Below these embroideries on the left side breast, are embroidered the wearers initials-(M) MB. The owners initials are embroidered on the left front in a decorative manner, to compliment the floral embroidery. A lace ribbon, one cm wide at the waistline passes through 1.4 cm eyelets 2 cm apart. A V shaped panel of embroidered cotton at the centre front of the yoke. A drawstring in a casing fastens at the back neckline. A tiny .75 cm button, fastens the back yoke. Nightgown is machine stitched, with some hand stitched decorative stitching. The long skirt has two bands of narrow tucks-one tuck of 1.04 cm and six bands of .04 cm. This is edged with a band of hand stitched embroidery. This band of tucking is repeated, and edged with a 6 cm wide band of eyelet embroidery. This panel is repeated with the lower edge of embroidered cotton finished with a scalloped shaped edge. A scalloped braid edges the neckline. Very sturdy brown leather fully lined with red velvet. Base has a velvet lined insert to hold the hat in position. A 2.5cm wide braid, attached at each side, fastens with a silvery, metal clip, to secure the hat in position. A velvet covered frame sits at the top of the hat box, this has an oval shaped hole over the centre of the hat. A very sturdy, heavy lid has a strap across the lid - part of which is now missing-this strap would have fastened and locked into the circular brass locking fastener on the hat box. Two metal circular studs and stitching, hold the handle in place on the lid. A label and stamp have been attached to the lid, but are now badly worn, and a third Victorian Railways stamp can be identified.A card inside the hat box reads box 564 Cowling Collection hat box/hat. Clothing. High lace-edged round neckline - lace 1.3 cm deep. Long sleeves-gathered at the shoulder, and edged at the wrist with a 4.5 cm deep, gathered broderie anglais, featuring a shamrock, and flower design. The bodice has a centre front panel of lace. 9 cm wide at the neckline, tapering to 4 cm wide at the high waistline. This panel is edged with a 4 cm wide scalloped edge at the broiderie anglais trim. Three rows of pintucks, give a finish to the filigree braid, and the gathered broiderie frill. The long skirt is gathered at the lower bodice, and is 70 cms long. The lower 20.5 cms at the hemline has alternate bands of three pintucks, a 4 cm panel of flowers and cutwork broiderie, three pintucks, 4 cm panel panel of broiderie, three pintucks and a 4 cms deep machine stitched hem. Bodice has a back opening, with only one 1 cm diameter covered button evident, a cotton tape passes through a casing, and ties at the back waistline.costume, female, infants nightdress.

Object. Rich royal blue grosgrain braid, 10 cms wide surrounds a rectangle of cream kid leather, 21 cm wide x 24 cms deep. On this rectangle is an embroidered wreath of foliage in gold and orange coloured thread, embellished with gold metal thread, which also outlines an embroidered bow, at the base of the wreath. In the centre of the wreath, a looped bow is embroidered in thread, and embellished with the gold metal thread. Two gold coloured metal decorative shapes are placed, one on each side of the lower edge of the leather. Two 5 cm wide tabs, adorned with a heavy lodge symbol, including 4 cm long brass metal chain, with ball decorative elements, hang from the waist, and fall to 3/4 length of the leather panel. A peaked flap 9 cm deep is attached from the waistband, and falls loosely over the leather panel. It is also adorned with a brass metal lodge symbol. The curtains are significant for their comparative rarity of survival, and at the same time, are highly representative of opulent colonial taste in interior decor in the boom period. The curtain panels are of high quality materials and in unusually good condition, indicating they were used in a window with relatively little sunlight shining on them. They can be imagined in a grand room with one or more matching dressed windows.7 curtain panels, all the same size, possibly to fit a 3-light bay window; or alternately, to fit 3 windows in the same room (or something else altogether, if this is not the original total number of panels). Fabric: silk-wool mix, sky blue ground with narrow vertical gold stripes. The fabric is a damask weave with a watered (moiré) finish; the large, woven motif depicts an urn filled with stylised flowers, leaves and curlicues; the spacing of the motifs is more 19thC than older styles using much the same motif. Each curtain drop is decorated with an applied band of narrow, colour-matched gimp braid around the sides and lower end. The bottom hems are weighted with what feels like lead shot. The curtains are lined with sturdy brown cotton. They are gathered at the top edge on drawstring tape; and hand-sewn with small metal hanging rings. Faded vertical bands of sun exposure are visible on most of the curtains, and one panel has a mended tear on a lower side. This glass plate photograph shows good detail of members of the Warrnambool Garrison posing for their photograph in front of a young township. There are other