... , advising electors in a local government election to vote against... government election to vote against rate rises in Studley Ward ...A search of the Dictionary of Biography returned the names of thirty-two individuals with a connection to Kew, who were claimed to be supporters, members or opponents of the Communist Party of Australia. Some were only linked to communism by reputation. The historian, Geoffrey Serle, in the entry on Vance Palmer (1885-1959) wrote that: ‘From 1942 he was a member of the Commonwealth Literary Fund's advisory committee and from 1947 to 1953 chairman; he suffered despicable allegations that he was a communist’ (Serle, 1988). Serle also noted that Palmer, a liberal socialist of the broad left, was defended by R.G. Menzies. Others were linked through marriage. Gwendolyn Kent Hughes (1889-1965), the third daughter of Wilfred Kent Hughes, was married to Victor Reginald Lloyd (1895-1964) in 1930 in Holy Trinity Church. Lloyd ‘... had strong ties to the trade union movement and belonged to the Communist Party of Australia’ (Barbara Falk, 2000).Single page flyer used in a City of Kew election for Studley Ward protesting about Rate Increases in the Ward. This photograph was taken in 1994 and depicts four Commissioners of the newly formed Shire of Indigo. The Commissioners were appointed on 18 November 1994 and served until the the election of Indigo Shire Councillor's on 15 March, 1997. The United Shire of Beechworth was established in 1871 following the merger of two entities: the Borough of Beechworth, established in 1856, and the Shire of Beechworth, which was created as the union of the Stanley and Wooragee Road Districts in 1865. This photograph is historically significant for its depiction of newly elected Indigo Shire Commissioners, who replaced the former United of Beechworth Shire Council. The only local government entity remaining in Victoria styled as a 'United Shire' at its dissolution in November 1994, the amalgamation of the United Shire of Beechworth, along with parts of the Shires of Chiltern, Rutherglen and Yackandandah into the Shire of Indigo, was part of an extensive restructuring of Victoria's Local Government Areas in the 1990s. The Victorian Governments restructuring of LGA's in the 1990s constituted a major transition in Victoria's systems of local governance. The reforms dissolved over two hundred councils and sacked sixteen hundred elected councillors. Robert Marshall grew up on a small farm in Panton Hills in the 1950s and became an architect, designing in an Australian style, sometimes working with Alistair Knox. Marshall first stood for local council in 1974, having to overcome a childhood stutter by relaxation techniques. He was active in the formation of Nillumbik shire; after 20 years as councillor, he was elected president for 1978 and 1979. In February 1997, his adopted son Stewart Anthony Marshall died as the result of a drug mix-up. He lived in St Andrews and his business was in Hurstbridge. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes.
