from EDHS Newsletter No. 122, September 1998 - There is a new display in our local history cabinet in the Eltham Library. This time we have used our growing collection of material on Eltham, England. It includes the painting by Lionel Backhurst presented to us on behalf of Eltham Society by Clifford Crate. The booklet on the Eltham town sign that Clifford also brought is in loose leaf format so we have been able to include the whole of that which really presents an excellent summary of the important historic buildings of Eltham. Also on display is another painting by Lionel which was presented to Russell and Marion Yeoman. Programme, The Opening of Civic Hall, 1956, 1956
The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. Councillors Samantha McIntosh, Vicki Coltman and Belinda Coates voted against the motion.Six page souvenir Program of citizens' entertainment on the occasion of the Opening of Ballarat Civic Hall on in August 1956. Mayor Neil Callow's Message: "To-day, our citizens witness the fulfilment of the most extensive Municipal undertaking in the City's period of recent prosperity and development. Their Hall now fills a requirement of which they have been deprived since the Coliseum building was destroyed by fire over 20 years ago. The building has been designed as an all purpose structure and I am hopeful the citizens will use it and enjoy it to its fullest extent. Your Council and its Architects have planned as broadly as possible for the benefit of all to-day and for years to come. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it. Tim Walker’s work is an eye-catching array of shipwreck artefacts and associated items. They help tell the story of the 19th century ships that travelled across the world full of people and cargo that are now part of our history. The work was commissioned especially for Flagstaff Hill and highlights the famous story of the 1878 ‘Loch Ard’ shipwreck. The images also include two small items from the 1981 ‘Fiji’ shipwreck. Timothy “Tim” Walker was born in Britain in 1970. He is a self-taught artist who began with a desire to use his talents for full-time work. He moved to Warrnambool in 1990 and became involved in the Warrnambool and District Artists’ Society, where he has served for a period as President. In 2010 Warrnambool Art Gallery hosted an exhibition “Nine Lives” with works from nine local artists including Tim Walker. The ‘LOCH ARD’ 1873-1878 - brief history The clipper ship ‘Loch Ard’ was a built in Scotland in 1873. In 1978 the ship was sailing to Melbourne with 54 people on board as well as a mixed cargo of items, some of which were bound for the 1880 International Exhibition in Melbourne. On June 1st 1878 it was very close to its destination when it crashed into Mutton Bird Island, east of Port Campbell. Only two people survived. The wreck was re-discovered in 1967, almost a century later, and the site continues to provide evidence of the range of goods imported into the Colony of Victoria in the post-Gold Rush era. Flagstaff Hill divers in the 1970s reported finds of “Bottles of champagne, window panes, rolls of zinc, barrels of cement, iron rails, clocks, lead shot, corrugated iron, lead, marble, salad oil bottles, ink bottles, copper wire, gin bottles, rolls of carpet, floor tiles, copper rivets, gas light fittings, pocket knives, toys, crystal chandeliers, beer mugs, cutlery, candles sticks, wick scissors, cow bells, and sauce bottles.” The famous Loch Ard Peacock was also on board. The ‘FIJI’ 1875-1891 – brief history The barque ‘Fiji’ was built in Ireland in 1875. The sailing ship left Hamburg in May 1891, bound for Melbourne with a crew of twenty-five plus the captain. The ‘Fiji’ had almost reached her destination after a trip of 100 days at sea when, on September 5th 1891, she struck rock 300 metres from the shore at Moonlight Head, near Cape Otway. Eleven men lost their lives but with the help of locals including members of the Rocket Rescue Crew, the rest of the men were saved. In anticipation of Christmas, the cargo had included a wide variety of children’s toys, amongst which were dolls with china limbs, wooden rocking horses, miniature ships, and red and white rubber balls. There were also cases of dynamite, pig iron, steel goods, spirits, sailcloth, tobacco, fencing wire, concrete, 400 German pianos, concertinas and other musical instruments, artists’ supplies, porcelain, furniture, china and candles. This artwork has historical significance as it shows a small sample of the variety of items on board the late 19th century ships bound for Australia in the Colonial and late God Rush period. The cargo contained personal luggage, items intended as gifts, and goods ordered for domestic, commercial or industrial use. The wreck sites of both vessels, ‘Loch Ard’ and ‘Fiji’ are classified on the Victorian Heritage Register as significant and are now protected by government law. The sites are popular with divers and provide interpretive material regarding social and maritime history. Framed poster of a watercolour painting by Tim Walker, gilt frame, behind glass. Clinton Naina’s earliest memory is attending Collingwood football matches at Victoria Park with his father and uncles. His dad was an avid Collingwood supporter and Naina proudly wore his football colours. Lining up to enter the grounds at the big old black-and-white painted wooden doors gave Naina the feeling of entering into another world. 