well-dressed citizens behind them. The three men with frogging on their sleeves were commanders were likely to be commanders. The men are facing north with Cannon Hill and the fortification area in the background. It dates from the 1860s. The firearms held appear to be 1853 pattern Lee Enfield muskets used by the British army in Crimea at this time and in Australia, rather than the later Martini Henry cartridge rifles. The uniforms match other photos of the Warrnambool Garrison Militia and Band in our Collection, taken up until the 1880s. The three storey building in the photograph is likely to be the Manifold & Bostock flour mill, built in 1854 near the ‘cutting’ in Merri Street, which was one of the main streets at the time; if one faced the building’s front from a vantage point and looked south to south-east, the hills around Flagstaff Hill and Cannon Hill would be behind that mill, and the Harbour behind the hills. This is the area of the Fortifications. The glass plate method of photography was widely used during the mid-19th to early-20th century. The donor and maker of the photograph are unknown. Around this time the citizens of Victoria were prospering from the gold rush but felt isolated and uneasy about their security in the colony. In 1854 the Volunteer Act was passed to provide some military defence. In 1858 the Warrnambool Volunteer Rifle Corps was established, disbanded in 1863, then a new Warrnambool Detachment was formed in September 1866. Legislation was passed in 1884 that replaced the volunteers’ corps with a partly paid, permanent Militia Defence Force. The batteries manning the coastal forts of Victoria were termed Garrison Artillery Companies. When the Army was federated in 1901 there were eight Militia Companies in Victoria. Warrnambool and Port Fairy together were known as 8 Coy AGA (Australian Garrison Artillery). Changes to formation and name continued into the 20th century.This photograph is a record of the very early local defence force, circa 1866. The photograph signifies the connection of the colony in Victoria to the growing need for security due to the unrest in Europe at that time. The photograph is also locally significant to the industry of the young township of Warrnambool, showing what is likely to be one of the first flour mills in the town. The photograph is also the only example of the early methods of glass plate photography in our collection. Photograph, rectangular glass plate, positive sepia image. The photograph shows a group of thirty military men, standing or kneeling, in dark uniforms with pillbox forage caps, round-collared jackets with light buttons, light sashes worn from top left shoulder to bottom right side of waist belt, and long, straight-legged trousers. Three of these men have light braid around the buttons on the front of their jackets, light frogging on their sleeve cuffs and stripes on the outside seams of their trousers. The other twenty-seven men have plain uniforms and are holding firearms in their right hands, steadied with their left hands. Other figures are standing behind this group of soldiers, including three or four men wearing top hats, jackets and ties. In the background is a row of buildings. The central building is three stories high. Bare hills are in the far background. The foreground is uneven ground with patches of short grass. Light camel coloured silk (in very poor condition). Long sleeves overlaid with fine black lace in a floral design. Stand-up collar, five cm deep is overlaid with the fine black lace, and finished with a corded braid on the upper edge. Sleeves are tightly gathered at the shoulder tapering narrow at the wrist, giving a ''leg-o-mutton'' effect. 12cm wide fine black lace, attached at the neck edge, and shoulders, forms a ''puff'' decorative over the shoulder, and continues in a ''over-panel'' to the waistline. Ten x 1cm diameter plastic buttons, with a floral impression in them (2 missing) and 12 hand stitched button holes form the front opening. From the lower opening, six ''pintucks'' 12 cm deep, open into pleats at the lower edge, giving fullness to the bodice. Four metal hooks are evident on the lower tucked front and seven hand stitched eyelets are indicated, but are now severely damaged. Bodice is boned with ten X 17cm long bones, and is fully lined with cotton.A tiny 8cmX7.5cm, oval-at-one-end, pocket is stitched into the front opening, at the bustline. Social A black wool tails suit. The jacket is satin lined single breasted with a cutaway front and a longer back that extends into tails. The lapels are of grosgrain with peaks reducing to nothing at centre above waistline. There are three decorative buttons 4.5cm apart on each side from close to the end of the lapel to the base of the coat. The arms of the coat are lined in a white satin with black stripes and the outside cuffs have four 1.5cm buttons in a vertical line. The front of the jacket is heavily padded. A hanging tag is sewn to the inside of the collar. There is a 9.5x11.5 pocket on the front RHS of the jacket and an inside 15x14 pocket on the LHS. The pants are also of a woollen