Both of the architects involved in the 2.4-hectare Kinloch Gardens parkland development in Arthur Street, Eltham, are now living on the estate. The project was conceived by Eltham architect Ian Jelbart, whose family has owned the land for more than 100 years, and fellow architect Graeme Gunn, who in the 1960s was one of the creators of the Merchants Builders concept that set new trends in Melbourne housing. The $5 million project is based around two of the original buildings, on what was once a 100-hectare farm owned by the Jelbart family. Ian Jelbart always intended to continue living in the original homestead building, and now Graeme Gunn has moved into the big residence that once was the barn. Kinloch Gardens is designed to combine the more manageable land sizes increasingly demanded by buyers with ample "internal space, flexible floorplans, privacy and individuality of designs. Individual houses are placed on small separate allotments around an area of private parkland. The aim is to ensure total privacy, offer virtually unlimited views and parkland vistas, and remain aesthetically compatible with the local environment. Homes in four basic designs over either two or three levels are being sold off the plan, with prices ranging from the high $200,000s to the high $300,000s. Two have already been sold. Indication of land-only values The prices being asked for some vacant blocks offered for private sale provides an enlightening comparison of the relative "land only" values for homes sites in various areas. A 751 sq metre block on a new residential estate in Bentleigh/Carnegie is offered at $235,000, equivalent to $312/square metre; while in Merrett Drive, Williamstown, a 561 sq metre allotment offered for $169,000 carries a rate of $301/sq metre. In Barnsbury Road, Balwyn, the $450,000 price tag on a 584 sq metre allotment equates to $770 sq metre; and in York Street, Richmond, a 198 sq metre postage stamp is priced at $230,000 or $1162/sq metre. - Rex BookerDigital file only; created from scan undertaken by EDHS of item on loanarthur street, eltham, graeme gunn, houses, ian jelbart, jelbart property, kinloch gardens, rob maclellan, robert marshall, woodridge estate -

View of the settlement of Harmony Vale taken in 1913 with the guest house Kia Ora, built by George Barber in 1909, in the foreground. This photograph has a detailed inscription on the back handwritten by John Lundy-Clarke.The settlement of Harmony Vale 1913. The large home in foreground is the Guest House “Kia Ora” owned by George Barber on Lot 25 of the Village Settlement. The house above it to the left was Richardson’s house. The home of Jeanie who had left it when the picture was taken. The buildings furthest to the right of “Kia Ora” were the homestead of Isaac Jeeves of 1863 – 1871 the building furthest right with the black opening in it was the house with the tree fern floor. The flat ground above and left of Isaac’s pointed roof barn is where the creek changed its course in the 1934 flood and destroyed £4000 worth of the Rowse family’s tulip bulbs. Above the flat is Francis Matthew Child’s homestead, in the creek to the right of which can be seen the horizontal structure of the swing bridge to the sawmill of the Childs Bros which cannot be seen but in the forest to the right of the mill (bridge) can be seen a number of logs in the mill yard. The two cleared strips immediately behind Childs home were the Richardson’s original holdings and the house in the gully at the far side of the great clearing is that of the guest house “Glenrivers” belonging to W Lucas and his wife Catherine nee Child. The Richardson homestead “Harmony Vale” is behind the forest trees in the right centre. The picture gives a full view of how the settlement was cut into the centre of the great forest. george barber, kia ora, harmony vale, barber, jeanie richardson, richardson, child, matthew child, kia-ora guest house, guest house, glenrivers -

Mayfield Presbyterian Church, on Plenty Road Mernda. MAYFIELD PRESBYTERIAN CHURCH The Mayfield Presbyterian Church at Mernda was erected in 1860, and the first service held on 23 October that year. The erection of the Mayfield Church, and others at Janefield and Whittlesea soon after, reflected the relatively large number of Scots in the Plenty Valley in the 1850s. Presbyterian services had been held at Mernda prior to the erection of the Mayfield church. In 1851 and 1852 the Rev. P. Gunn of Campbellfield conducted services at Mr. Radcliffe’s (now the Poplars), a barn at Carome and at Moses Thomas’ newly erected house on Marsh Farm. Mayfield Church was built on an acre of land, apparently donated by Moses Thomas. The block was a 66 feet frontage to Plenty Road. It is not clear who designed and built the Mayfield Church, although it