The State Electricity Commission of Victoria constructed the Kiewa Hydro Electric Scheme on the Bogong High Plains. The scheme consisted of storage dams and pondages, aqueducts, tunnels, pipelines, transmission lines and three power stations.. FALLS of HALLADALE - History The Falls of Halladale was a four-masted sailing ship built-in 1886 in Glasgow, Scotland, for the long-distance cargo trade and was mostly used for Pacific grain trade. She had a sturdy construction, built to carry maximum cargo and maintain full sail in heavy gales. She was one of the last of the ‘windjammers’ that sailed the Trade Route and one of the first vessels to include fore and aft lifting bridges, which kept the crew safe and dry in as they moved around the decks in stormy conditions. She was owned by Wright, Breakenridge & Co of Glasgow and was one of several Falls Line ships, all of which were named after waterfalls in Scotland. On 4th August 1908, with new sails, 29 crew, and 2800 tons of cargo, the Falls of Halladale left New York, bound for Melbourne and Sydney via the Cape of Good Hope. The cargo on board was valued at £35,000 and included 56,763 tiles of American slate roofing tiles, 5,673 coils of barbed wire, 600 stoves, 500 sewing machines, 6,500 gallons of oil, 14,400 gallons of benzene, plumbing iron, 117 cases of crockery and glassware and many other manufactured items. The Falls of Halladale had been at sail for 102 days when, at 3 am on the of 14th November 1908, under full sail in calm seas with a six knots breeze behind and misleading fog along the coast, the great vessel rose upon an ocean swell and settled on top of a submerged reef near Peterborough on south-west Victoria’s coast. The ship was jammed on the rocks and began filling with water. The crew launched the two lifeboats and all 29 crew landed safely on the beach over 4 miles away at the Bay of Islands. The postmistress at Peterborough, who kept a watch for vessels in distress, saw the stranding and sent out an alert to the local people. A rescue party went to the aid of the sailors and the Port Campbell rocket crew was dispatched, but the crew had all managed to reach shore safely by the time help arrived. The ship stayed in full sail on the rocky shelf for nearly two months, attracting hundreds of sightseers who watched her slowly disintegrate until the pounding seas and dynamiting by salvagers finally broke her back, and her remains disappeared back into deeper water. The valuable cargo was largely lost, despite two salvage attempts in 1908-09 and 1910. Further salvage operations were made from 1974-1986, during which time 22,000 slate tiles were recovered with the help of 14 oil drums to float them, plus personal artefacts, ship fittings, reams of paper and other items (a list of items held at Flagstaff Hill Maritime Village is included below). The Court of Marine Inquiry in Melbourne ruled that the foundering of the ship was entirely due to Captain David Wood Thomson’s navigational error, not to technical failure of the Clyde-built ship. The shipwreck is a popular site for divers, about 300m offshore and in 3 – 15m of water. Some of the original cargo can be seen at the site, including pieces of roof slate and coils of barbed wire.The Falls of Halladale shipwreck is listed on the Victorian Heritage Register (No. S255). She was one of the last ships to sail the Trade Routes. She is one of the first vessels to have fore and aft lifting bridges. She is an example of the remains of an International Cargo Ship and also represents aspects of Victoria’s shipping industry. The set of seven 1858 plans shows proposed plans for the original Lighthouse Complex that was built on Middle Island in 1858-1859. The whole complex was then transferred to Flagstaff Hill in 1871. The plan, dated 1909, is for proposed additions and repairs to the Quarters at Flagstaff Hill. The plan 'Alterations and Additions' shows alternate plans for changes to the quarters at the Flagstaff Hill location. This plan has no date. The Complex comprised the Lighthouse, the Lighthouse Keepers’ Quarters, the Store (now called the Chart Room) and a Privy, which was not included in these plans. The Keeper’s bluestone Quarters was a cottage divided into two compartments, one for each keeper and his family. The bluestone Store was divided into three; a store, a workshop an oil store (or office). The Privy comprised of a small building also divided into two separate, back-to-back toilets, one for each Keeper and his family. The Flagstaff Hill Keeper's Quarters have had extensions and additions at various