'Rule 30' is a comment on race relations in sport. The artwork is made from the original doors located at the front entrance of the Collingwood Football Club’s grounds at Victoria Park. When the club was refurbished the door was gifted to Naina by a friend—an ex-Collingwood football player—for use in his art practice. The work depicts a big red target painted on the existing Black and white stripes—Collingwood colours—of the door. Naina placed a fabric number ‘30’ on top of the target—created from material used for numbers on the back of players’ football vests. This represents the individuals who have been racially vilified while playing football over many years. The red represents the colour of human blood, while the Blak and white Collingwood colours already painted on the wood are a very fitting comment on race relations. The door itself becomes a potent metaphor for “overcoming barriers, making change, breaking down doors and moving forth into a new era of respect for people”. Rule 30 in the AFL was the first racial vilification code in Australian sport. It prohibited conduct between players, clubs and other AFL officials, which threatened, disparaged, vilified or insulted another person on the basis of that person’s race, religion, colour, descent or ethnic origin. Her father, the seller's grandfather was Dr. Bruno Koenig, a German surgeon detained by Allied forces while fleeing New Guinea in 1941. He was detained & sent to be interned in Camp 3, Tatura. There he met the painter Cesare Vagarini & they became friends, thus 4 years later upon the end of the war Vagarini gave the surgeon the two paintings in thanks & in memory of their friendship. Dr Koening then passed the paintings down to his daughter, where they remained in the family for 60 years. The seller's mother decided it was time to sell & was happy that the paintings went to a good home, as the family was until now unaware of the connection between Vagarini and the Tatura Museum. Harry Gorry just happened to notice a familiar name in an auction that he came across by accident & purchased them for our benefit. The name "Dhurringile"was taken from an Aboriginal word meaning "crouching emu". We don?t leave our identities at the city limits: Aboriginal and Torres Strait Islander people living in urban localities Bronwyn Fredericks Aboriginal and Torres Strait Islander people who live in cities and towns are often thought of as ?less Indigenous? than those who live ?in the bush?, as though they are ?fake? Aboriginal people ? while ?real? Aboriginal people live ?on communities? and ?real? Torres Strait Islander people live ?on islands?. Yet more than 70 percent of Australia?s Indigenous peoples live in urban locations (ABS 2007), and urban living is just as much part of a reality for Aboriginal and Torres Strait Islander people as living in remote discrete communities. This paper examines the contradictions and struggles that Aboriginal and Torres Strait Islander people experience when living in urban environments. It looks at the symbols of place and space on display in the Australian cities of Melbourne and Brisbane to demonstrate how prevailing social, political and economic values are displayed. Symbols of place and space are never neutral, and this paper argues that they can either marginalise and oppress urban Aboriginal and Torres Strait Islander people, or demonstrate that they are included and engaged. Juggling with pronouns: Racist discourse in spoken interaction on the radio Di Roy While the discourse of deficit with regard to Australian Indigenous health and wellbeing has been well documented in print media and through images on film and on television, radio talk concerning this discourse remains underresearched. This paper interrogates the power of an interactive news interview, aired on the Radio National Breakfast program on ABC Radio in 2011, to maintain and reproduce the discourse of deficit, despite the best intentions of the interview participants. Using a conversation-analytical approach, and membership categorisation analysis in particular, this paper interrogates the spoken interaction between a well-known radio interviewer and a respected medical researcher into Indigenous eye health. It demonstrates