has been generally accepted that it was Moses Thomas. Dr. Richard Ely, the historian who owns the adjacent property The Poplars, believes it was most likely Thomas, given that he possessed both the capacity and resources for the task, as well as a personal interest. For a short time, the newly completed church was called the Guthrie Church, after the prominent Scottish Free Church Leader. Moses Thomas died in 1878. His son Walter, who had joined him on the church committee in 1861, served on it almost until his death in 1932, having been ordained as an Elder in about 1880. During the 1880s he became Superintendent of the Mayfield Sunday School, a task he also performed until shortly before his death. On 15 October 1922 a special service was held at the Mayfield Church to celebrate its recently completed renovation, including the installation of the four still present Gloria lights. Further minor repairs and renovations have been made in recent times. Mayfield Church is the earliest of the five Presbyterian Churches in the City of Whittlesea, predating Kalkallo (1860), Whittlesea (1863), Mill Park (1861) and Epping (1867). Like Mill Park this church was built by Moses Thomas and similarly suffers from differential settlement on the uneven foundations. Here the cracking and movement is less severe than at Mill Park and this building is reasonably sound. It appears to be the design prototype for the more elaborate Mill Park building. It is a simple preaching hall with small gabled porch. The only elaboration occurs at windows where render quoins are formed to reveal and to gable ends, where a bull's eye louvre decorates the gable, and a rendered string course terminates them. The general proportions and the squat rectangular windows give the church a Georgian character clearly based on Scottish precedent. The windows are the dominant feature of the design. They are unusually large for the size of the church and incorporated on the principal entrance facade in similar manner to Mill Park. Whereas at Mill Park the windows are also large, their pointed Gothic form clearly indicates a church. Here the windows have a domestic quality and contribute to the simple “village” quality of the building. The bluestone walls are well executed in coursed random rubble to a much better standard than the Mill Park design. As for the initial Mill Park church (added in later) there is no separate sanctuary or vestry. The interior is remarkably plain and incorporates an altar, lectern and communion rail all within the nave. The gloria lights of 1922 survive apparently in working order. At the rear of the large open site is a stable built c1920 for parishioners' horses. Mayfield Church is historically significant for its association with the “Laird of Mernda”. Moses Thomas and his early effects to create a town at this site. It is architecturally significant for its simple construction probably incorporating Scottish precedents and for the high-quality use of local bluestone. HISTORICAL REFERENCE J.W. Negative - Photograph, Sketch; Sweeney's Cottage, Culla Hill, Eltham (n.d.), c.1970
The original sketch was photographed in 1970 for reproduction in the Shire history publication Pioneers & Painters (1971). The very fragile original was kept in the Council stoungroom and suffered significant damage to its edges over the years, no doubt it has also yellowed. A comparison of the original as digitised (2022) with the negative taken 50 years earlier also reveals that the left 20% of the sketch has been cut off, probably due to damage. In June 1842 Thomas Sweeney applied to the Superintendent, C.J. La Trobe, asking permission to purchase a portion of the recently surveyed ‘Parish of Nillumbik'. His request was allowed and handed to the sub-treasurer and Land Board. He paid £110 for 110 acres and called the land 'Culla Hill'. He first built a temporary house, a slab hut 12 feet by 10 feet, in which he lived with his wife, an Irish girl whom he had married in 1838. (His first wife had been drowned at Port Jackson.) Some time later he built a permanent residence on the model of a Tipperary farmhouse. It was a rectangular building of hand-made bricks and stone quarried from the Western Hill with a recessed verandah in front, and bore a slate roof. The out-buildings consisted of a detached kitchen, stable and a barn. It was in this house that succeeding generations of Sweeneys were reared. The original slab hut became a washhouse and survived till recent years. 