times, and these have also been removed at various other times. It shows the floor plans of the Store, Upper Lighthouse and the Quarters. The Store building has three sections; a Store, Work-Shop and Office, with an internal wall between them and separate entries. The Quarters are divided into two dwellings. The Senior Keeper’s side on the left has fireplaces in two of the three bedrooms and there is a pantry and wash house. The Assistant’s side has no fireplaces in the bedrooms and there’s no pantry or washhouse. These plans include proposed changes to the buildings. The Senior Keeper’s Quarters would have a partition on bedroom 2, a bath with plumbing and drainage, a wall moved and a built-in side porch. The Store would also have a built-in porch. The undated plan 'Additions and Alterations' (2375.9) shows alternative arrangements for water tanks, plumbing and such. WARRNAMBOOL'S LADY BAY LIGHTHOUSES- In the 1800s ships sailing from England to Australia began to use Bass Strait as a faster route to Melbourne. Small navigation errors led to many tragic shipwrecks. From 1848 lighthouses were operating along Victoria’s southern coast as a guide for sailors. Coastal towns such as Warrnambool grew and the exchange of trade and passengers were of great benefit. However, the uncertain weather changes, relatively shallow waters and treacherous, hidden rocky reefs were not suitable for a Harbour and in the 1840s and 1850s there were many shipwrecks in the area, with some even stranded in its Lady Bay harbour. A jetty was built in 1850 and a flagstaff to guide seafarers was placed up high on what became known now as Flagstaff Hill. In November 1857 the Victorian Government recommended that Warrnambool Harbour had beacons and two lighthouses to guide vessels into and out of the Harbour safely. The white light of the Middle Island lighthouse was to be used for the first time on September 1, 1859. The red light of the Beach Lighthouse, a wooden obelisk structure, was first operated on March 25, 1860, but in 1868 this light was ‘discontinued’ due to it being too low. Melbourne’s Department of Public Works decided to relocate the Middle Island Lighthouse Complex - Lighthouse, Keeper’s Quarters, Privy, Store Room and even water tanks - to Flagstaff Hill. The lower obelisk was shortened, and a protruding gallery, railing, and external ladder were added, as well as the light from the Beach Lighthouse. A green guiding light was erected on the end of the jetty. The transfer of the Complex began in March 1871. Each shaped stone of the lighthouse was carefully numbered, removed then reassembled on Flagstaff Hill. In 1872 the well was sunk behind the Lighthouse Keeper’s Cottage. The Keepers and families had left Middle Island in April and moved to Flagstaff Hill in October 1871. Vessels entering Lady Bay align the Upper and Lower Lighthouse towers during the day and the lights at night. The Upper Lighthouse is a round tower, the Lower Light is square. The Lighthouses were categorised as harbour lights rather than coastal lights, so they remain under the control of the Victorian Government’s Ports and Harbours section. The lights were originally powered by oil, then acetylene gas, later by electricity, and then converted to solar power in 1988. In 1993 the solar panel was replaced by a battery charger. A decision was made in 1936 to replace the lighthouses’ lights with unattended lights that no longer required Keepers and Assistants. At least 29 Keepers had attended to the lighthouse from its opening in 1859 to when the last official Lightkeepers left In April 1916. The Warrnambool Harbour Board rented out the Quarters from 1916 to 1936. The Board closed down but the rentals continued with other unknown landlords. In the 1970s the Flagstaff Hill Planning Board was set up under the chairmanship of John Lindsay. The Board was to make recommendations to the Warrnambool City Council regarding the use of the buildings and the rest of the Crown Land on the site. The Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage in stages, during which time evidence of a 1920s fire was found in the eastern section of the cottage. Additions of a porch on the west and a washroom on the east were made in the 1980s. The western part of the building is now a Shipwreck Museum and the east has returned to a late 19th-century Lighthouse Keeper’s cottage and includes the screen made by Assistant Lighthouse Keeper Thomas Hope during one of his two periods of service there. THE LIGHTHOUSE KEEPERS Lighthouse Keepers were responsible for keeping their Lighthouse’s lights