A Royal Humane Society of Australasia silver medal for bravery was awarded to Mrs Isadore Susannah Smith who, although blind, went to the aid of her husband, Arthur who was also blind, when he fell against a gas fire on July 2nd, 1967. Mrs Smith suffered second degree burns to her hands and wrists when she removed his burning pieces of clothing. Food, clothing and other products were in short supply in Australia during World War II. The first controls over the production and distribution of products were introduced in 1940, partly due to disruption of shipping. In 1942, after Japan entered the War, comprehensive rationing was introduced to manage shortages and control civilian consumption. The first product to be rationed was clothing on 12 June 1942. Each adult was allowed 112 clothing coupons per year. Tea rationing was introduced the following month, followed by sugar, butter and then meat. After the War, rationing was gradually phased out. This notebook was produced for the business of Cramond and Stark of Toowoomba. John Cramond and James Dickson established a drapery, clothing and general store in Warrnambool in 1855 and this business was a dominant one in Warrnambool until its closure in 1973. A relative of John Cramond opened the drapery store of Cramond and Stark in Toowoomba, Queensland later in the 19th century and this was also a large and long-running business.This notebook is of some interest as it is connected to a business in Queensland which had its origins in Warrnambool as one of the founding partners of this business came from Warrnambool (Cramond). It is also of interest as an example of the rather elaborate advertising ploys used in the early 20th century times – the metal notebook would have been rather expensive to produce and would probably have been given away to regular customers. This is a notebook with a pad of white paper and a cardboard backing attached to a metal container. There are a silver-coloured metal back and a metal front with a hinged lid and a 1911 calendar on the back of the lid. The inscription on the front is set in an embossed edging with a circular pattern in the middle of the lid. Clothing. Navy blue wool (or polyester?) fabric. Pointed lapel collar, lined on the underside with felt. Two brass Leidertafel style badges-one either side of collar. Two rectangular shield-shaped breast pockets have rounded lower corners, and a shield-shaped flap closure, fastened with a 1.8 cm brass like plastic button. All buttons have an impressed laural wreath and horn, (suspended by a three looped cord) - a replica of British Light Infantry buttons. Three brass like plastic buttons at centre front (4th one is missing). All buttons are pinned onto the garment to enable easy removable for cleaning. Two inside breast pockets. Fully lined with blue taffeta-like fabric. On each upper sleeve, at shoulder level there is an 8 cm diameter circular cloth badge, embroidered in blue, red, and gold, displaying a Coat-of- Arms, and two shields - one blue embroidered with a bunch of grapes, and one red, embroidered with a sheaf of wheat and a sheep. These are probably symbols of the rural aspect of the town of Marong. Two lower ''pocket flaps'' are decorative, but not real pockets.Back of buttons: STOKES AUSTRALIA. Collar and hem of the garment are lined with black velvet. Sleeve hems also lined with a band of black velvet. Hock and eye fasteners provide centre closing. Twelve small, black buttons (decorative) have been sewn vertically along the centre panel from collar to hem. Boning has been inserted into both of the side seams to shape the jacket. Darts, with decorative stitching, have also been used to tailor the front of the jacket around the centre closure panels (Three darts on either side of the centre closure panels). Rationing regulations for food and clothing were gazetted on 14 May 1942. Rationing was introduced to manage shortages and control civilian consumption. It aimed to curb inflation, reduce total consumer spending, and limit impending shortages of essential goods. The broad reasoning behind the introduction of rationing was to ensure the equitable distribution of food and clothing. It was also hoped that a cut on consumer spending would lead to an increase in savings, which in turn could be invested in war loans. Australians were never as short of food nor rationed as heavily as civilians in the United Kingdom. Rationing was enforced by the use of coupons and was limited to clothing, tea, sugar, butter, and meat. From time to time, eggs and milk were also rationed under a system of priority for vulnerable groups during periods of shortage. Rationing was administered by the Rationing Commission. The basis for policing food rationing was through the surrender of coupons before rationed goods could be supplied. This had to occur between traders as well as consumers. Coupons were passed back from consumers to retailers, from retailers to wholesalers, and in many cases from wholesalers to producers, who were requested to return them to the commission. Breaches of rationing regulations were punishable under the general provisions of National Security Regulations by fines of to £100 or up to six-months imprisonment. Responding to the complaint that these penalties were inadequate, the government passed the Black Marketing Act at the end of 1942.