'Culla Hill' became a social centre for the district, church services being held there on various occasions. The first wheat crop in the district was planted by Sweeney who also supplied the first grain for a mill that later was built at Eltham. He took an active interest in the development of the district. At this time travelling people--many of them runaway sailors or convicts--often passed the settlement, and some of them stayed and worked with Sweeney. A tribe of aborigines living on the river below 'Culla Hill' were apparently on good terms with Sweeney, for it is said that they helped him with the building of his house. Very little is known about the aborigines who originally lived in the Eltham district. There must have been many of them; their stone axes, grinding stones, and anvil stones have been found in the gullies around Research and canoe trees and artifacts were found on the Kangaroo Ground hills. Early settlers remembered a tribe that camped on the site of the present railway bridge at Eltham. They held corroborees there and visited settlers for hand-outs of 'flour and bacca’. There was an aboriginal reserve on the Yarra, upstream from Eltham, but most of those who had collected there later went to live on the Pound Reserve at Warrandyte, where the last aborigines in the area finally ended their days. The Pound Reserve, of 1,103 acres, was established at Pound Bend in 1841. The chief protector, George Robinson, and his four assistants, were given instructions to care for the aged and sick, to provide blankets and rations for all who lived there, to train the able-bodied men in agriculture and other trades and to find them jobs. The Yarra blacks, who later came under the protection of William Thomas, have been described as a 'fine race, well made and above the average height'. Thomas Sweeney died on 6 September 1867 and was buried in the Eltham Cemetery. To his wife Margaret and his son John, he left the entire property of 'Culla Hill'. To his other son Patrick, he left 150 acres, including a small two-roomed wooden cottage. He had five daughters: Kate and Margaret (twins) who were born in 1842, Ellen 1846, Annie 1848 and Johanna 1851. John Sweeney farmed 'Culla Hill' until his death in 1909. He had ten children; one of them, Mary, became Mrs M. Carrucan whose son, Mr John Carrucan, still lives at Eltham. 'Culla Hill' passed out of the Sweeneys possession in 1939 and was renamed by its new owners, 'Sweeneys', in memory of its pioneers. - Pioneers & Painters: One Hundred Years of Eltham and its Shire, Alan Marshall 1971, pp10-12 4 x 5 inch black and white negative of original colour sketchculla hill, sweeey's cottage -

Film - Video (VHS), Jenni Mitchell, Demolition of the Shire of Eltham Offices, 1996
Poor video quality (noise and interference), edited raw footage with music and some commentary by Merv Hanna. A video documenting the demolition of the Shire of Eltham offices at 895 Main Road Eltham under the direction of the Commissioners appointed for the new Shire of Nillumbik and some of the communities activities surrounding the event. The building was demolished exactly 25 years after the southern wing housing Engineering and Planning on the upper level and the Eltham Library on the ground level was opened in celebration of the Shire of Eltham's centenary. Video has lots of distortion and noise, and sections of clips dubbed over. Immediate initial footage of Jenni Mitchell talking about asbestos claims in the Shire Offices (Sigmund Jorgensen standing behind her) advising Council did a review of the building several years previously and had been cleared of health problems. Cuts to group of people standing outside front door of offices but possibly voice dub over not related ? Then the date 27 Jul 1996 on a scene flashes on screen immediately followed by an edited clip intro of title and credits with classical music track. It then opens with Jenni Mitchell driving to the Shire Offices on Saturday 27 July 1996 at 11.00am. Footage of Main Road past Pitt Street, Alistair Knox Park then entering Shire Office driveway which is fenced off and contractor signs hanging up. Scenes at rear of building showing some internal demolition has commenced. View of the Administration wing. More clips of road driving, Alistair Knox Park, Eltham Library and visitor car park for Shire Offices. Cuts to a group of people standing in access to visitor carpark with new Eltham Library in background, one being immediate former Shire of Eltham President, John Graves. Scenes of people looking through chain link fence and security guard checking front door. John Graves being filmed that someone informed him the Shire was offering the building to the Community Health Centre for $2.3 million and that if they had been offered a price of $1.1 for what it apparently was sold for they would have snapped it up. View of truck loaded with brick rubble literally struggling to ascend the hill of Library Place to exit into Main Road. Film - Video (VHS), Jenni Mitchell, Demolition of the Shire of Eltham Offices, 1996