material with braided stripes down each side from top of waistline to bottom of cuff. The lining is of satin (backed with a heavy linen/hessian) at the waistline and cotton for the pockets. There is a fly opening at the front with two buttons and a metal hook and catch at the waist. There is a tightening band affixed to each side of the waist with a pull through metal catch. Six buttons are affixed to the inside of the waistband to allow for the attachment of braces. "One of Australia's most talented milliners, Clare Ralph, of Goullet, is selling her business because she wants to spend more time in her garden. "I have been in the business for 25 years and last week I turned 60 and so I thought now is the time," Mrs. Ralph said at her Richmond shop yesterday. ... Mrs. Ralph is selling cheaply $10,000 for the label, which also covers sportswear, and tenancy and lease of the premises which have a showroom and workroom. ... Mrs. Ralph is as unpretentious as the relaxed Goullet styling which brought the new concept of millinery to Australia non-hatty hats with none of the "Melbourne Mum" quality so rife at the time. She said she started off making hats rather than dressmaking because she couldn't afford to buy the three yards of material necessary for a dress. "I wanted to get out of the house and so I did millinery night classes at Caulfield Tech." Her first efforts were sun-hats of natural straw which Mrs. Ralph trimmed extravagantly … "gold fishnet and braiding and sparkly jewels all over the crown. "They were ridiculous but a lot of fun," she said. She carted them by train to the city and nervously showed them to a store buyer. After the meeting, she couldn't face taking the samples home again on the train and left them. Before she could collect them, to everyone's amazement particularly Clare Ralph's, they had been sold. "The next thing was people were asking me what I was going to do for winter. I hadn't thought I was in the industry. I just thought I had sold a couple of sun hats and that was marvellous because I needed the money," she said. A four cm deep gathered frill edges the high round neckline, with a narrow piping finishing the neckline seam. Two panels at the front extend from the shoulders,to the peaked waistline. These are gathered at the shoulders, edged in navy blue fringing, and the waistline edge has the gathers alternately stitched together to form a hook and eye fasteners. A fine piping defines the peaked waistline. Bodice fully lined with cream cotton fabric. Armhole/sleeve seam finished with a fine piping.Skirt has been hand stitched into tight tiny pleats. Skirt is fully lined with cream linen, and is edged at the hemline, with one cm soft green braid. Centre front of skirt has a panel extending from the peak of the waistline, where it is 5.5cm wide to the hemline, where it is 20cm wide. This panel is edged in the navy blue fringing, and is attached to the skirt at approx 15-18 cms. Panel is fully lined with cream linen. At approx. 9-10cm spaces a 4cm fabric frill and an angled band of the navy fringing. This gives a ''ladder-like'' effect. Scarlet wool doublet with yellow stand collar and cuffs and Inverness skirts. Lower edge of collar, left front of doublet, cuffs and Inverness skirts all edged with white piping. Cuffs and skirts are decorated with three rows of doubled, twisted white wool braid; each row completed with a large whitemetal coloured metal "King Edward VII Australian Commonwealth" button of the period 1901-1911. Shoulder straps are scarlet wool with MISSING whitemetal 'VSR' title, a MISSING whitemetal 'letter' title, a small ERVII Australian Commonwealth button on left shoulder, and a small silver coloured metal Victorian Military Forces button on the right shoulder. Seven large buttons at front of tunic (one missing), and two at back waist. Two large brass belt hooks at side waist of doublet. Lower front skirt flaps have welt pockets lined with linen. Body of tunic lined with a white wool mixture, lightly padded around the underarms. Lower skirt flaps lined with a medium weight cream wool twill and upper smaller flaps lined with a finer cream wool twill. Sleeves lined with cream cotton twill and printed in black ink on the centre back lining is '5/8 38'. It is not clear that this fringe was ever attached to the curtain suite; it may have come from an associated part of the original ensemble (eg pelmet) or from associated furniture. However, it is certainly connected to the fringe on the tieback tassels, whose tassels are finished with the same product. The detached gilt metal fringe has aesthetic significance as specimen of an opulent furnishing decoration in very lavish contexts, such as gold rush Victoria. Part of it still preserves the original bright gold metal, ie is untarnished; this is probably quite rare in Australian collections.Board wrapped w c.17m of heavy gilt metal fringe (known as bullion fringe) in several pieces, evidently detached from curtains, and/or furniture items. (No sign of it having been attached to the curtains). The fringe is composed of metallic thread very tightly wound over a