The following research was undertaken for the Coat of Arms in the foyer of Ballarat Civic Hall, painted by Angus Henderson. The Ballarat arms were granted on 10 May 1956. The shield is supported by a farmer and a miner and topped by a trident (referring to Britannia and aquatic sports) with sprigs of wattle and begonias either side. The crossed oars against the Eureka flag refer to rowing events in the 1956 Olympic Games. The importance of farming and industry are shown by the sheep and cogwheel while the lyre reflects the City’s commitment to the arts and Royal South Street Society, which contributed to the design of the Civic Hall. The name Ballaarat came from two Aboriginal words: balla and arat, meaning ‘resting place’. At the time of Council amalgamations, May 1994, Ballarat became the name of the new Council. The Latin motto: Cultus: cultivation, care, worship Formar: form, shape, appearance Industria: diligence, activity, industry Zilles Printers was begun by Lewis Zilles in the early 1930s. It was in McKenzie Street Ballarat. His son Jeffrey also became a printer - letterpress, offset and screen printer. The new Central Park was opened on Monday, 21 April 1930 by Mr. W.H. Everard, M.L.A. followed by a sports carnival. The Advertiser reported on Friday, April 25, 1930 that – “Perfect weather prevailed on Monday for the sports gathering in aid of the recently-acquired park near the railway station, and from every point of view the day was a success. The Central Park contains 9½ acres, and has the Diamond Creek on one side and the railway line on the other. It cost £760, of which the council contributed £500, and the citizens, are finding the balance. Already about £80 has been spent in levelling, and a pavilion has been erected by the footballers, who will use the ground for training until it is sufficiently, improved for matches. There is ample shade along the banks of the creek, where there were numerous picnic parties. The committee has already done some planting on the railway side of the park, and where the trees grow on the higher side, overlooking the arena, the natural stand will have shade, command a view of the events, and have the trees on the banks of the creek in the distance. There were between 600 and 700 people present, many in motor cars having a little difficulty in, finding their way under the aqueduct to the ground, but the council is at present effecting improvements to the road. A merry-go round was a source of pleasure to the children, and the Northcote Soldiers and Citizens Band under Bandmaster Gore, de-lighted everyone with their varied selections of good music.” “Cr. E. J. Andrew, president of the Park Committee, said it was the first function held in the park, and although the citizens have guaranteed £420 towards it, there is still some-thing owing. Mr. W. H. Everard, M.L.A., who can always be relied upon to attend any gathering which draws the people together, said that he and Mrs. Everard had great pleasure in being present to declare the park open. He congratulated the Eltham people upon their public spirit, and the new park would be more appreciated in years to come. The other park is a splendid one, but it is far away, and one is required close to the station, so that young people can have a day's enjoyment, without having to go far from the station. The trouble in Victoria is not having enough parks. The early settlers did a lot in getting park lands, but the present generation is not doing enough. Eltham people are entitled to the highest commendation for their action, and Cr. Andrew and the council are to be thanked for what they have done. What is wanted is ingress and egress so that people can get in comfortably. When he was motoring in his wife said, "Surely you are not going down that precipice," and he replied that he would go anywhere where the people were. These four exercise books give documentation on the activities of the Allansford Progress Association (1966 to 1988). Allansford is a settlement about 9 kilometres from Warrnambool and most of the town area is now within the boundaries of the Warrnambool City Council. The association was re-formed in November 1966 after the demise of an earlier group. The members of the group campaigned in areas of local concern – T. V. reception, drainage and sewerage, postal services, sports facilities including the development of the Speedway, housing development, road proposals, waste management and disaster plans. These books are of interest in that they provide an overview of the history of a local organization. They will be useful for research. These are four exercise books - three Minutes books, and one Accounts book, from the Allansford Progress Association (1966-1988). The exercise books have coloured covers, (blue and white checkered, green, red and blue). Two are bound with tape and two are stapled. There are some loose sheets in all of the books. This booklet contains the Program for the Back to Warrnambool Celebrations for 1930. It contains a brief history of the town and photos of current council Office bearers and local scenic spots. There is also a map of the town and a large number of advertisements for local businesses. Back to Warrnambool celebrations were an important event on the social calendar and were run over a number of years in the town. This program is one glimpse into the city and its people in 1930. Some of the events held over the week included processions, sports Carnivals, concerts, card playing, Church services and local tours. In 1978 Diamond Valley Shire recognised the need for a new public hall in Diamond Creek. Council considered the Bini shell form of construction which was in operation overseas and in use in New South Wales as libraries, gymnasiums, sports centres and multi-purpose centres. The Council gave the go-ahead. A site was chosen opposite the Hotel and close to the railway line. One day in - the following year, in 1979, activity stood still in Diamond Creek as school children and other excited spectators watched the one-hour inflation of the Bini Shell. This unusual method of construction was invented by Italian industrial designer and architect Dante Bini. The construction pneumatically raises a level of reinforced concrete from ground level which has not been set, using an internal balloon. The inner membrane inflates and compresses the mesh and concrete against the outer membrane. A net of flexible steel rods was laid on the building’s circular base, on the top of a fabric bladder. 300 tonnes of reinforced concrete were poured onto the mesh and a sealed cover laid over the concrete making a sandwich of cover, bladder and mesh. Compressed air was pumped into the bladder and the sandwich slowly began to rise and become a massive self-supporting dome. After inflation and removal of the outer membrane workmen filled in any holes. It was some days before pneumatic drills pecked out the first opening. The ceiling of the concrete dome was lined with fluffy insulating material. The dome was 36 metres in diameter at the base and 12 metres high in the centre with a usable floor space of 670 square metres. An opening night dinner was held to celebrate the new facility on March 12, 1980. Shire President Ron Pata made a speech and unveiled a plaque. It was the first public building in Victoria to be erected using the Bini Shell design method of construction The facility could cater for up to 400 people and in 1980 a fee for use was $100 for up to 200 people, $150 for up to 300 people and $200 for up to 400 people. For the next ten years or so, locals attended the hall for marital arts classes, basketball and netball games and school discoes and various other activities. After pieces of concrete fell off a Bini shell interstate due to a construction fault, the Council closed the centre. Demotion took place during the Diamond Creek Town Fair in 1991, as part of the annual Town Fair’s program. Research by L.P. Originally labelled "Beauville Estate, Established 1936, Still Thriving 65 years on, 10th March 2001", the Beauville Estate Album contains colour photographs of houses in the Estate. They were taken around the time of the Beauville Estate’s 65th Heritage Celebration held on 10/03/2001 and donated to the Caulfield Historical Society shortly afterwards. Photographer unknown. St. Patrick's Church, which adjoins the estate is a comparatively recent structure whilst the school has one building erected in 1930 and prior to the release of the Beauville lots." It is important also as a very early estate development incorporating a range of features other than houses and including made roads, shops and recreation facilities. In this respect it was the forerunner of the comprehensively planned housing estate of the post war era. The estate is distinguished by its aesthetic values, as is the earlier and comparable Hillcrest Estate, which are formed by a combination of restrained diversity in house styles, with the exception of no. 30 in the emerging International style, and by a landscaped garden environment.