Poor video quality (noise and interference), incomplete and unedited raw footage. Cuts to a scene looking at Eltham War memorial Hall through the Memorial Gate, then the Shillinglaw trees and large banner sign ‘Delta Demolitions’ hanging on office façade. Document, Minns Family Reunion, 2004
"A perpetual spring in the adjacent creek provided a steady supply of fresh water to the site on which the homestead is built. Although we can not be certain of the identity of the builder, the first stage of ‘The Willows’ homestead appears to have been constructed in the mid 1850s. The house is situated on Crown Allotment No.1 (No Section), Parish of Kororoit, an allotment of 5 acres 3 roods 4 perches. Although it had surveyed the land, the Crown did not offer it for sale until 22nd November 1861, at which time it was purchased by Charles March Williams. (Although the property is directly opposite and immediately adjacent to the Township of Melton, and was sold as ‘Suburban Allotment 33’, it was situated within the Shire of Braybrook rather than the Shire of Melton until 1917.) Considerable improvements had taken place on the land prior to the Crown sale. When CM Williams purchased the allotment in November 1861 he paid £23.5.0 for the land itself, and valued the improvements at £400. Even allowing for some exaggeration by Williams, this is an extremely high valuation for improvements, and must have included a house. Some local research has claimed that in 1858 Williams had taken over the interest of a Mr Parkinson in the property, and that Parkinson built the house upon taking possession of the land c.1855. It was definitely built by 1861, when a map shows a square building on the site marked as ‘House’. The property is important in the district for its association with the establishment of the pound. The district pound had been established in 1854, when George Scarborough of Mount Cottrell (Mt Cottrell Road, south of Greigs Road) was appointed pound-keeper. Scarborough resigned in 1857. The pound was moved to Melton following agitation from local farmers and Charles March Williams appointed pound-keeper on 26th April 1858. Williams, the son of a doctor, had been born in London. Reminiscences of local residents of the time, as recorded in the Express newspaper, note Williams’ success in breeding horses on the property. Sales of up to 60 guineas were noted. Whether this was from Williams’s own stock or from unclaimed pound stock is not made clear. Williams appeared before a government inquiry in 1860 and advocated registration of all stock brands in the State. Williams died in 1862 leaving a widow, Catherine, and five living children aged 15 years to five months. At the time of his death Williams had entered negotiations with one Matthew Devenish and had a mortgage of £100 on allotments 1 and 2, Parish of Kororoit. Catherine Williams was appointed pound-keeper on 2 September 1863, with her eldest son Charles as her assistant. Her tenure was short for on 22nd March 1864 George Minns senior paid Matthew Devenish £135 for allotments 1 and 2 Parish of Kororoit (considerably less than Williams had claimed the property was worth in 1861) and on the same day paid William Tullidge £45 for the adjoining allotments 3 and 4. In April 1867, James Ebden Minns, the newly married son of George senior became the owner of The Willows property having entered into a mortgage arrangement with his father to the extent of £200. At the time George Minns was residing in Kaarimba having left Melton in 1867 for a short trip to England and upon his return having taken up a selection in the Kaarimba district with his son Frederick who had a hotel licence there. James paid out the mortgage on 2-1-1873. James Minns was appointed pound-keeper in 1872; in 1885 the pound was moved elsewhere and Minns purchased the old pound site and added it to his farm. The Willows residence underwent a major change about this time. A two room extension, similar in style but with a lower elevation was added to the original rear of the house with a chimney matching the distinctive originals. Window arrangements did not match the original but became a feature of the façade when the new addition became the front of the building. Six buttresses were attached to the east and west walls of the old building, two to the south wall and the whole rendered with mortar to give the appearance of dressed stonework around the windows. Galvanized iron was placed over the shingles and a verandah added on three sides. By 1876 The Willows was the homestead for a thriving mixed farm of 340 acres of which 156 was rented from a H. Ruck. In October of that year the Australasian travelling reporter visited and reported on the property. In common with the nearly every other property in the district the farm had ‘recently’ (generally within the last two years) abandoned cultivation of crops, and turned over completely to cattle pasture. Butter making was the principal occupation of the farm, which had about 50 head of cattle, a large proportion of which were milking cows. The reporter also noted that a ‘large number of pigs are kept upon this farm and are found to be very profitable stock’. Their manure was used in an orchard and garden in which ‘large quantities of lucerne and prairie grass are grown for the use of stock when ordinary feed is scarce’. Two bores attached to deep brick lined wells supplied water for the house in addition to the farm. A commodious timber barn and necessary sheds had also been constructed. Access to the property was improved following the construction of the bluestone ford across the creek c.1887, when the recreation ground came into use. Prior to this date it may have been that the crossing referred to as ‘Mr Minns bridge’ was used. This appears to have been a flimsy structure and has but two references in Council reports in the Melton Express in the 1880’s. It is believed that in the late 1890’s a timber building was added near the rear of the building to house a kitchen, ablutions and laundry rooms and rooms for seasonal workers. This was attached to the house by means of a trellised walkway using the original front entry to the house (long since the back door). A photograph of this building appears in a local history of Melton. This was demolished in recent decades during the period when the house was tenanted (after the Minns family had left). James Minns son, George, took over the property following his marriage to Alice Walsh in 1903. James and Caroline moved into a house on the former JH Games property at the eastern end of Henry Street. George held the position of Shire Secretary for Melton for 40 years. He was a most prominent member of the community being Secretary to, among others, the Melton Coursing Club, the Shooting Club and the Cemetery Trust. He also rode with the hunting parties who sported across the Plains and were entertained at Mount Kororoit. George and Alice had one son, Norman who followed his father into local government and became Secretary of the Shire of Werribee completing a record term in this position. George retired to Werribee in 1951, where he died in 1965. The National Trust records note that James Ebden Minns and his sons were ‘leading men of the district, Justices of the Peace, and Shire Councillors’. It claims that Sir Thomas Bent was a frequent visitor. The Willows passed into the hands of George’s grandson, Bruce Minns and the property was let for a number of years. In the 1960s it became vacant and was subject to vandalism. Major structural problems arose with the part demolition of the roof, the loss of windows and doors and holes dug into and under the floorboards. The outbuildings were particularly targeted. Following widespread public support, the Shire of Melton purchased the house, with 3.75 acres of land, in 1972. In 1975 the Shire of Melton and the Melton and District Historical Society were successful in nominating the building for National Trust classification, and then the Australian Heritage Commission’s Register of the National Estate. The AHC particularly noted its ‘townscape importance’. It was envisaged that the farmhouse would form ‘a picturesque centrepiece to Melton’s planned … historical park, along with Dunvegan bluestone cottage … and similar structures as they become available.’ In a time of great Melton’s ‘satellite city’ development the Council spelt out its broader vision in its submission to the AHC: ‘Melton is destined to become, by the end of the present century, a city of between 75,000 and 100,000 people. Significant relics of the past, such as ‘The Willows’, regrettably will be rare in that situation. It is essential that sufficient tangible links with Melton’s pioneering days remain to promote in the new community a sense of history and continuity’. Under the direction of ‘The Willows’ Restoration Committee and consultant architect John Hitch, all outbuildings, with the exception of the garage and toilet, were demolished and the dwelling house restored. Finances were provided by the Shire of Melton and the National Estate Grants Program, and considerable amount of voluntary labour was provided by the local community. The orchard was removed, and remaining wooden buildings were relocated to provide an open vista for visitors to the Park. The property was furnished with donations from district families keen to preserve this example of pioneer life in the area. The Willows became the headquarters of the Melton and District Historical Society". Invitation to the family reunion at the Willowslocal identities, pioneer families -
