The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. Henry Beardmore represented the Green Hills Riding on Wodonga Shire Council from 1898 to 1922, including terms as President from 1900-01, 1903-4, 1908-10, 1911-12, 1914-17. He won the seat of Benambra in the Victorian Legislative Assembly at a by-election on 20th April 1917. After a few years serving simultaneously at both local and State government levels, in 1922 Mr Beardmore retired from the Wodonga Council due to his increased workload in State politics. He continuously represented the Benambra electorate as a Nationalist and United Australia Party Member for more than 15 years being returned unopposed on four occasions. Mr Beardmore was a strong advocate for country development and decentralisation. He was an Honorary Minister in 1924 and for a short time in 1929, Minister of Railways, Minister in-charge of Electrical Undertakings and Minister of Labour. He was a leading supporter of Kiewa Hydro-Electric Project and opponent of Yallourn coalfield. He remained as the Member for Benambra until his death in Wodonga on 1st August 1932. At the time this letter was written, William Hughes had been expelled from the ALP over his stance on conscription. He formed the National Labor Party which later merged with the Liberal Party to become the Nationalist Party. Henry Beardmore was a newly-elected Member of the Victorian Parliament and became a member of the Nationalist Party. Two of Henry Beardmore’s sons were on Active Service at the time and were later joined by another of their brothers. The letter aimed to gain support for Hughes at the Federal Election to be held on 5th May 1917 which his new party won with a large majority. However the Second Referendum held on conscription on 20th December 1917 at William Hughes’ instigation was defeated.This letter is significant because it was sent to an important Wodonga politician by the Prime Minister at a critical time in Australia's history.A typed letter sent to Mr Henry Beardmore by W. Besides his Mention in Despatches (WW1) he is also awarded the Long Service and Efficiency decorations. On 25.4.1942 he enlists in VDC age 46 years No V362516 in the 15th BN Volunteer Defence Corp for part time duty with the rank of Lt Col, His appointment is terminated on 19.12.1945. In 1941 he is elected to the Committee of the Bendigo RSL, serves as Snr Vice President 1949 - 57 then President 1958 - 60. Black leather covered album containing forty two drawings and paintings belonging to the Harris Family of Axedale. Written on the front cover of the album in gold paint is the name George Harris. The album has been used as a folio to hold the artworks. The artworks vary in size and those with dates range from 1886 - 1942. Nineteen are signed or initialled by George Harris and six by D Harris. One is signed by W W May. The others are unsigned. There is a range of mediums - pencil, water colour, chalk, charcoal, paint. They are mostly country landscapes, many including structures such as fences and bridges, some with farm animals, some with water. The D Harris collection includes a cat and a goblet.
