1297 - Booklet with red heavy card cover and 24 pages inside and a four page supplement glued into rear cover giving details of the by-laws operating for the SEC tramways in Ballarat and Bendigo. Gives details of the definitions, fares and charges, sale of tickets, regulating number of passengers, stopping places, nuisances, smoking, dangerous goods, luggage and goods, general matters and fares broken into adult fares for each section and Children's fares and Pensioners' Concession fares for both Ballarat and Bendigo. Note - introduced decimal currency into the fares as well as pence. Document number on front cover "TYE 1-270". This by-law replaced or revoked all previous by-laws and amendments. Came in effect 1/10/1965 with a fare rise. Received Governor In Council approval on 24/8/1965. These fares have been amended in pencil for Ballarat. The amendment pasted into the rear of the booklet is dated 2nd August. 1966 and came into effect on 1/9/1966. 1297.1 - ditto, but actual used copy by D. J. Everett - see Reg. The SECV published a quarterly magazine during 1948 continuing on from previous years and the following years. It covered all their projects throughout Victoria including the Kiewa Hydro Electric Scheme. The SECV constructed the KHES from 1939 to 1961 on the Bogong High Plains. It included work on Power Stations, Dams, Tunnels, Race-lines and transmission lines as well as camps, towns, roads, telecommunications and infra structure. Construction of the main road from South Tawonga to the Bogong High Plains, to provide access to the construction sites for the new Kiewa Hydro Electric Scheme, was commenced early in 1938, the work being undertaken on behalf of the Commission by the Country Roads Board. For the construction work, the Commission purchased three Caterpillar - model R07 - diesel crawler tractors equipped with Kay Brunerei (Brunner) hydraulically operated trail builders (angle dozers)). This acquisition resulted from a visit to the United States of America in May, 1937 by the Construction Engineer ( Mr. C.H. Kernot) and Assistant Civil Engineer (Mr. J.F. Douglas) where they saw this relatively new type of equipment in use. With the co-operation of the CRB, the Commission demonstrated the operation of these machines at Fishermen's Bend on 6th April, 1938. They were then sent to Kiewa where they commenced operation towards the end of the month. From South Tawonga, the route led immediately across the Western Branch of the Kiewa River necessitating the construction of a bridge 100 feet long. By the end of 1939,the excavation had been 'opened up' for a distance of 19 1/2 miles (approx. 31 km.) and of this length, 10 miles (approx. 16 km) had been surfaced.The purchase and use of this type of mechanical equipment in road making was a huge investment, as prior to this most of the work would have been done manually with the use of picks and shovels. Not only were many months of hard manual labour saved, but a very significant amount of time in providing access to the proposed work sites for the new Kiewa Hydro Scheme. There was a system of chefs, cooks, tea persons etc. to supply food and beverages to the workers. The State Electricity Commission produced a Telephone directory for each of its construction sites during the construction of the Kiewa Hydro Electric Scheme during the 1950s to early 1960s. The telephones were linked via the Switchboard. The booklet includes instructions for operating.The SECV constructed the KHES during the 1950s. It included construction sites on the Bogong High Plains and the townships of Bogong and Mt Beauty. It also connected the Scheme with the outside world and was operated through the switchboard which was located in Mt Beauty. State Electricity Commission (SEC) outlined details of a site available for the development of a Tourist Hotel Project in Falls Creek in late 1962/3. SEC estimated that by the winter of 1963 Falls Creek Village would be able to accommodate 500 persons. The site for development was up to 2½ acres adjacent to the Upper Kiewa Valley Road. It envisaged a building able to accommodate about 100 guests. The successful developer would be granted a lease for 45 years at a rent of £300 per annum. Written applications for the lease were to be submitted by 31st March 1963.This item is significant because it documents plans made by the State Electricity Commission to develop the Falls Creek Tourist Area.