the recreation of a discourse emanating from longstanding hegemonies between mainstream and Indigenous Australians. Analysis of firstperson pronoun use shows the ongoing negotiation of social category boundaries and construction of moral identities through ascriptions to category members, upon which the intelligibility of the interview for the listening audience depended. The findings from analysis support claims in a considerable body of whiteness studies literature, the main themes of which include the pervasiveness of a racist discourse in Australian media and society, the power of invisible assumptions, and the importance of naming and exposing them. Changes in Pitjantjatjara mourning and burial practices Bill Edwards, University of South Australia This paper is based on observations over a period of more than five decades of changes in Pitjantjatjara burial practices from traditional practices to the introduction of Christian services and cemeteries. Missions have been criticised for enforcing such changes. However, in this instance, the changes were implemented by the Aboriginal people themselves. Following brief outlines of Pitjantjatjara traditional life, including burial practices, and of the establishment of Ernabella Mission in 1937 and its policy of respect for Pitjantjatjara cultural practices and language, the history of these changes which commenced in 1973 are recorded. Previously, deceased bodies were interred according to traditional rites. However, as these practices were increasingly at odds with some of the features of contemporary social, economic and political life, two men who had lost close family members initiated church funeral services and established a cemetery. These practices soon spread to most Pitjantjatjara communities in a manner which illustrates the model of change outlined by Everett Rogers (1962) in Diffusion of Innovations. Reference is made to four more recent funerals to show how these events have been elaborated and have become major social occasions. The world from Malarrak: Depictions of South-east Asian and European subjects in rock art from the Wellington Range, Australia Sally K May, Paul SC Ta�on, Alistair Paterson, Meg Travers This paper investigates contact histories in northern Australia through an analysis of recent rock paintings. Around Australia Aboriginal artists have produced a unique record of their experiences of contact since the earliest encounters with South-east Asian and, later, European visitors and settlers. This rock art archive provides irreplaceable contemporary accounts of Aboriginal attitudes towards, and engagement with, foreigners on their shores. Since 2008 our team has been working to document contact period rock art in north-western and western Arnhem Land. This paper focuses on findings from a site complex known as Malarrak. It includes the most thorough analysis of contact rock art yet undertaken in this area and questions previous interpretations of subject matter and the relationship of particular paintings to historic events. Contact period rock art from Malarrak presents us with an illustrated history of international relationships in this isolated part of the world. It not only reflects the material changes brought about by outside cultural groups but also highlights the active role Aboriginal communities took in responding to these circumstances. Addressing the Arrernte: FJ Gillen?s 1896 Engwura speech Jason Gibson, Australian National University This paper analyses a speech delivered by Francis James Gillen during the opening stages of what is now regarded as one of the most significant ethnographic recording events in Australian history. Gillen?s ?speech? at the 1896 Engwura festival provides a unique insight into the complex personal relationships that early anthropologists had with Aboriginal people. This recently unearthed text, recorded by Walter Baldwin Spencer in his field notebook, demonstrates how Gillen and Spencer sought to establish the parameters of their anthropological enquiry in ways that involved both Arrernte agency and kinship while at the same time invoking the hierarchies of colonial anthropology in Australia. By examining the content of the speech, as it was written down by Spencer, we are also able to reassesses the importance of Gillen to the ethnographic ambitions of the Spencer/Gillen collaboration. The incorporation of fundamental Arrernte concepts and the use of Arrernte words to convey the purpose of their 1896 fieldwork suggest a degree of Arrernte involvement and consent not revealed before. The paper concludes with a discussion of the outcomes of the Engwura festival and the subsequent publication of The Native Tribes of Central Australia within the context of a broader set of relationships that helped to define the emergent field of Australian anthropology at