person and Property Act 1881 The ''Protection of Person and Property Act 1881'' was one of more than 100 Coercion Acts passed by the Parliament of United Kingdom of Great Britain and Ireland between 1801 and 1922, in an attempt to establish law and order in Ireland. The 1881 Act was passed by parliament and introduced by Gladstone. It allowed for persons to be imprisoned without trial. On 13 October 1881, the Act was used to arrest Charles Parnell after his newspaper, the ''United Ireland'', had attacked the Land Act. On Gladstone's return to office in 1880, William Edward Forster was made Chief Secretary for Ireland. He carried the Compensation for Disturbance Bill through the Commons, only to see it thrown out in the Lords. On 24 January 1881, he introduced a new Coercion Bill in the House of Commons, to deal with the growth of the Irish National Land League. Despite a 41-hour long fillibuster in the House by the Irish Parliamentary Party, the bill passed, among its provisions being one enabling the British government in Ireland to arrest without trial persons "reasonably suspected" of crime and conspiracy. However those arrested were often not always suspect, only supportive of the Irish National Land League's movements. Over 100 such acts were passed, some of the more notable of which were "An Act for the more effectual Suppression of Local Disturbances and Dangerous Associations in Ireland", "The Protection of Life and Property in Certain Parts of Ireland Act", and the "Protection of Person and Property Act 1881". An Irish Coercion Bill was proposed by Sir Robert Peel to calm the increasing difficult situation in Ireland as a result of the Great Famine 1844–47. The Bill was blocked and this led, in part, to Peel's retirement as Prime Minister. Later attempts to introduce Irish coercion acts were blocked by the filibustering of Joseph Biggar. As a response to the Plan of Campaign of the mid-1880s the new Chief Secretary for Ireland Arthur Balfour secured a tough Perpetual Crimes Act (1887) (or Coercion Act) aimed at the prevention of boycotting, intimidation, unlawful assembly and the organisation of conspiracies against the payment of agreed rents. The Act resulted in the imprisonment of hundreds of people including over twenty MPs. The so-called ''Crimes Act'' (or "Coercion" Act) was condemned by the Catholic hierarchy since it was to become a permanent part of the law and did not have to be renewed annually by parliament, but the Papacy issued the bull Link: "Saepe Nos" in 1888 which was uncritical of the Acts. Trial by jury was abolished. An influential analysis of the pros and cons of the Act was published in 1888 by W. H. Hurlbert, a Catholic Irish-American author. The Land Conservation Council has carried out an investigation of historic places in public land in South-western Victoria. The report contains the Council's recommendations for the protection, management and future use of more than 700 historic places, out of 2200 places identified during the investigation. The places have been assigned to three categories, A, B and C, representing State, regional and local levels of significance. The former Baptist Church, at 8-12 Woodlands Avenue, Kew East, was nominated by the Society for protection as part of the Kew East Heritage Gap Study. W D Vaughan in his 'Kew's Civic History' (1960 writes that: "With the development of East Kew, local Baptists considered the establishment of a church was necessary. A block of land was purchased in Woodlands Avenue and the foundation stone of a new church was laid on August 8, 1931. This report was prepared by historian Robin da Costa-Adams to assess the cultural heritage significance of "Enniskillen" at 14 Balwyn Road, Canterbury. It includes some family history on a number of prominent families - the McAlpin family, the Hindson family and the architect, Arthur William Plaisted who designed 'Enniskillen' for the McAlpin family. McAlpin's was a major Victorian flour company in the nineteenth and early twentieth centuries. Owned and operated by J. McAlpin and Sons, the company sold its flour products across Australia and overseas. McAlpin's developed a successful marketing campaign which was pitched directly at housewives. One innovation was the publishing of a free cookbook which had recipes in it that used McAlpin's products. These free cookbooks were published successively from the 1930s through to the 1960s in Australia. Arthur Plaisted also designed the Surrey Hills Medical Centre in Union Road c1911. Some of his work is featured on the State Library of Victoria Collection. Robin da Costa-Adams has researched and written many publications including 'Blackburn a picturesque history, 1978'; 'Land of Gold: Gwlad yr Aur: James Tipping and a Mining Heritage'; 'Address (with signatories) from the women of Ballarat & Ballarat East to the women of England 1864 : against transportation of convicts', compiled and indexed by Robin; and 