Among his many roles during his long career, he was Deputy Vice-Chancellor at the University of Melbourne, Vice-Chancellor of the University of Tasmania, Vice-Chancellor of the University of Melbourne & Interim Vice-Chancellor at Northern Territory University. The Chancellor's academic gown is of royal blue light weight woollen cloth trimmed with gold oak-leaf braid on the facings, yoke and bottom hem; and sleeves with one gold embroided frog at the shoulder and four chevrons of gold oak-leaf braid below the arm hole. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat has a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. In 1990, it was renamed the Monash University College and in 1993 became the Gippsland Campus of Monash University. In 2016, Federation University Australia announced plans to take possession, over a two-year period, of Monash’s Berwick Campus in the south-east corridor of Melbourne. Federation University Australia, or FedUni, is headquartered in Ballarat and offers programs in Higher Education and Vocational Education and Training to regional Victoria and beyond. The University’s commitment to educational and social equity, teaching excellence, research distinction, environmental sustainability and regional capacity building has enabled it to develop in a way that draws on its proud heritage to inform its future. Its regional character sets a framework for the University’s priorities but does not constrain it from serving wider community interests, nationally and internationally. SRO relocated 40% of its operations from Melbourne to the Ballarat Technology Park, creating more than 180 employment opportunities for skilled people from the region. The Ballarat facility houses the majority of the SRO's operations capability and utilises state-of-the-art technology. The BTP was selected to host the SRO after a feasibility study revealed that Ballarat was an ideal regional centre to support this important government function. The BTP enables the SRO to be in close proximity to an existing cluster of technology based enterprises and organisations, as well as education, training and research opportunities presented to SRO staff at the nearby Federation University. He spent much of his career in Canada and upon returning to Australia had posts of Vice-Chancellor at The Universities of Western Australia & New England. At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. As a former Councillor said to me on the day "What happened to the plaque David White unveiled in 1989!" If there is any other information you want, please contact me. The University's mace was carried in procession for the first time during the Graduation ceremonies in May 1996. The mace was presented to the University by former Chief Commissioner of the Ballarat City Council, Vern Robson, at a ceremony on 02 February, following a national competition for its design, sponsored by the Council. (The Flag, Issue 2, July 1996) Nineteen artists responded to the competition which called for a design that would embody a distinctive Australian image reflecting the heritage of the city and in relationship with gold, an Aboriginal element and the history of the University. The winning entry, dominated by a poppet head, was submitted by Central Victorian artist/sculptor Trefor Prest, a sessional lecturer in sculpture at the University.(The Flag, Issue 2, July 1996) The Herald Sun of 03 February 1996 reported 'the new mace shows importance elements of Ballarat's heritage as well as the university's focus on the future. The artist emphasises the egalitarian nature of Australia as embodied in Ballarat's famous slice of history - the Eureka uprising. ... The mace has a poppet head at the top of the shaft - an unusual element for a mace - but it represents Ballarat's mining history and the University's evolution from the Ballarat School of Mines. An opening egg at the top stands for the nurturing of development and learning. The mace's straight shaft is depicted as the tree of knowledge and, incorporating a bark canoe scar, Ballarat's Aboriginal heritage. At the end of the shaft is a surveying device, which represents precision and accuracy ads embodied in the university's academic pursuits.' Bob Morrell of the University organised the national competition to design the mace and said 'It is in keeping with the university's logo, 'proudly flying the flag', which incorporates the Southern Cross.' Ballarat born Peter Blackburn graduated from the Ballarat University College with a Diploma in Teaching in 1991. At one time he was Australia's number one ranked doubles and mixed Badminton player, he represented Australia on numerous occasions, receiving a record three bronze medals in the 1994 Commonwealth Games. It was lit by teachers who taught beneath bark roofs in the gold rush days, but editors of newspapers who wrote angry editorials about grievances long forgotten. the candle was lit by those who founded mechanics' institutes and their valuable libraries, but the founders of art galleries and museums, and by those who erected statues in Sturt Street. The University of Ballarat (later Federation University_ inherited the Camp Street Arts Precinct. As the functions of the former public buildings were moved elsewhere, the Victorian Government of the time recognised the importance of maintaining the heritage buildings and the opportunity to create a cultural precinct extending from the Art Gallery. The 19th century architecture along Lydiard Street and the dogleg bend of Camp Street define the precinct. With substantial financial assistance from both State and Commonwealth Governments, the Art Gallery Ballarat has been extended through to include the 1884 Police Station on Camp Street. The Post Office building (1864-1887) was acquired for the University. The 1904 and 1941 Courthouses and the c1900 Public Library building were also included. Two new buildings have been constructed. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. A petition from Intake 18 students of the Graduate Diploma in Occupational Hazard Management was sent to Mr Bob Goodbourn - Course Coordinator of VIOSH, Prof D W James - Vice-Chancellor of University of Ballarat, Prof G Anderson - Head of School, Information Technology and Mathematical Sciences, Mr P Martin - Senior Lecturer, School of Information Technology and Mathematical Sciences, Ms K Whytcross and Mr P Johnson - Student Representatives. The students request that Mr Peter Martin present the lectures for MG473 Statistics and Modelling in Semester 2, 1995. He has lectured the students in MG472 Statistics and Modelling during the first semester and his method teaching to a class with a majority of adults students has been excellent - clear, well paced and caring manner. His adult teaching skills provided students with confidence and encourage discussion in class. List of students and signatures were provided.