cotton/linen thread, attached to a narrow header braid with an ornamental design worked in metallic gimp cord. The colour was originally gold, now tarnished on all parts exposed to air, but sections of the fringe under the top layers retain the luxurious gold finish. Westman (2019: 242) explains that 'gold thread' was made of gold fired onto silver bars from which thin, flat or round wires were cut to wrap around a core linen thread for use in trimmings. Shen notes that the very thin layer of gold often wears away, exposing the silver which tarnishes. Bullion fringe: fringe made of bullion, in the sense of precious metal, used for prestigious royal, ecclesiastical and military garments and furnishings. Westman (2019: 193, 240) says that by the 19thC, the name was also used for twisted thread long fringe made of wool, silk, cotton or a mix, as it is today. In this form, 'bullion fringe' became a lavish edge-trim in the early-mid-19thC wherever its vertical look could add richness to drapery. interior decoration - history

A serving mallet is a tool to worm, parcel and serve a line and is to apply to the standing rigging multi-layered protection against chafe and deterioration. It is a technique not usually used on modern small boats but is found extensively on traditionally-rigged sailing ships. Worming, parcelling and serving —referred to collectively as "service"— is traditionally applied only to traditional twisted rope, either natural fibre or steel wire-rope, not the braided line almost exclusively used on modern vessels today. Parcelling means wrapping a rope line in a spiral fashion with long overlapping strips of thin canvas. This is wound from bottom to top, the edge of the progressing strip slightly overlapping the previous wrap to create a shingled effect, to prevent water from entering. Often the strips of the canvas are either saturated with Stockholm tar as they are applied, or painted with tar after the parcelling is complete, immediately before the process of serving. A serving provides an outer layer of protection and is formed by wrapping twine as tightly as possible around the line, each progressive turn of the twine laid as close as possible against the last, covering the rope completely. Following the rhyme above, it should have course run against the lay of the rope; this alternation helps prevent sideways chafe from opening up the protection. Traditionally hemp "marline" was and still is used for servicing on modern small craft with three-strand nylon "seine twine" often used. A serving board or serving mallet can be used to help get the outer twine as tight as possible. Despite the name (arising from its shape) the serving mallet is not used to hit anything, it forms a kind of guide and tensioning lever for applying the twine to the rope. An optional final stage for the permanent protection of "served" rope is to paint the outer layer of twine with a mixture of tar, varnish and black paint. This needs renewing periodically, and going aloft to paint foot ropes, shrouds, stays, and other served rigging is one of the regular maintenance tasks on many tall ships. The tar or "slush" is a mixture of Stockholm tar, boiled linseed oil, and Japan drier. Many "recipes" for slush exist, but the intent is always to allow a penetrating coat of preservative pine tar that then cures to a harder finish that will not so easily rub off on sails and crew. An item that is significant in that it tells a story of what sailors working lives were like onboard the early sailing ships and how these early vessels were maintained and sailed. BHS CollectionWaist length dark green cotton bodice. Fabric has alternating stripes of pulled thread pattern and wider stripes of small dot pattern. Front opening with deep V to waist with lined lace insert extending from throat to waist. LHS of bodice fastened to lace insert with five press studs. Stand up collar of lined black lace (%cm) fastened with two hook and eyes. The bodice is made from five pieces. The two front sections have three knife pleats facing out and falling from the shoulder. The pleats are stitched down for twenty cms from the shoulders. On either side of the front opening is decorative embroidered black lace that extends across the shoulders to the back of the collar. There are two side panels from under the arm. The back section has three box pleats falling from the collars and tapering to the waist. The hem of the bodice is fastened with black cotton tape. Leg of mutton sleeves are trimmed with black embroidered brais at elbow and wrist. Lower sleeves have pintucks from elbow to wrist. The sleeves are lined with black cotton fabric. The back of the bodice is lined with black cotton fabric almost to the hem. A three cm piece of white and blue cotton tape is attached across the lower back with cotton ties at either end. The underarm panels are lined with brown cotton fabric and green satin inserted sections. The front has a separate lining with front opening and shaped with darts. Fastened with six buttons and buttonholes. Two shoulder pads on each side- one white piece under the shoulder