shining at night. They kept a lookout for passing vessels and changes in weather. They were expected to clean, polish and maintain the equipment and buildings. They kept regular and detailed records of who was on watch, and the time the light was lit, trimmed and extinguished. They kept a journal about other events that occurred. They keep regular, accurate Meteorological Logs. It was expected that they were competent in Morse code signalling. They would be called to help in times of disasters and shipwrecks, and to give official statements about these events. Many Lighthouse Keepers also volunteered as members of the lifeboat crew. The Lady Bay lighthouses were officially classified as small, so the Keepers had the official titles of Senior Assistant Lighthouse Keeper and Assistant Lighthouse Keeper. They were employed by the Public Service and paid rent to live in the Lighthouse Quarters. They were compulsorily retired at the age of 60, with most receiving a superannuation payment. Despite their time-consuming duties, there was time to follow hobbies and crafts such as growing vegetables, playing musical instruments, making models of buildings including lighthouses, and crafting furniture pieces. An example of a keeper’s skills is the carved fire screen made by /assistant Keeper Thomas Hope in the early 20th century and displayed in the Lighthouse Keeper’s cottage at Flagstaff Hill. The last occupants of the Middle Island Complex were Senior Keeper Robert Deverell, his Assistant Keeper, Andrew Farncombe, and their families. They all became the first occupants at the Lady Bay Lighthouse Keepers’ Quarters on Merri Street. The Warrnambool Lighthouse Complex plans are the origin of what is now the Lady Bay Lighthouse Complex. They are a record of the people, process and departments involved in bringing the complex into fruition. The plans are significant to the Complex, which is now listed on the Victorian Heritage Register, H1520, for being of historical, scientific (technological) and architectural significance to the State of Victoria. The Complex is significant as an example of early colonial development. The plan are significant for their connection with the important navigational function of the Lighthouses, a function still being performed to this day. The plans are also significant as an example of a product from the Public Works Department in Victoria in the mid-to-late 19th century. The structures built to these plans still stand strong. Plans for the Lighthouse Complex in Warrnambool, including Lighthouses, Keeper's Quarters and Stores. Seven of the plans are on thin fragile paper, one is on thicker, stronger paper. The drawings have been made in pens coloured red and black. They originate from Public Works in Melbourne. A foghorn is a device that uses sound to warn of navigational hazards like rocky coastlines, or boats of the presence of other vessels, in foggy conditions. The term is most often used with marine transport. When visual navigation aids such as lighthouses are obscured, foghorns provide an audible warning of rocky outcrops, shoals, headlands, or other dangers to shipping. An early form of fog signal was to use a bell, gong, explosive signal or firing a cannon to alert shipping. From the early 20th century an improved device called the diaphone was used in place of these other devices, The diaphone horn was based directly on the organ stop of the same name invented by Robert Hope-Jones, creator of the Wurlitzer organ. Hope-Jones' design was based on a piston that was closed only at its bottom end and had slots, perpendicular to its axis, cut through its sides, the slotted piston moved within a similarly slotted cylinder. Outside of the cylinder was a reservoir of high-pressure air. Initially, this air would be admitted behind the piston, pushing it forward. When the slots of the piston aligned with those of the cylinder, air passed into the piston, making a sound and pushing the piston back to its starting position, whence the cycle would be repeated. This method of producing a low audible sound was further developed as a fog signal by John Northey of Toronto and these diaphones were powered by compressed air produced by an electric motor or other mechanical means that admitted extremely powerful low-frequency notes. The example in the Flagstaff collection is an early cased and portable diaphone used on pleasure or sailing craft. By manually turning the crank handle air is produced and fed into valves that direct air across vibrating metal reeds to produce the required sound. in foggy weather, fog