the close of the nineteenth century. One size doesn?t fit all: Experiences of family members of Indigenous gamblers Louise Holdsworth, Helen Breen, Nerilee Hing and Ashley Gordon Centre for Gambling Education and Research, Southern Cross University This study explores help-seeking and help-provision by family members of Indigenous people experiencing gambling problems, a topic that previously has been ignored. Data are analysed from face-to-face interviews with 11 family members of Indigenous Australians who gamble regularly. The results confirm that substantial barriers are faced by Indigenous Australians in accessing formal help services and programs, whether for themselves or a loved one. Informal help from family and friends appears more common. In this study, this informal help includes emotional care, practical support and various forms of ?tough love?. However, these measures are mostly in vain. Participants emphasise that ?one size doesn?t fit all? when it comes to avenues of gambling help for Indigenous peoples. Efforts are needed to identify how Indigenous families and extended families can best provide social and practical support to assist their loved ones to acknowledge and address gambling problems. Western Australia?s Aboriginal heritage regime: Critiques of culture, ethnography, procedure and political economy Nicholas Herriman, La Trobe University Western Australia?s Aboriginal Heritage Act 1972 (WA) and the de facto arrangements that have arisen from it constitute a large part of the Aboriginal ?heritage regime? in that state. Although designed ostensibly to protect Aboriginal heritage, the heritage regime has been subjected to various scholarly critiques. Indeed, there is a widespread perception of a need to reform the Act. But on what basis could this proceed? Here I offer an analysis of these critiques, grouped according to their focus on political economy, procedure, ethnography and culture. I outline problems surrounding the first three criticisms and then discuss two versions of the cultural critique. I argue that an extreme version of this criticism is weak and inconsistent with the other three critiques. I conclude that there is room for optimism by pointing to ways in which the heritage regime could provide more beneficial outcomes for Aboriginal people. The forgotten Yuendumu Men?s Museum murals: Shedding new light on the progenitors of the Western Desert Art Movement (research report) Bethune Carmichael and Apolline Kohen In the history of the Western Desert Art Movement, the Papunya School murals are widely acclaimed as the movement?s progenitors. However, in another community, Yuendumu, some 150 kilometres from Papunya, a seminal museum project took place prior to the completion of the Papunya School murals and the production of the first Papunya boards. The Warlpiri men at Yuendumu undertook a ground-breaking project between 1969 and 1971 to build a men?s museum that would not only house ceremonial and traditional artefacts but would also be adorned with murals depicting the Dreamings of each of the Warlpiri groups that had recently settled at Yuendumu. While the murals at Papunya are lost, those at Yuendumu have, against all odds, survived. Having been all but forgotten, this unprecedented cultural and artistic endeavour is only now being fully appreciated. Through the story of the genesis and construction of the Yuendumu Men?s Museum and its extensive murals, this paper demonstrates that the Yuendumu murals significantly contributed to the early development of the Western Desert Art Movement. Sievwright, an Edinburgh-born former British army officer, lived in the bush with his young family as he tried to save the Aborigines of the District from extinction. In doing so, he would isolate himself from the rest of his fellow whites. The hated Protector tells of this process. The book should appeal to anyone interested in British colonial and Australian history, particularly in the years of first contact between British settlers and the Aborigines. More broadly, it should also appeal to anyone interested a story of one man's battle against overwhelming odds, where the price of failure was numerous deaths. This gum leaf painting is one of a pair displayed on foil in the same frame. It is typical of many paintings by the self-taught Australian artist Alfred William Eustace (1820-1907). A.W. Eustace, a well-known Australian artist, was born in Berkshire, England, where he was an assistant gamekeeper to the Earl of Craven at Ashdown Park. He migrated to Australia with his wife and children in 1851 and camped on the Ullina and Eldorado Runs on the Black Dog Creek at Chiltern, which was in excess of 50,000 acres of grazing land. A.W. Eustace was employed as a shepherd by Jason Withers and while tending his flocks in the solitude of the bush, Eustace