and a green satin piece under the gathered section of each sleeve. Dark green full length skirt. Cotton fabric with alternating stripes of pulled thread pattern and wider stripe of small dot pattern. Skirt is made of three sections. Centre front panel widens slightly to hemline. Side panels continue around to join at centre back. Darts at both hips to shape sides. Panels widen to hemline. Inverted pleats at either side of back opening create fullness. Back opening(30cm) has insert of black satin joined to LHS of opening to enlarge the opening. Insert attached to waist band with two press studs. Two other press studs attach skirt to RHS of insert. Brown cotton waistband hand stitched to skirt. Ties attached to waistband at back opening- one cotton tape, one satin ribbon. Front centre panel has a piece of black satin stitched as lining from eighteen cm below waist (57cm deep). Stitched across and attached to side seams. Lower edge trimmed with black lace. Second piece of satin lining stitched to centre seam and stitched around the hip to partway across back.(Looks like a nylon petticoat cut in two pieces and stitched inside skirt as a lining). Hemline has fifteen cm piece of cotton lining attached and lower edge of hem has fringed cotton binding attached.. Side seams of front panel have decorative trim of embroidered braid extending seventy-six cms from waist. Braid then turned ninety degrees and continued in a horizontal zig zag line around to centre back seam (both sides) twenty cms above hem. Ivory coloured waist length silk wedding bodice with front opening. Silk fabric has alternating striped pattern of chequerboard pattern, running stitch pattern and diagonal woven pattern. The bodice is made of two layers of the silk fabric with cotton fabric lining. The front inner layer has two darts from the waistline. The back inner layer has a centre seam and three darts from the waist on either side. The outer layer on both front and back has three knife pleats falling from the shoulders creating a gathered effect. These side panels of pleated fabric create a deep V neckline by crossing over 5cm above the waist. The V shape neckline is filled with an insert of cream and dark green lace with a floral pattern. The lace insert extends to the throat to form a high round neckline. The neckline is edged with cream coloured woven cotton braid. The side edges of the outer layers are trimmed with cream lace with a floral pattern and 5cm zig zag peaked edges that extends from centre waist at the front, over the shoulders and to the crossover section at centre back where there is a decorative silk fabric flower stitched at the crossover point just above the waist. The front opening is fastened with fourteen hooks and eyes plus another hook and eye offset 5 cm above the waist at the crossover point. Set in long sleeves are in two sections. An inner layer of silk fabric widens to the elbow where two five cm frills of gathered tulle are attached. Each frill is edged with a row of silk stitching. Attached below the frills are two 7 cm strips of lace stitched together to form the lower part of the sleeve. The edge of the lace forms the hem at the wrist. Each sleeve has a 5 cm hemmed V shaped split from the hem at the wrist. The outer layer of the sleeve is bell shaped falling from the shoulder to the elbow. This section of the sleeve is edged with cream lace with a floral pattern and 5cm zig zag peaked edges that are stitched to the fabric of the sleeve. Ivory coloured full-length wedding skirt with train. The skirt is made in two layers. The under layer is made from cotton from the waist with a wide border of silk fabric - 18 cm wide at centre front, widening to 37 cm at the side seams. The back of this skirt extends to a train and the border widens to 48 cm. The border section is lined with cotton fabric. At the centre back, the border has two godet inserts to create fullness in the train. The outer layer of the skirt is of ivory silk fabric with alternating vertical stripes of a chequerboard pattern, a running stitch pattern and a diagonal woven pattern. The lower edge of the skirt is edged with an 18 cm border of lace patterned with embroidered circles. The edge of the lace forms a zig zag pattern of elongated V shaped peaks (7 cm). The front of the skirt dips to a V shape at centre front with the point of the V reaching the hemline. The back of the skirt dips below the front hemline in a U shape over the train. The waist band is made of cotton tape. The centre front of the waistband has an embroidered pattern in silk thread. The centre back opening is fastened with seven metal hooks with six cotton loops plus one metal eye on the waistband. There are two cotton tape hanging loops on either side of the inner waistband. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. These laces belonged to Mrs.J. Pardew. Edward James Pardew died in 26/9/1927 aged 92. He came to Orbost from New Zealand in 1886 and selected 720 acres of hill land in the Brodribb area. He was a member of the first Orbost Shire Council. His daughter had a fruit & meat shop in McLeod Street.