horns are used to pinpoint a vessels position and to indicate how the vessel is sailing in foggy conditions. One blast, when sailing on starboard tack and two blasts, when sailing on a port tack and three dots, when with wind is behind the vessel. Since the automation of lighthouses became common in the 1960s and 1970s, most older foghorn marine installations have been removed to avoid the need to run the complex machinery associated with them, and have been replaced with an electrically powered diaphragm or compressed air horns. The example in the collection is significant as it was used in the early 19th century for sailing vessels was important but these portable crank fog horns have also been superseded by modern electric varieties. This black and white photograph shows the crew of the barque Newfield. They are pictured seated on a grassy slope and rock, a lifebuoy from the Newfield, Liverpool, resting on the men in the front row. The men are formally dressed, some with bowler hats, a bow tie and pipe, rather than in their sailing uniforms. ABOUT THE NEWFIELD The Newfield left Sharpness, Scotland, on 28th May 1892 with a crew of 25 under the command of Captain George Scott and on 1st June left Liverpool. She was bound for Brisbane, Australia, with a cargo of 1850 tons of fine rock salt, the main export product of Sharpness. At about 9pm on 28th August 1892, in heavy weather, Captain Scott sighted, between heavy squalls, the Cape Otway light on the mainland of Victoria but, due to a navigational error (the ship’s chronometers were wrong), he assumed it to be the Cape Wickham light on King Island, some 40 miles south. He altered his course to the north, expecting to enter Bass Strait. The ship was now heading straight for the south west Victorian coast. At about 1:30am the Newfield ran aground on a reef about 100 yards from shore and one mile east of Curdie’s Inlet, Peterborough. The ship struck heavily three times before grounding on an inner shoal with 6 feet of water in the holds. Rough sea made the job of launching lifeboats very difficult. The first two lifeboats launched by the crew were smashed against the side of the ship and some men were crushed or swept away. The third lifeboat brought eight men to shore. It capsized when the crew tried to return it to the ship for further rescue The rescue was a difficult operation. The Port Campbell Rocket Crew arrived and fired four rocket lines, none of which connected with the ship. Peter Carmody, a local man, volunteered to swim about one mile off shore to the ship with a line to guide the fourth and final lifeboat safely to shore. He was assisted by James McKenzie and Gerard Irvine. Seventeen men survived the shipwreck but the captain and eight of his crew perished. The Newfield remained upright on the reef with sails set for a considerable time as the wind slowly ripped the canvas to shreds and the sea battered the hull to pieces. The Marine Board inquiry found the wreck was caused by a "one man style of navigation" and that the Captain had not heeded the advice of his crew. According to Jack Loney ‘… when the drama was over . . the Newfield was deserted except for the Captain’s dog and two pigs.’ Peter Carmody was awarded the Bramley Moore medal by the Liverpool Shipwreck and Humane Society for Saving Life at Ssea, which he received by mail on January 21st 1893. Flagstaff Hill’s collection of artefacts from the Newfield is significant for its association with the shipwreck Newfield, which is listed on the Victorian Heritage Registry. The collection is significant because of the relationship between the objects. The Newfield collection is archaeologically significant as the remains of an international cargo ship. The Newfield collection is historically significant for representing aspects of Victoria’s shipping history and its association with the shipwreck. The Letter accompanying the Medal for Bravery awarded to Peter Carmody is significant because the attempt to save lives is associated with the shipwreck Newfield. Francis Powell (1861-) and Francis Hanmer (1858-1925) founded Powell and Hanmer Ltd in the Summer of 1885 for the manufacturer of bike and carriage lamps. Their first advertisements began to appear in November of 1885. In 1890 they lodged a Patent for “velocipede” lamps to be used by lightweight wheeled vehicles propelled by a rider, such as a bike, tricycle and railroad handcar. In April of 1913, they were selling headlamps for cars and in 1914 built their second factory manufacturing dynamo lighting sets in Rocky Lane Birmingham, also for the