'Connie's Story : commemorating the Life of Mrs Edward (Plorn) Dickens'. Robin has been a tireless campaigner for heritage protection in Canterbury. This document on 'Enniskillen' was included with Robin's submission for 2 VCAT hearings regarding possible development of the property. Both resulted in a judgement against the proposed developments. This is a set of 42 photographs taken during 4th Field Survey Squadron’s deployment on Operation ARIGHT 93 in North Queensland from the 30th of August to the 8th of October 1993. The Survey Field Completion area of operations was Weipa near the top end of the Cape York Peninsula. Survey parties conducted field checking of topographic maps covering Bamaga, Heathlands, Weipa, Lockhart River and Strathgordon in Perentie 110 Series Survey variant FFR Land Rovers. Hand-held Trimble and Magellan GPS receivers were used to assist with navigation and to position remote isolated features. Three Bell Kiowa LOH helicopters provided by 162 Recce Sqn supported field checking operations. This photograph was taken on the 20th June 2004 as part of an event called "Successful Tree Planting!", organised by the Wooragee Landcare Group. It was addressed to all local residents and landholders in the area and involved practical demonstration of techniques suitable for successful planting of native trees and shrubs, as well as information about weed control. In the photograph are illustrated from left to right the following people: Chris Robinson; Tony Prowse; unknown child; Lesley Finedon; Ann Henderson, unknown. Revegetation can improve the condition of remnant vegetation in the area and provide habitat for local animals. Correct species selection, including all layers of vegetation, along with proper weather conditions and adequate site preparation, can maximise the successful outcome. Weed-free conditions and protection from rabbits and kangaroos are two more factors contributing to a quick plant growth. Wooragee Landcare, since its establishment in 1998, has organised a series of events and activities in order to promote weed and pest control, provide assistance and knowledge to landholders and ensure sustainability and protection of natural vegetation.The photograph is an example of the type of events and activities organised by Wooragee Landcare to educate and inform local residents and landholders on the most suitable techniques for successful planting of native trees and shrubs. From 1955 Alan Marshall's home was a bungalow at the rear of his sister's house at Eltham. The first bungalow burnt down. Its replacement shown here still stands. In March 2020 the property was sold. It was last sold previously in November 1982. No mention was made in the advertising regarding the heritage protected bungalow in the rear yard and advertising material presented it as having future potential to develop STCA (Subject To Council Approval). Concerned local members of the community alerted to EDHS to the pending upcoming sale and Council was also alerted to the sale and the potential risk presented to the heritage protected bungalow. In 2021 an updated amendment, C133nill, was made to the Nillumbik Planning Scheme in response to a planning application to develop the property following its sale. The Minster of Planning approved and gazetted the Amendment. Gazettal occurred on 25th November 2021. A copy of the gazetted Amendment is available on website of the Department of Environment, Land, Water and Planning at www.planning.vic.gov.au/schemes-and-amendments/browse-amendments. The Eltham Gateway Group (EGG) was established about 1987 by some Eltham residents concerned for the development of the Eltham Gateway, defined as that historically and environmentally sensitive region of land along Main Road, Eltham extending from the roundabout at Fitzsimons Lane to Dudley Street, Eltham. The gateway was a unique urban area with a strong sense of character that provided a distinctive entrance to the Eltham Town Centre. The intention of this group was to support development that preserved both the natural and historic features of the gateway region. It encouraged development sympathetic to Eltham’s traditional association with the arts and natural environment. The group was initiated in response to a planning application in December 1986 to redevelop the then Mobil service station site at 729 Main Road, Eltham on the corner of Brougham Street. This group worked with and encouraged the Eltham Shire Council to consider rezoning to protect the gateway area. A detailed Eltham Gateway Study undertaken by Tract Consultants assisted with the establishment of the Eltham Gateway Zone, the Eltham Gateway Policy and the Eltham Gateway Design and Siting Guidelines. The State Government subsequently agreed to a planning amendment to rezone the land from a Residential Zone C to an Eltham Gateway Zone under the Eltham Planning Scheme. While zoning changes over the years have altered the mix of permitted uses within this area the Eltham Gateway still looks and feels like a predominately residential style precinct, even where non-residential type uses operate. EGG was followed by the establishment of the Eltham Protection Society in about 1989 to respond to community planning issues beyond the area of the Eltham Gateway and in effect took over the role from the EGG. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p125 The magnificent Kinglake National Park, fringing Nillumbik’s north, is the largest national park close to Melbourne. Thanks to the vision and hard work of a band of local people, the park was created from what was rapidly becoming degraded land. Seeing a threat to Kinglake’s indigenous flora and fauna, several prominent local people campaigned for a national park, which was established in 1928.1 Since then, the park has grown through donations and acquisitions of land, from around 13,800 acres of land (5585ha) to 22,360 hectares. The Sugarloaf and Everard Blocks – of almost 8000 hectares – stand in Nillumbik and the park extends into Mitchell and Murrundindi Shires and the City of Whittlesea. Mt Everard commemorates William Hugh Everard, State member for Evelyn when the park was established. Before 1928, European settlers had degraded the Kinglake area, which was named after the celebrated English author and lawyer, Alexander William Kinglake. Remains of gold shafts and diggings in the park are reminders of Kinglake’s first settlers, who hoped to strike it rich at the gold diggings. But like other gold fields in this shire, they proved not very lucrative and soon timber cutting replaced mining in importance. However, before long, the accessible timber supply ran out, so in the 1920s agriculture took over – particularly potatoes and berry fruits – which involved large-scale clearing.2 The park’s instigator was retired Melbourne University Professor of Music, William Laver.3 As chair of the Kinglake Progress Association he began negotiations to have crown lands on the southern scarp of the Great Dividing Range reserved as a national park. Even before the park was proclaimed, from 1927, KPA members cut tracks to the major scenic points. Professor Laver was one of several people who gave land for the park, donating around 50 acres (20ha), including the Jehosaphat Gully.4 Laver chaired the park’s first Committee of Management, which raised money to employ a ranger and provide facilities, including tracks and roads for fire protection vehicles, toilets and shelters. The committee charged fees for firewood collection, some grazing of livestock, and visitor entrance, and obtained small State Government and Eltham Shire grants. In 1957 the State Government provided revenue for national parks. Then, in 1975, the State Government took over the management and the Committee of Management became an advisory committee, which disbanded in 1978. Originally, the park covered crown land in the Shires of Eltham and Whittlesea; then Wombelano Falls in Yea and other areas were added. In 1970 the park extended into the Shires of Eltham, Healesville, Whittlesea and Yea.5 Bush fires have been an ongoing problem. In 1939 hundreds of eucalypts and acacias had to be sown around the Jehosaphat Gully to rejuvenate the forest. To manage bushfires, the Committee of Management, then the State Government, worked closely with the Forestry Commission, shire councils and local fire brigades. Early national parks focussed on recreation. But by the 1980s, conservation, education and scientific research became more important, playing a vital role in preserving representative samples of the natural environment. Each year many thousands of people use the park’s extensive network of walking tracks amongst the protected plant and animal life as well as camping, cycling and horse riding. The park, along the slopes of the Great Dividing Range, has lookouts revealing magnificent views of the Melbourne skyline, Port Phillip Bay, the Yarra Valley and the You Yangs. Vegetation in the Masons Falls area includes messmate forest, Austral grass-trees, ferns and Hazel Pomaderris. In spring, orchids, lilies, everlasting daisies, correas, grevillea and heath appear. Around Jehosaphat Gully are wet and dry forest, fern gullies and banksia. Animal life includes wallabies, kangaroos, koalas, echidnas, possums, gliders and bandicoots. Male lyrebirds can be heard mimicking in the Jehosaphat Gully, particularly in the Everard Block in winter.