The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. Amy Huxtable was born at Cheltenham in 1918, to Robert Henry Huxtable and Violet a Dagg. Her father was an installer for an oil company and travelled the State. taking his family with him. She completed her education at the Bendigo High School and later attended the Bendigo Business College, becoming an expert shorthand writer. Her first position was as a copy writer with Radio 3BO, in the mid 1930s. She worked with an advertising agency in Melbourne and then with the Age,newspaper. In 1953, Miss Huxtable was appointed temporarily to succeed Miss E B Millane as social editress of the Bendigo Advertiser, during the latter's absence abroad. In 1956, Amy travelled abroad and on her return in 1957 was appointed permanently as Women's editor, a position she held for twenty-three ears. During her early years with The Advertiser she wrote under the name Toora, but in later years her own name became widely known. Miss Huxtable was well known both in her professional capacity and through a interest and involvement in community activites. She was life governor of the Bendigo Hospital, the Bendigo Home for the Aged, and Mirridong Home for the Blind, she was a member of Soroptimist International and the Business and Professional Women's Club. Amy was also a tireless worker for the spastic society and a strong supporter of the YWCA. When Amy Huxtable died at Mt AJvernia Hospital on 16 January 1980 Mayor Campbell ordered the city flag to be flown at half-mast. "Lowering the flag is the least we can do for such a lady" Cr Campbell said. Douglas Lockwood, editor of the Bendigo Advertiser said, "She was a devot d colleague who gave her craft and her newspaper the kind of service which identified a rare and generous spirit." She was a true professional who decided to make Bendigo her home. More than 300 people packed St Paul's Church for her funeral ervice the bell tolled as the casket was carried from the church. At a ceremony in the Conservatory Gardens on No ember 22 1981 The Amy Huxtable Memorial Committee presented to the City of Bendigo, a garden seat in memory of the late Miss Huxtable. This Bendigo manufactured seat was a fitting tribute to one ofBendigo's most loved and esteemed citizens. All three men had a long association with 8/13 Victorian Mounted Rifles. John Neale served in RAN during WWII; post war he joined 8/13 VMR as a trooper in 1948. He rose through the ranks to command the regiment in 1972-76, and later became Honorary Colonel. Ron Almond served in WWII; following the war he joined the Regular Army and served several postings to the Cadre Staff of 8/13 VMR including a post as Regimentla Sergeant Major. He also served with the Australian Army Training Team in South Vietnam. Bill Woolford served in the Royal Marines in WWII; post war he migrated to Australia joining the Victoria Police and was posted to Wodonga. Cr J Gall was a councilor on the Borough of Wonthaggi Council. The Borough included Cape Paterson, where Cr Gall saw 5 little penguins on the beach. He described them as looking for somewhere to nest – that is, to dig burrows in the coast adjoining the Cape Paterson sandy beach. At that stage, the Wonthaggi state coal mine had been closed for 4 years and Wonthaggi had more emphasis on attracting different industries. There was little interest in flora and fauna of the area at that stage. Cr Gall’s unusual sighting of the Little Penguins possibly nesting at Cape Paterson attracted derision from the other councillors, and also a sarcastic Editor's Note from the newspaper's editor - none of which was not surprising for that era. The Borough of Wonthaggi was later amalgamated with the shires of Phillip Island and Bass, plus other areas of a couple of others local shires in 1994 to form Bass Coast Shire Council, which quickly moved to a heavy emphasis on flora, fauna and the tourism industry related to the environment generally.The article clearly demonstrates the disinterested if not dismissive attitude of the Borough of Wonthaggi councillors and the local newspaper editor at the time towards observations of flora and fauna. However, the article is also an interesting record of 5 Little Penguins being sighted at a beach where they were not known to have previously been seen.Photocopy of Single column newspaper article, black print on white paper.