production of dynamos for motor cars. Then in 1929 Powell and Hanmer Ltd, was acquired by the Lucas company which was at that time the main competitor for the manufacture of non-electrical equipment for cycles and motorcycles. When a director of Powell and Hanmer joined the board of Austin motor cars, Lucas feared that Austins might encourage Powell and Hanmer to start to produce electrical equipment for supply to the company and as a result this association might affect Lucas's business with other large vehicle manufacturers. As a result, Lucas made an offer to Powell & Hanmer and purchased the business for £500,000. Carbide lighting was used in rural and urban areas of Australia which were not served by electrification. Its use began shortly after 1900 in many countries and continued past the 1950s. Calcium carbide pellets were placed in a container outside the home, with water piped to the container and allowed to drip on the pellets releasing acetylene. This gas was piped to lighting fixtures inside the house, where it was burned, creating a very bright flame. Carbide lighting was inexpensive but was prone to gas leaks and explosions. Early models of the automobile, motorbike and bicycles used carbide lamps as headlamps. Acetylene gas, derived from carbide, enabled early automobiles to drive safely at night. Thick concave mirrors combined with magnifying lenses projected the acetylene flame light. These type of lights were used until reliable batteries and dynamos became available, and manufacturers switched to electric lights. Acetylene lamps were also used on riverboats for night navigation. The National Museum of Australia has a lamp made in about 1910 that was used onboard the PS Enterprise, an 1878 Australian paddle steamer, currently owned by the National Museum of Australia in Canberra. Early models of the automobile, motorbike and bicycles used carbide lamps as headlamps. Acetylene gas, derived from carbide, enabled early automobiles to drive safely at night. Thick concave mirrors combined with magnifying lenses projected the acetylene flame light. These type of lights were used until reliable batteries and dynamos became available, and manufacturers switched to electric lights. Acetylene lamps were also used on riverboats for night navigation. The National Museum of Australia has a lamp made in about 1910 that was used onboard the PS Enterprise, an 1878 Australian paddle steamer, currently owned by the National Museum of Australia in Canberra. The Photo Album was created by Hans Beck, who interned with the donor's father (Wilhelm Eckels). The Photo Album depicts wool buying and sheep station related life between 1927-1939. The town of Vire is on a rocky promontory above the Vire River, situated in the south-west of the Calvados department of Lower Normandy, about half way between Caen (north-east of Vire) and Mont-Saint-Michel (to the south-west). Since 2016 the town has been part of the commune called Vire-Normandie. The town suffered quite heavily during bombardments at the end of the Second World War, and much reconstruction and renovation took place in the decade that followed the end of the war. The late W.F. “Bill” Waters, Rover Commissioner of Victoria, was introduced to skiing in November 1930 at the International Scout Chalet at Kandersteg in Switzerland. He believed it would be a good activity for Victorian Rovers to be involved in to learn more about the Victorian Alps The first Rover ski trip to the Bogong High Plains was in the August of 1932 when a group of four crossed the High Plains from Omeo to Harrietville via Tawonga Huts, Cobungra Gap, Mt Loch and Mt Feathertop. In 1933 the Bogong Rover Crew was formed and in 1938 funds were collected and life memberships offered to raise funds to build a Rover Chalet for the purposes of skiing. During February and March1940, the Chalet was built at a cost of £700 using volunteer labour. It was the first ski lodge in the area and was built long before there was a road over Watchbed Creek. After the road to Rocky Valley was finished it was easier for the scouts to walk in from there instead of from Shannonvale. During the spring thaw the creek became almost impassable. Joe Holsten who was an SEC employee who worked with Martin Romuld out of Wilkinson’s Hut built a bridge across the creek made entirely from snow gums which he had to haul about 300 metres from the nearby hills. The photograph of the waterfall tumbling over rocks in the Jacksons Creek are a feature downstream from the Macedon Street bridge and Craiglee when the there has been high rainfall.
