Drainage infrastructure was developed and maintained in this region by the Snowy River Improvement Trust. The Trust was administered by a local committee and its activities funded by a local rate charged on the farmers and land owners in the Trust’s designated district. The level of the rate charged by the Trust was designed to be proportionate to the benefit derived from the works undertaken. Financial assistance was provided by the State Government from time to time for specific projects such as post flood repairs but not for new capital works. The Trust undertook new drainage and river management works including tree planting, rock beach construction and servicing of the drains and flood gates. The Trust also provided a personal flood warning service to the farmers in its district. The Trust ceased to operate in 1997 with the advent of the East Gippsland Catchment Management Authority. The infrastructure developed by the Trust continues to provide a service to the farmers in the region. The Snowy River Improvement Trust was vital to the Orbost district because of its ability to apply local knowledge and to engage the local farming community.A large plan of divisions of land for the purpose of levying the Snowy River Improvement District - Bete Bolong, Orbost, Waygara, Newmerella and Orbost East. The Eureka Flag hanging in the Old Colonists' Hall is an exact replica of the Eureka Flag that flew over the Eureka Stockade. It was copied from the original flag that was in the possession of the Art Gallery of Ballarat. Exact measurements were taken from the flag and the replica made by the Ballarat firm George Lemke and Co. It was decided to made the replica because of the fragile condition of the original flag. At the time the original flag was beyond being displayed and it was felt steps should be taken to obtain a copy before it deteriorated further. This certificate was issued to the First Warrnambool Scout Troop in January 1914 for gaining third prize in Fire Lighting and Billy Boiling at the First Australasian Rally of the Boy Scouts Association held in Melbourne. The Warrnambool Troop was founded by Evan Jones, a local stonemason and the Rev. Norman Crawford, the curate at Christ Church Warrnambool. The exact date is not known but it would have been some time between 1907 and 1913. Today there are two scouting troops for boys in Warrnambool, the Warrnambool Tooram Troop and the Warrnambool Norfolk Troop. This certificate is of considerable interest as it is a very early memento of the Boy Scout movement in Warrnambool.This is a certificate mounted on cardboard. The certificate is white with a black scroll edging. It has an image of a Boy Scout with black printing and handwriting in black ink (now fading).
