At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. In recognition of its fallen soldiers and Churchill's 50th birthday a service memorial was erected on a concrete plinth at the Churchill town plaza and used for the first time to mark the ANZAC centenary on Anzac Day 2015. Churchill never had a war memorial and received a grant from the Department of Veterans' Affairs six years ago to commission a sculpture with Latrobe City Council's support. It was decided the sculpture needed to recognise more than just the war effort, but service and volunteerism, considering Churchill was only founded in 1965. Traditional memorials usually commemorate Armed Services personnel, but CDCA was of the opinion that a more inclusive view which included Emergency Services personnel, such as CFA, SES and Police, could be incorporated into the Churchill Memorial. Boolarra artist, Paul Jesse, who is accomplished in Ferro-Cement sculpture techniques, was commissioned to create a memorial that would cause people to reflect on the meaning of ‘service’ and ‘sacrifice’. The following is a description of the Churchill Service Memorial Sculpture written by the sculptor, Paul Jesse. “My sculpture is different from most War Memorial sculptures because it uses as its basis the reasons why people go into service or to war. One side of the sculpture is colourful and optimistic; its theme is home, family, community and the future. These themes are crafted by flow lines which are connected to the other side of the sculpture through the round hole and the Crosspiece. These lines can be seen as a multi-layered connection between the sides. On the “dark” side of the sculpture, the lines begin with a spiral of coloured mosaics. This spiral is representative of our service people. Its beginning can be seen on one level as their soul. The spiralling mosaics of them flow to the other side of the sculpture where they create the landscape and figures. These lines can also be seen as a range of connectors between the two sides, representing a flow of thoughts, love, fear, concern and dreams. They also represent physical communication such as letters and phone calls.” This ‘Service Memorial’ is located in the Churchill Plaza (adjacent to the Town Hall), along with four flagpoles, seating and garden beds. The Churchill Service Memorial has deliberately been designed as a thought-provoking public art work. It will complement the Art and Culture Pathway which links Switchback Gallery at the Federation University Campus to the Town Centre. We hope Churchill citizens will pause to view the Memorial, ponder its meaning, reflect on the service of others and commemorate the fallen. Gilbert William Arthur "Gil" Duthie AM (21 May 1912 – 13 June 1998) was an Australian politician. Born in Nhill, Victoria, he was educated at state schools and at the University of Melbourne before becoming a schoolteacher and farmer in rural Victoria. In 1938 he was ordained a Methodist minister, and in 1944 he moved to Latrobe, Tasmania. In 1945 and 1946 Duthie was directly involved with Australian rules football in the town. He was secretary of the Latrobe Football Club as well as playing senior games for it in the NWFU competition.[1] In 1946, Gil Duthie was elected to the Australian House of Representatives as the Labor member for Wilmot, defeating sitting Liberal MP Allan Guy. From February 1956 until December 1972 he was the Labor Party Whip in the House. He held the seat until 1975, when he was defeated by Liberal candidate Max Burr. 'Mungo Moon' by Don Barrett is the first sculpture erected on the Churchill Art and Culture Pathway. It was officially unveiled by Professor David Battersby on 15 April 2015 From Churchill & District News 16 October 2014 The Churchill Art and Culture Walking Pathway will have its official public opening on Saturday October 18, with a walk finishing at Federation University Australia’s Switchback Gallery at the Federation University Gippsland Campus. ... An important link on the newly developed pathway was recently completed with a path south of the FedUni Student West Residences. The path now allows walkers to turn off the Eel Hole Creek path before reaching Glendonald Estate and to follow a picturesque, tree lined walkway to join up with the footpath on the Eastern side of Northways Road. From there the footpath joins into Federation University’s network of walking paths that proceeds past the Switchback Art Gallery, down through the pine plantation and along Lake Kretlow and the Churchill Golf Course. Project Manager Mike Answerth, said the opening of the West Residences section of the path means there is now only one short link to complete. “We’re now very close to realising the project’s objective to join up all these walking paths to provide a continuous pathway that encompasses town, campus and parkland. The next stage of the project will be the completion of Latrobe City’s East West Link and the enhancement of the walking path with artistic and cultural features.” said Mr. Answerth. Head of Federation University Australia Gippsland Campus, Dr Harry Ballis, said the project had been made possible through the contributions of the five former Gippsland Education Precinct (GEP) partners. “The Art and Culture Pathway represents another important step in joining the Churchill township and the university campus as a physical and social entity,” Dr Ballis said. “This was an initiative of the GEP and it is pleasing to see it coming to fruition.” The path now reaches as far as the golf driving range but plans are already under way to connect with the Mathison Park board walk and pathway, which surrounds Lake Hyland in Churchill. When the loop is completed, residents and visitors will have an approximately 5km circular walking path which links up the Churchill town centre, Federation University Australia and Mathison Park.
