Ballarat College of Advanced Education planned to run a series of short courses and seminars in Occupational Hazard Management. This was to be a general promotional tool. Although many concepts in Occupational Hazard Management are not new, what is new is the emergence of this field as a science. The letter written about this is from Raymond Lang, Co-ordinator of Occupational Hazard Management Short Course and Seminars, He is writing to various places of interest to get support for the ideas. Speakers on various topics are also requested. Local industries plus large companies and road research groups suggested contacts. Possible programs, timetables and lecturers are listed. It was developed for the Victorian Institute of Colleges 1977-81 Academic Master Plan. The working party submitted a Third Draft in April 1977. The Course Co-ordinator was Derek Viner, Senior Lecturer, School of Engineering. The internal working party was Dr E Phillips, Head of School of Applied Science; Derek Woolley, Head of School of Engineering; Tom Norwood, Head of Department of Mechanical Engineering; Max Brooke, School of Business Studies; G Fernandez, School of Business Studies; J Harvey, School of Applied Science; B Rollins, School of Community and General Studies. An External Advisory Panel was also formed was different safety and injury bodies. Harold Greenwood Thomas was one of a group of students who founded the Safety Institute of Australia (SIA). They all had attended the first Industrial Safety and Accident Prevention Course conducted by Melbourne Technical College in 1948. Due to his long service to safety and prevention there is the Harold Greenwood Thomas Lifetime Achievement Award. This is the most prestigious award by the Institute and may be issued to a person who has demonstrated a combination of long term outstanding and influential contribution to the profession in a specific or generalist area of Occupational Health and Safety and Work Health and Safety, where there work has made a major impact on outcomes in Australian workplaces. The Award will be issued once annually, but the board retains the right not to award in any given year, or in special circumstances more than once in a year. It Award is for an individual. Dennis Else, VIOSH Ballarat, is the 6th person to win the Harold Greenwood Thomas Lifetime Achievement Award. Approval was given for the development of a non-university education course. The course would not be delivered in a traditional manner. A co-operative mode was used to describe it for accreditation. During 1977 and 1978 work continued on the development of a course proposal. The first intake of students was in 1979. Key staff included Derek Woolley - Dean of Engineering; Tom Norwood - Head of Engineering Department, Derek Viner - Course Co-ordinator and Zig Plavina - Engineering staff; Max Brooke from the Faculty of Business and Dr Eric Wigglesworth who was at the forefront of OHS education in Australia from 1963. He led the push to get the first formal safety education curriculum and was pivotal in getting the Graduate Diploma in Occupational Hazard Management at Ballarat College of Advanced Education. He continued to support this until he retired in 1998. In 1984 the Health and Safety Unit conducted its first "short course". This was a three month course in industrial safety. The first group was for Australian International Development Assistance Bureau (AIDAB) Factory Inspectors. The group was made up of twelve chief inspectors and deputy inspectors from India and one inspector from Fiji. AIDAB provided the funding for those who participated - course, accommodation and fares. Dennis Else came to join the staff at Ballarat College of Advanced Education in 1984. He came here from the University of Aston in Birmingham, England.