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. This sign proudly hung outside the Forests Commission Victoria (FCV) Beechworth office which is now site of the Forestry Heritage Museum. The granite building in the Beechworth's historic precinct was once the Gold Warden's Office and is one of the town's original buildings. The FCV was the main government authority responsible for management and protection of State forests in Victoria between 1918 and 1983. The Commission was responsible for ″forest policy, prevention and suppression of bushfires, issuing leases and licences, planting and thinning of forests, the development of plantations, reforestation, nurseries, forestry education, the development of commercial timber harvesting and marketing of produce, building and maintaining forest roads, provision of recreation facilities, protection of water, soils and wildlife, forest research and making recommendations on the acquisition or alienation of land for forest purposes″. The Forests Commission had a long and proud history of innovation and of managing Victoria's State forests but in September 1983 lost its discrete identity when it was merged into the newly formed Victorian Department of Conservation, Forests and Lands (CFL) along with the Crown Lands and Survey Department, National Park Service, Soil Conservation Authority and Fisheries and Wildlife Service. After the amalgamation the management of State forests and the forestry profession continued but the tempo of change accelerated, with many more departmental restructures occurring over the subsequent four decades. Responsibilities are currently split between the Department of Energy, Environment and Climate Action (DEECA), Forests Fire Management Victoria (FFMV), Parks Victoria, Melbourne Water, Alpine Resorts Commission, the State Government-owned commercial entity VicForests and the privately owned Hancock Victorian Plantations (HVP).Large office sign. In November 2024, a small group of cheerful volunteers from the Forests Commission Retired Personnel Association (FCRPA) toiled over nine days to dust-off, photograph and record nearly 300 artifacts in DEECA's Altona Museum. It followed a similar project at the FCRPA's Beechworth Museum in February 2024. The Altona project was generously supported by DEECA / FFMVic to engage professional photographer Mark Jesser from Wodonga whose boundless energy and good humour helped to create these amazing images. Special thanks go to the FFMVic Chief Fire Officer, Chris Hardman, as well as Andrew Stanios and Kat Jensen for making it happen. FFMVic crews and the ever-patient staff from Altona took a strong interest and also helped to shift some of the heavy items like pumps and the Bedford tanker which was very welcome. The Forests Commission and its successors continuously encouraged bushfire research and innovation. In 1946 a large parcel of industrial land was purchased at North Altona as a fire cache and workshop. The Altona workshop became a hotbed of new technological thingumajigs… a marvellous blend of Aladdin’s Cave of Wonders coupled with Wallace and Gromit’s madcap contraptions… an exhilarating place where lots of gizmos were invented and tested… mostly with astounding results... but nearly always with some head-scratching frustrations… and thankfully not too much explosive mayhem. In fact, a lot of Australia’s pioneering equipment development was led by staff from Altona, often in collaboration with other State forestry and fire authorities. The CSIRO also contributed significantly. The US Forest Service, the US Bureau of Land Management and US State agencies such as the California Department of Forestry and Fire (CalFire) as well as the Canadian Forest Service faced similar challenges and proved strong and willing partners in sharing knowledge, ideas, equipment and expertise over many decades. The collection at Altona started in the 1970s by fire equipment wizard Barry (Rocky) Marsden. As obsolete equipment was returned to the Fire Protection Workshop for auction, Rocky began the process of selecting some which would be interesting to retain and display. The items at Altona represent just a small sample of the amazing story of Victoria's forestry and bushfire heritage. The largest item was undoubtedly the Bedford tanker which took two days and nearly 1000 photos which were later stitched together with photoshop. The oldest item is probably the Ericsson wall telephone from 1904. There are also many unique items, but the CSIRO incendiary machine and ping-pong incendiary machine developed at Altona probably had the most significant impact on fire management in Australia. There are plenty of gaps in the collection, but some items are in regional DEECA offices. It’s hoped to merge the FCRPA's Beechworth collection to Altona one day and rename the site to honour Rocky Marsden. There may be some additions to the Altona museum over time, but space is limited. The strategy was developed by the former Shire of Diamond Valley and documents environment and heritage values and possible threats to those values of the former Shire and policy aims and objectives. This report documents flora and fauna conservation, heritage conservation, landscape conservation, sustainable land use, conservation of resources, waster management and community education and involvement. The Shire of Diamond Valley (1964-1994) was abolished in May 1994.
