The E.J. Tippett Librocate.ary is named after the late E.J. Tippett who was a long time President of the Ballarat School of Mines Council, and library advocate. In February 1985, the first sod for the new SMB Campus building was turned by the Minister for Planning and the Environment, the Hon. Evan Walker, M.P. The overall responsibility for the building rested with the Public Works Department in association with the SMB Campus architect, Ewan Jones & Associates and the builder, S. J. Weir Pty. Ltd. They put together the facility that is both functional and of a style that merges with the surrounding architecture. The Davey Paxman Experimental Steam Engine was purchased as the result of a bequest from Thomas Bath. The 'substantial sum' was used to build an Engineering Laboratory. The Ballarat School of Mines Council minutes of 08 November 1901 record: - Plans for [the] proposed building were submitted ... and ... it was resolved that a temporary building for an Engineering Laboratory be put up.' This laboratory, as an existing building, is first mentioned in the Ballarat School of Mines President's Annual Report of 1901, presented on 28 February 1902, reporting 'the erection of a building 67ft long by 33 ft wide' This report also lists all the equipment that would be accommodated in the Engineering Laboratory, including the experimental steam engine and boiler. The experimental Davey-Paxman steam engine arrived in Ballarat towards the end of 1902. The Engineering Laboratory was opened on 14 August 1903 by His Excellency Sir Sydenham Clarke. This engineering laboratory remained in use till about 1945. By 1944 preparations were under way at the Ballarat School of Mines to expand existing facilities, to be ready for the influx of returned soldiers. A new Heat Engines laboratory was built, this time of brick construction, replacing the previous corrugated-iron shed. In the early stages the steam engine was used to drive an overhead transmission shaft for machinery in the adjacent workshop. Later the steam engine was moved to a space that became the Heat Thermodynamics Laboratory. At the end of 1969 the engine was relocated to the Thermodynamics Laboratory at the then Ballarat Institute of Advanced Education (BIAE) Mt Helen Campus. It was donated to Sovereign Hill in 2006. According to the research of Rohan Lamb in 2001 around five experimental steam engines were made by Davey Paxman, and three of these had similar configuration to the Ballarat School of Mines Steam Engine, however, each of these was also unique with different valve arrangements. The list, which was on a scrap of paper in a folio held in the Essex Archives, confirmed that one was sent to India. The Ballarat steam engine can be dated to late 1901 to early 1902. Zig Plavina was responsible for moving the steam engine to Mount Helen, and worked on it as a technician for many years. He observed the following: * The condenser is driven by the low pressure engine. * The following arrangements are possible: i) the high pressure engine alone, exhausting to atmosphere. Condenser not used, crankshaft flanges not coupled. ii) crankshafts coupled, mains pressure (120 psi) steam supplied to high pressure engine, partially expanded steam delivered to low pressure engine (Tandem operation). Choice available re exhaust steam: either to the condenser or to atmosphere. iii) crankshafts not coupled, reduced pressure steam supplied to low pressure engine. Exhaust steam - either to the condenser or to atmosphere. * Valve arrangement - a choice of Pickering cut-off or throttle governor. This building was erected c1856 as the Wesley Church. Negotiations for its sale to the Ballarat School of Mines started in 1883, and the sale was completed for 2000 pounds. The Ballarat School of Mines Musuem was transferred to this building in 1885 giving the collection a more permanent and suitable location. The front was remodelled in 1920. The building was converted from the museum to the E.J. The former Ballarat Circuit Court Building, later the first building of the Ballarat School of Mines, was demolished to make way for a new custom built Art School building. Sir Alexander Peacock opened the Ballarat Technical Art School in July 1915. It cost 10,000 pounds and was constructed by the Public Works Department from plans drawn by the then Art School Principal, Herbert H. Smith. The building contractors were Messrs Gower and Eddards. According to the SMB Annual Report of 1914 'the internal upholstering and fittings have all been carried out in Australian timbers, with Queensland maple largely used throughout.' Before this building was constructed art and craft classes were held in various buildings around Ballarat. The building could be described as federation-art deco in style. It features sandstone insertion with sandstone string coursing. The base of the building is rusticated sandstone. The relief stone panel on the front with the words "Technical Art School" features stone pilaster brackets and corbels. In the centre front can be seen rectangular sandstone pediment with decorative stonework incorporating the date of construction. The windows in the lower floor feature five supporting keystones whereas the upper windows have sandstone lintels. The building also features decorative cast iron downpipes. The entrance on the northern side has attractive leadlight glazing in an art deco style. Above the door a miner's lamp and pick are featured in the design. The building is functional in design with large metal windows in the south wall to ensure good light into the studios. The northern wall has standard double hung windows. The interior of the building features a carved wooden staircase and cast iron ceiling vents. The rear drawing studios can be made into one large studio by opening panelled timber doors. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat has a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. In 1990, it was renamed the Monash University College and in 1993 became the Gippsland Campus of Monash University. In 2016, Federation University Australia announced plans to take possession, over a two-year period, of Monash’s Berwick Campus in the south-east corridor of Melbourne. Federation University Australia, or FedUni, is headquartered in Ballarat and offers programs in Higher Education and Vocational Education and Training to regional Victoria and beyond. The University’s commitment to educational and social equity, teaching excellence, research distinction, environmental sustainability and regional capacity building has enabled it to develop in a way that draws on its proud heritage to inform its future. Its regional character sets a framework for the University’s priorities but does not constrain it from serving wider community interests, nationally and internationally. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. In 1964 the Victorian Government announced that a committee be established to plan for the establishment of a Victorian Institute of Colleges. Eight Technical colleges would be raised to the level of university colleges. Ballarat School of Mines was on the list. Plans were also underway for the development of a new campus at Mount Helen. The Mount Helen Campus was officially opened on 30 October 1970 by the Hon Sir Nigel Bowen, Minister for Education and Science. Ian Gordon played a prominent part in both the development of the Mt Helen Campus and in the progress the Institution made prior to becoming a University on 01 January 1994; In 1973 he was appointed President of the Council of hte newly created State College of Victorian at Ballarat (SCVB) which absorbed the former Ballarat Teachers' College. As President, he led the merger of the SCVB with Ballarat Institute of Advanced Education (BIAE), the tertiary division of the School of Mines and Industries, Ballarat. Out of the merger the Ballarat College of Advanced Education (BCAE) was established on 01 July 1976. Ian Gordon, a partner in the Ballarat law firm Heinz and Gordon, became the first Vice-President of the new Council and was involved with the plan to transfer the former SCVB to the Mt Helen site. In June 1981, Ian Gordon became President of the Council of BCAE and held that position until June 1989. He remained a member of the Council of the BCAE (later Ballarat University College) unti l31 December 1993, the eve of the creation of the University of Ballarat. He was the only person to remain a member of the BCAE and the BUC Councils for the whole of their existence. Book, A Descriptive Catalogue of the Minerals in the Museum of the School of Mines, Ballaarat, 1882, 1882
The Museum of the Ballarat School of Mines was established in 1872. The curator in 1882 was Ferdinand M. Krause. Prefatory Notice by James Oddie). The want of a guide through the technical collections of The School Mines has long been felt by visitors and students - a guide , not so much to those who merely 'look' at the various exhibits in the Museum, but an instructor to those who desire to take away with them some practical information on the natural occurrence and economical value of the objects exhibited. This want is being filled by the labour of Mr. Krause, whose first installment - 'A Descriptive Catalogue of the Minerals' - is herewith represented to the visiting public." Introduction to the catalogue: " The collection is still in its early growth, and far from being a complete representation of the Mineral Kingdom; many varieties, species, and even whole groups are absent. This state of incompleteness will, no doubt, be adjusted in the sequence, and progressive lists issued from time to time. 'Ad interin' the present catalogue will, be found useful to students and visitors of the School. As far as practicable, the classifications of the minerals accords with that adopted at the Royal School of Mines, London. The numbers prefixed to the species in the catalogue agree with those on the descriptive labels which accompany each specimen, and also with those attached to the specimens themselves. On the descriptive labels the chemical composition of the minerals is expressed in formulae usually employed in standard mineralogical works. Students who have note paid attention to mineralogical chemistry will note that each dot over a symbol is equivalent to one atom of oxygen, .... A bar through a symbol denotes a double atom of the base, .... " In 1882 the collection was housed in 33 cases. The catalogue outlines the specimen types housed in each case. The classification of minerals accords with that adopted at the Royal School of Mines, London. Leather covered book of 94 pages with gold lettering on the front, including "F.M. Krause". Percy Richards taught Architecture and Building Construction at The Ballarat Art School - a division of Ballarat School of Mines from 1918-1921. He was responsible for the design of a number of buildings in the district. This item is the "Specification of work required to be done and materiaals required for construction of the new A.N.A. Building at the corner of Sturt, Albert and Lewis Streets, Ballarat. Prepared by and to the satisfaction of P.S. Richards, A.R.V.I.A. Architect and subject to the General Conditions of Contract." "BALLARAT CITY A.N.A. BALLARAT, Wednesday — The Ballarat City branch, A.N.A., which was formed nearly 50 years ago, ranks fourth on the association records, but several of the members were prominent in establishing the association in Melbourne a year or two earlier. On the past half-year's operations the total funds increased by £1558/18/3 to £29.389/11/11. The membership now totals 949. The committee recommended that as the property at the corner of Sturt and Albert Streets, which had been intended as the site of a new hall, had been sold, steps should he taken to remodel the present hall, and bring It up to date. The report was adopted." (The Herald, 18 June 1924)Fourteen detailed drawings showing the specifications for each section of the new A.N.A. building for Ballarat. A 24 page document submitted to the Public Health Department, Victoria, received 15 January 1918 and a 3 page document related to Reinforced Concrete Particulars.