turned his attention to painting and music to while away the long and weary hours. He endeavoured to capture the spirit of the bush painting on board, canvas or tin plate, but as these materials were not always readily available he then started painting on large round eucalyptus leaves from the White and Red Box trees that grew around about him. About 1856 he painted a small picture of the famous Woolshed goldrush and during the next few years became well known in North-East Victoria. John Sadlier, a police officer stationed at Beechworth said that Eustace painted 'some really exquisite scenes. He was of an easy-going dreamy temperament, a student of nature only, despising the works of men. Unfortunately his drawings were on eucalyptus leaves, the largest and roundest he could find and not on canvas, and no doubt have all perished long ago.' In 1876 the Melbourne Age newspaper reported, 'Eustace’s celebrated paintings on gum leaves are again attracting attention,…Mr Eustace is an elegant artist…he seems without effort to catch the colour and spirit of Australian scenery…' In 1864 A.W. Eustace held an Art Union in Albury, and again in 1884 in Ballarat. He exhibited at the Victorian Academy of Arts in 1877 and also held an exhibition of gum leaf paintings at Stevens Gallery, Melbourne in 1893. By 1896 he was receiving orders from heads of states in Europe, with his works acknowledged by Queen Victoria, Emperor Frederick of Germany and the Czar of Russia, as well as the Governors of New South Wales and Victoria. His paintings reflected his ability to paint the sky in his realistic style which is still noted by art critics of the day. A.W. Eustace was also a skillful taxidermist. The collection of birds and animals that can be seen at the Beechworth Museum are examples of his taxidermy skill. When not doing his work, painting or taxidermy, he regularly contributed letters and verse to the Chiltern newspaper, The Federal Standard. A book of verse in his hand writing was presented to The Athenaeum Trust by the Boadle family. In the 1870’s he became interested in spiritualism often being involved in lively debate at lectures and séances. This colour photograph of a gum leaf painting shows one of the many landscapes done by the well-known self-taught Australian artist Alfred William Eustace (1820-1907). A.W. Eustace, an Australian artist and taxidermist, was born in Berkshire, England, where he was an assistant gamekeeper to the Earl of Craven at Ashdown Park. He migrated to Australia with his wife and children in 1851 and worked on the Ullina and Eldorado Runs on the Black Dog Creek at Chiltern, which was in excess of 50,000 acres of grazing land. A.W. Eustace was employed as a shepherd by Jason Withers and while tending his flocks in the solitude of the bush, Eustace turned his attention to painting and music to while away the long and weary hours. He endeavoured to capture the spirit of the bush painting on board, canvas or tin plate, but as these materials were not always readily available he then started painting on large round eucalyptus leaves from the White and Red Box trees that grew around about him. About 1856 he painted a small picture of the famous Woolshed goldrush and during the next few years became well known in North-East Victoria. John Sadlier, a police officer stationed at Beechworth said that Eustace painted 'some really exquisite scenes. He was of an easy-going dreamy temperament, a student of nature only, despising the works of men. Unfortunately his drawings were on eucalyptus leaves, the largest and roundest he could find and not on canvas, and no doubt have all perished long ago.' In 1876 the Melbourne Age newspaper reported, 'Eustace’s celebrated paintings on gum leaves are again attracting attention,…Mr Eustace is an elegant artist…he seems without effort to catch the colour and spirit of Australian scenery…' In 1864 A.W. Eustace held an Art Union in Albury, and again in 1884 in Ballarat. He exhibited at the Victorian Academy of Arts in 1877 and also held an exhibition of gum leaf paintings at Stevens Gallery, Melbourne in 1893. By 1896 he was receiving orders from heads of states in Europe, with his works acknowledged by Queen Victoria, Emperor Frederick of Germany and the Czar of Russia, as well as the Governors of New South Wales and Victoria. His paintings reflected his ability to paint the sky in his realistic style which is still noted by art critics of the day. A.W. Eustace was also a skilful taxidermist. The collection of birds and animals that can be seen at the Beechworth Museum are examples of his taxidermy skill. When not doing his work, painting or taxidermy, he regularly contributed letters and verse to the Chiltern newspaper, The Federal Standard. A book of verse in his hand writing was presented to The Athenaeum Trust by the Boadle family.
