At the Graduation of each group of students a dinner was held and Awards were presented. These were perpetual Awards and the name and year was engraved on the small brass plate. The winners of the Award were John Maclean - 1998, Linda Roberts - 1999, Steve Pavlich - 1999, Justin Haddock - 2000, Meloney Churchill - 2001, John Arthur - 2002, Timothy Reinders - 2003. The VIOSH Program continued but it is not known why the Award winners' names were not added to the plaque.Wooden base with brass plates. Jeff Spickett is Head of the Centre for Advanced Studies, Division of Health Sciences, WAIT, Bentley, Western Australia. WAIT refers to the Western Australia Institute of Technology (1966-1986). In 1964 the Victorian Government announced that a committee be established to plan for the establishment of a Victorian Institute of Colleges. Eight Technical colleges would be raised to the level of university colleges. Ballarat School of Mines was on the list. Plans were also underway for the development of a new campus at Mount Helen. The Mount Helen Campus was officially opened on 30 October 1970 by the Hon Sir Nigel Bowen, Minister for Education and Science. VIOSH Australia collaborated with the School of Human Movement and Sports Science to look for ways to reduce muscle injuries associated with shearing. The study set up a number of focus groups in the Ballarat area, New South Wales and Western Australia to gather different inputs and perspectives on causes of injuries. Groups represented were shearers, doctors, farmers and shearing shed designers. The Chief Censor was David Ferguson. He was requested by the Council to develop training programs for future Fellows of the College. The College does not expect to conduct courses or examinations at present, but may do so in the future. It is interested to know what courses are or likely to become available throughout Australia. VIOSH Australia enrolled its first PhD candidate in 1995 and during 1996 focused on attracting increasing numbers of students. In 1996, three candidates were enrolled through VIOSH Australia.They were John Culvenor, Geoffrey Dell and Thomas Mitchell. All had Prof Dennis Else as their supervisor. Previously, Geoffrey Dell was in Intake 7, 1985, Occupational Hazard Management. Geoffrey Dell's topic was "Airline Baggage Handler Back Injuries - Causes and Prevention." "The aim of this study is to investigate the work practises and operational systems used by baggage handlers in a range of airlines, worldwide. Where possible the investigation will include an epidemiological study of baggage handler back injury occurrence in those airlines. The information gathered will provide an understanding of back injury causation modes, and will focus attention on the specific tasks for which engineering solutions should be sought. Engineering solutions identified will be subject to controlled trial, to confirm their validity." This led to the construction of a full scale plywood baggage compartment model and a partnership with Ballarat University's School of Human Movement and Sports Science. Three different loading systems were tested. Qantas baggage handlers travelled to Ballarat University to fill the human frame of the investigation. The photographs show this aspect of the research. In 1997, Geoffrey Dell was awarded the Eric Wigglesworth Prize. The stimulus for this project to investigate health and safety in art teaching and to suggest cost effective control measures, arose from concerns that had been expressed by some members of staff within the Arts Faculty at the Ballarat College of Advanced Education about aspects of health and safety at their workplace. Information Resources The Graduate Diploma in OHM started in 1979 and was the first Occupational Health and Safety tertiary course in Australia. Since then it has continued to attract students at a national level even though similar courses were offered elsewhere. The map on Page 2 shows the extent of enrolments. The Courses Review Process is outlined and VIOSH is now able to define its own procedures and processes for reviewing its post-graduate programs.This is being managed by a small internal project management team. Harold Greenwood Thomas was one of a group of students who founded the Safety Institute of Australia (SIA). They all had attended the first Industrial Safety and Accident Prevention Course conducted by Melbourne Technical College in 1948. Due to his long service to safety and prevention there is the Harold Greenwood Thomas Lifetime Achievement Award. This is the most prestigious award by the Institute and may be issued to a person who has demonstrated a combination of long term outstanding and influential contribution to the profession in a specific or generalist area of Occupational Health and Safety and Work Health and Safety, where there work has made a major impact on outcomes in Australian workplaces. The Award will be issued once annually, but the board retains the right not to award in any given year, or in special circumstances more than once in a year. It Award is for an individual. Dennis Else, VIOSH Ballarat, is the 6th person to win the Harold Greenwood Thomas Lifetime Achievement Award. A project titled "Reducing Back Injuries and Energy Costs of Shearing Through the Development of Practical Modifications to Shed Layout" was funded by Worksafe Australia. The budget was $101,170. VIOSH Australia collaborated with the School of Human Movement and Sports Science to look for ways to reduce muscle injuries associated with shearing. The study set up a number of focus groups in the Ballarat area, New South Wales and Western Australia to gather different inputs and perspectives on causes of injuries. Groups represented were shearers, doctors, farmers and shearing shed designers. Shed design was a principal factor with the emphasis on minimising body twisting associated with catching and releasing sheep, removal of floor obstructions along path between pen and release, battens oriented along direction of drag and slope in pens. In 1984 the Health and Safety Unit conducted its first "short course". This was a three month course in industrial safety. The first group was for Australian International Development Assistance Bureau (AIDAB) Factory Inspectors. The group was made up of twelve chief inspectors and deputy inspectors from India and one inspector from Fiji. AIDAB provided the funding for those who participated - course, accommodation and fares.
