This is a valuation and report on the property at the south east corner of Tiller Street and Burwood Road, East Burwood, as part of the estate of Mrs Edith Boyd, the mother of Robin Boyd. WARRNAMBOOL MECHANICS’ INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853, a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November 1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half-yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fundraising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however, it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former courthouse in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much - loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historical books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historical Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed artworks and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. This photograph, taken by Courtney’s Thelma Studios in Wangaratta, depicts Sergeant Arthur Loftus Maule Steele standing in the regalia of the Masonic Lodge. Before his death, Steele was a long term member of the St John’s Lodge of Masons where he was a Past Master and held office of treasurer for over thirty years. He was also a dedicated member of the Church of England and was an Electoral Inspector for Wangaratta. Steele was Sergeant of Police in Wangaratta for much of his life. He was one of 17 children born to Captain Robert Ball Steele and Mary Babington in Tours, France, in 1839. His parents were travelling at the time and soon after settled in Donegal, Ireland. At the age of 12, Steele was sent to the Military Academy of Dublin where he passed his examinations and prepared to enter the British Army. Steele met a bother of Robert O’Hara Burke and was advised to travel to Australia and join as a police cadet. Steele took the advice and travelled to Australia, arriving in Melbourne at the age of 17. He spend some time in a variety of employment including working as a clerk for the White Star Line. He entered the Victorian Police force in 1856. By 1864, Steele married Ruth Ingram Ballinger at Snowy Creek and worked at Omeo until being promoted to the mining centre of Beechworth, taking charge of the Yackandandah Station. Steele and Ballinger had ten children. Steele is well known in Victorian history for a variety of reasons, the most famous being the role he played in capturing Edward “Ned” Kelly at Glenrowan on the 28th June 1880. He also arrested Frank Neville (for the murder of a local resident Mr Nicholls) and Patrick Sheehan (first person to be executed in the Beechworth Gaol 1865 for the murder of James Kennedy at Rowdy Flat Yackandandah). He later worked on the case of Bridget Mepham (charged with the murder of her sister) at Wangaratta and retired from the Police force on the 1st of August 1896. In this retirement, Steele was a keen horticulturalist who enjoyed observing the habits and growth of new varieties cared for in his conservatory. Steele passed away in February 1914. This image has the potential to support current research on Sergeant Steele, the Masonic Lodge and photography during the c.1890s. Sergeant Steele is a well-researched member of the Victorian Police force and is known primarily for his involvement with the Kelly Gang. Therefore, depictions of Steele through photography can help to provide essential information about Steele outside of the Police force. This image has the capacity to inform about Steele’s involvement with the Masonic Lodge in Wangaratta. Therefore, it is important for what it can reveal regarding historic and social aspects. The Burke Museum is home to a large collection of Kelly centred photographs. Caulking is the traditional technique used on wooden vessels built with butted or clinker-built planks to fill the gaps between these planks while still allowing the wood to flex and move. This involved driving the irons, hammered in with the mallet, deep into the seams to open them up. After this, spun yarn, oakum (hemp) or cotton was driven deep into the gaps. The hemp or cotton was soaked in creosote or pine tar to make the joins watertight. Caulking also played a structural role in tightening up the hull or deck by reducing the longitudinal movement of the neighbouring planks. William Marples junior joined his father's joinery making business in 1821. In 1860 William's sons joined him and the firm became William Marples and sons. Over the years they acquired John Moseley & Sons a London plane maker and Thomas Ibbotson & Co a Sheffield edge tool maker. Growing to become the most prolific and best known Sheffield tool maker. Their large factory was known as the Hibernia Works. Their trademark was a shamrock that appeared on some of their tools, in 1961 they had about 400 employees. In 1962 the record Tool Company and William Ridgway acquired a fifty percent interest in the company and in 1972 the companies merged with several others to form Ridgway Tools Ltd. After 116 years at its Hibernia Works, the company was moved to Dronfield. A 1982 takeover by A G Bahco of Sweden was short-lived and in 1985 Record Ridgway returned to British ownership first as Record Marples Woodworking Tools Ltd. In 1988 then as Record Holdings PLC in 1993. In 1998 the company accepted a bid from American Tool Corporation, subsequently trading as Record Irwin. The Irwin company itself was acquired by Newell Rubbermaid in 2002 and renamed Irwin Industrial Tool Co. Both the Marples and Record names were re-branded "Irwin" However the name has since been resurrected as Irwin/Marples and applied to wood chisels and table saw blades now made at their new facility in Udine, Italy. As a footnote, William Marples was the uncle of Robert Marples and Joseph Marples, both of whom established competing tool making businesses in Sheffield. The Robert Marples firm disappeared early in the 20th century. After several changes in the company's ownership tools are now made under the Ridgway name but in China. The Wodonga Historical Society Haeusler Collection provides invaluable insight into life in late nineteenth and early twentieth century north east Victoria. The collection comprises manuscripts, personal artefacts used by the Haeusler family on their farm in Wodonga, and a set of glass negatives which offer a unique visual snapshot of the domestic and social lives of the Haeusler family and local Wodonga community. The Haeusler family migrated from Prussia (Germany) to South Australia in the 1840s and 1850s, before purchasing 100 acres of Crown Land made available under the Victorian Lands Act 1862 (also known as ‘Duffy’s Land Act’) in 1866 in what is now Wodonga West. The Haeusler family were one of several German families to migrate from South Australia to Wodonga in the 1860s. The photographic equipment in the Haeusler Collection belonged to Louis Haeusler (b.1878). Louis’ photographic equipment is among the many objects in the Haeusler Collection that represent home and social life in early twentieth century Wodonga.This item has well documented provenance and a known owner. It forms part of a significant and representative historical collection which reflects the local history of Wodonga. It contributes to our understanding of domestic and family life in early twentieth century Wodonga, as well as providing interpretative capacity for themes including local history and social history.
