The Procession of floats travelled from the Eltham Shopping Centre to Eltham Lower Park on Saturday 10th April as part of the Shire of Eltham centenary celebrations program. The Infant Welfare Centre and BP service station can be seen in the background. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book," Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). A handheld mirror such as this one would be used in a 19th century family for personal grooming, or perhaps in a barber or hair dresser shop. The "ebony" wood may have been 'ebonised' wood, a process that made plain wood appear to be ebony. The handheld mirror is an example of a 19th and early 20th century personal grooming accessory. August Meeting (Newsletter No. 235, Aug. 2017) Blanche and Jack Shallard were involved in many activities in the Montmorency community throughout their lives. They observed Were Street grow from a one shop street to a bustling shopping village. Jack was a local solicitor and on the Board of the Diamond Valley Community Hospital, while Blanche was a member of the Hospital Auxiliary and both were involved with our Society. They were also connected with Montmorency State School and St Faith’s Church in Montmorency. Charlemont & Co., operated out of the Academy Studio, 114 Elizabeth Street from 1890 to 1898. The sitter’s identity has been established as a Mrs. Merritt. While we know that she is not the Mrs Merritt who was to be the wife of the future Mayor of Kew, there were two Mrs Merritts who were shopkeepers in High Street, Kew. Mrs Lucy Merritt operated a bootmaker’s shop, and subsequently a “boot warehouse” from 1888 until the 1920s. Miss Laura Merritt established a dressmaker’s shop in High Street in 1910. Her business also lasted until the 1920s, albeit changed to that of a bookseller and stationer. Silver albumen cabinet card by Charlemont & Co., who operated out of the Academy Studio, 114 Elizabeth Street from 1890 to 1898. In this portrait of Mrs Merritt, she is posed gazing directly at the lens, thus achieving a potentially more intimate relationship with the viewer. All that is revealed however in this supposedly more direct pose is her face. As with an earlier generation, her hair is centrally parted and flattened to accommodate her bonnet, which is surmounted by feathers. The detail in her coat-dress is sharply revealed by new photographic processes that allowed firms like Charlemont & Co., to capture greater light and shade, as well as the detail of fabrics. The entire garment is beaded with what is probably Parisian jet. The beading is arranged in a ‘paisley’ design. The paisley pattern was to become ubiquitous in the 19th century as a design on everything from carpets, to shawls, to clothing.Mrs Merrittcharlemont & co., mrs merritt -

Document - Folder, Ron F. McCormack, Appeal against Eltham Shire Permit granted for a propsed Youth Enterntainment Centre, 41-43 Were Street, Montmorency, 1993-1994
In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals.
