The Prime Ministers' portraits are commissioned after the incumbent term of each Prime Minister by the City of Ballarat. The City of Ballarat has taken responsibility for commissioning the busts after funds set aside by politician Richard Armstrong Crouch were exhausted in 2014. Crouch originally donate money to pay for six busts, the first of which was unveiled in 1940. The collection of prime ministers' busts are unique in Australia, representing the only sculptural portrait collection of all past Australian Prime Ministers. Pru Sanderson, in her groundbreaking ‘City of Kew Urban Conservation Study : Volume 2 - Development History’ (1988), summarised the periods of urban development and subdivisions of land in Kew. The periods that she identified included 1845-1880, 1880-1893, 1893-1921, 1921-1933, 1933-1943, and Post-War Development. These periods were selected as they represented periods of rapid growth or decline in urban development. An obvious starting point for Sanderson’s groupings involved population growth and the associated economic cycles. These cycles also highlighted urban expansion onto land that was predominantly rural, although in other cases it represented the decline and breakup of large estates. A number of the plans in the Kew Historical Society’s collection can also be found in other collections, such as those of the State Library of Victoria and the Boroondara Library Service. A number are however unique to the collection.The Kew Historical Society collection includes almost 100 subdivision plans pertaining to suburbs of the City of Melbourne. Most of these are of Kew, Kew East or Studley Park, although a smaller number are plans of Camberwell, Deepdene, Balwyn and Hawthorn. It is believed that the majority of the plans were gifted to the Society by persons connected with the real estate firm - J. R. Mathers and McMillan, 136 Cotham Road, Kew. The Plans in the collection are rarely in pristine form, being working plans on which the agent would write notes and record lots sold and the prices of these. The subdivision plans are historically significant examples of the growth of urban Melbourne from the beginning of the 20th Century up until the 1980s. A number of the plans are double-sided and often include a photograph on the reverse. A number of the latter are by noted photographers such as J.E. Barnes.The house lots in the Rimington Nursery Estate were advertised for sale on Saturday 22nd October 1949. The nine lots in the sale were in Stoke Avenue and Burke Road. Mathers & McMillan of 136 Cotham Road, Kew, offered the lots for sale. This photo was taken by Victor Cattoni of Ingham in Queensland when he was in Melbourne on his honeymoon in 1953. The donor (his son) knew of no connection between his father and the Conlon family. Victor and his wife, Julia, travelled to Melbourne on the 'Mananda', which had been converted into a hospital ship in 1940. Victor was a motor mechanic and business man in Ingham and later a sugarcane farmer at nearby Abergowrie. Conlon's bread factory was located at 410-412 Canterbury Road on the corner of The Avenue. The site was purchased in 1927 by Michael Conlon and the factory built in 1928/1929. The original Conlon bakery was at 108 Union Road. This became to retail shop until the 1940s with the family involved in both the bakery and the shop. The photo is representative of the era when home deliveries by horse and cart were made by local traders including the baker, green grocer and dairy man. Victor GREENHALGH (1900-1983) Born Australia Victor Greenhalgh studied at at the Ballarat School of Mines, and was appointed to the staff in 1938. He was the commissioned sculptor for the King George V statue located in Ballarat's Sturt Street Gardens, as well as eight of the portrait busts of Australian Prime Ministers which line the "Avenue of Prime Ministers" in the Ballarat Botanical Gardens. From 1938 he taught at the Royal Melbourne Institute of Technology (RMIT). The bust of Dick Richards was Victor Greenhalgh's last work, and was cast after the sculptors death. It was donated to the Ballarat School of Mines by Victor Greenhalgh's wife Violet Greenhalgh (Hambly). Dick Richards and Victor Greenhalgh were brothers-in-law. Dick Richards was a member of Shackleton's ill-fated Trans-Antarctic Expedition, and was awarded the Albert Medal for his heroic contribution as a member of the Ross Sea Shore party. In 1972 the Albert Medal was exchanged for the more widely recognised George Cross. Speaking at the unveiling of the sculpture in Dick Richards said that on his return fro the expedition in 1917 he had little inclination for a sedentary or a teaching career. By the time he retired in 1958 he was not at all sorry that he had spent his life as a teacher. Victor Greenhalgh died in Queensland in 1983. Victor GREENHALGH (1900-1982) Born Ballarat, Victoria John Grey Gorton served as Prime Minister from 1968 to 1971. He was a member of the Liberal Party of Australia, and alienated many with his unorthodox style of leadership. In 1971 a party vote on a motion of confidence in his leadership was evenly split and Gorton resigned. Victor Greenhalgh was born and educated in Ballarat. He was a student, then a staff member of the Ballarat School of Mines Technical Art School. Greenhalgh was appointed head of the Royal Melbourne Institute of Technology's Att School in 1955. He died in 1983. This item is part of the Federation University Art Collection. John Malcolm Fraser AC, CH, GCL (21 May 1930 – 20 March 2015) was the 22nd Prime Minister of Australia and the Leader of the Liberal Party from 1975 to 1983. Fraser's bust was originally created by Victor Greenhalgh. However, Greenhalgh and others were critical of the final casting. Following Greenhalgh's death in 1983, Peter Nicholson was asked to create a new bust for Fraser, which was completed after the bust of Fraser's successor Hawke had been installed.
