The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. Melbourne Water inherited many of its water assets, such as reservoirs from its predecessor the Melbourne Metropolitan Board of Works (MMBW). They have served the organisation well and have long been celebrated for both their natural beauty and engineering ingenuity. In the nineteenth century Victoria’s fundamental need for water infrastructure went beyond merely functional solutions and reflected the English ideal of the romance and beauty that was embodied in expanses of water. The MMBW further enhanced this notion by incorporating beauty and function in to the Classical and Italianate designs of its infrastructure such as pumping houses and reservoir outlet towers. The reservoir gardens and picnic areas were landscaped with ornamental stonework, exotic trees, decorative flower beds, fern glads pools and rose gardens. All features of the water supply system became widely celebrated as beauty spots that continue to be very popular to this day with tourists and locals alike. This souvenir is a product of that flourishing tourist trade. These water supply sites continue to enhance Melbourne’s charm and liveability and are now recognised as places of cultural and historic significance. This souvenir item has been curated by Melbourne Water as it represents an important historical aspect of the organisation by demonstrating the popularity of its water asset sites as recreational places and tourist attractions, and although these sites are functional parts of the water supply system, they were also designed to be enjoyed by the public both aesthetically and recreationally. Early Settlers used candles and lamps as their source of light after sunset. This lamp, uses a flat wick immersed in kerosene or oil, contained in the bulbous reservoir, with a side screw to adjust the flame enclosed in a glass, open top shield.A flat wick kerosene lamp. Copied by Ken Hall from an early postcard. This is Surrey Hills Reservoir No 1 on the corner of Tower Street built in c1892 at a cost of £12,000 to supply higher sections of the area. The builders were Jack and Bob Laudehr, partners in a wood yard in St. Kilda (Vic). They began by delivering firewood but extended to contract work involving timber. Another of their projects was to lay cable tram tracks commencing in Acland Street St. Kilda and running along The Esplanade. The reservoir in Canterbury Road was a large concrete structure built before the introduction of reinforcements. The excavated material was banked against the sides and pine trees were planted in it to add strength to the embankment. They were paid £2,000 for their work. Construction of Surrey Hills Number 2 Reservoir was completed in 1913 and the accompanying tower was built in 1929. It is assumed that the Miss Hill as the source of the donation (via Bill Dempsey) was Ivy Annie Hill (1902-1984). She was the only female child of William Valentine Dempsey to not marry.
