Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. In 1980, the original week long session of planned activities to celebrate White Cane Day was jettisoned for displays and presentations in the new City Square. These included films, Swish demonstrations, children’s tactile artwork and photographs. It was a lovely sunny day, with crowds enjoying a performance by the Victorian Police Brass Band and their well known equine Gendarme, as well as the Lightfooters square dancing. Despite some uncertainty as to just who was coming, members and friends kept appearing at the assembly area. As in the past years our friends from the Victorian Folk Music Club brought their instruments along and really added to the occasion. This year we concentrated on a rural theme with a tractor/trailer combination. Thanks to Peter Bassett-Smith for the tractor, Joh Ebeli for the decorations and friendly trailer owner Dennis McKay. Unfortunately the closing stages of the parade were marred by heavy rain. We just finished as the rain started but members scattered very quickly. This has prompted the suggestion for future parades that we have a tent or other suitable venue for members to gather after the event. This is worth following up. The cold driving rain provided a special problem for Peter in driving his tractor home to Kangaroo Ground.
