X-Rays were first discovered on 08 November 1895. By 18 July 1896 staff members of the Ballarat School of Mines (SMB), were experimenting with the exciting new discovery. The history of x-rays began on 08 November 1895 at the University of Wurzburg in Bavaria. The discovery was officially announced on 25 December 1895. The first radiographs in Ballarat were taken at the School of Mines in July 1896 according to the Ballarat School of Mines (SMB) Annual Report. Frederick J. Martell, the Registrar of SMB arranged for the importation of tubes, while John M. Sutherland, an electrician, conducted most of the experiments giving 6 inch, 12 inch and 16 inch sparks respectively. In a short time brilliantly successful results were obtained, with some SMB Roentgen negatives taken at this time still in existence today. Samuel Ernest Figgis, H. R. W. Murphy, D. McDougall, and Frederick J. Martell carried out experiments at the SMB on Saturday evening 18 July 1896, producing 'perfect' negatives of a hand and wrist. A Roentgen Tube and an induction coil giving a two inch spark, the coil being sparked by the SMB's dynamo, were used to obtain these results. The Courier reported that 'the exposure of five minutes was ample' but concluded that 'the length of the exposure will be shortened as experiments proceed.' The Ballarat Courier reported on 20 July 1896 that: "Thanks to the energy of the staff of The School of Mines, Ballarat, and particularly to Messers F.J. Martell and D. McDougall, the assistance of Rontgen X-rays will soon be available, for the relief of suffering humanity, at this institution." Martell was an ardent amateur photographer, and Duncan McDougall's experience as an electrician has enabled the two gentlemen to carry their experiments on to a perfectly successful issue. At first these gentlemen, together with Professor Purdie and Mr W. Huey Steele, conducted a series of experiments by the aid of a Bonetti glass-plate induction machine which had been constructed by Mr McDougall. In each case the patient was suffering from the effects of an old wound or some other injury to other a hand or foot. One patient, a boy had a finger broken some years earlier and when xray plate of the injury was developed it indicated plainly the fracture on one of the joints of the third finger. In another case a woman had a foot had a foot X-rayed and the photograph revealed the seat of an earlier imjury to it. Likewise an injury to the bones of a hand of an elderly man was revealed by an x-ray photograph. Every X-ray photograph that evening showed the importance of this new development in electrical science and the doctors present agreed the "the results of the experiments on their patients, by showing the exact seat of the injury and its present condittion, would materially assist them iin supporting cures." Ballarat Teachers' College was opened on may 4th, 1926, at S.S. 33, Dana Street, with an enrollment of sixty-one students, its original staff consisted of the Principal, Mr W. H. Ellwood, M.A., m.Ed. (Chairman of the Teachers' tribunal from its inception in 1946 until 1954), Miss A. Bouchier, B.A., and Mr A.B. Jones, B.A. (Lecturers). In 1927 Miss P.A. Hamano joined the staff. Teaching practice and special rural school work were carried on in schools in or near Ballarat - drawing, crafts and singing were taught by local teachers. In 1927 the college moved to the old Ballarat East Town Hall (remodelled for their use) in Barkly Street. During 1927 the numbers in the College were augmented by twenty-six Manual arts students who had formerly received their training at Ballarat High School. Manual Arts students continued till 1930, when, on grounds of economy, their training was concentrated at Melbourne Teachers' College.\During the four succeeding years approximately sixty students annually entered the primary course. Inclusive of Manual Arts students, and private fee-paying students, exactly 400 trainees passed through the college in its brief span of life (1926-1931) Fourteen years were to pass before they were again opened to students on February 2nd, 1946. The college was re-commenced at S.S. Dana Street under the guidance of Mr W.F. Lord, M.C., M.M., B.A., Dip.Ed., (Acting Principal 1946-1950), and a staff consisting of Miss E.B. Hughes, B.A., Dip. Ed., Mr C.B. Bryan, B.A., V.Com., Dip.Ed., Miss M.H. Miller, L.Mus.A., and Miss G. Kentish, Dip.Phys.Ed. The opening ceremony was performed by the Minister for education at that time, the Hon. F. Field, M.L.A., accompanied by the Hon. T.T. Hollway, M.L.A., and the then Director of Education, Mr J.A. Seitz. It was originally intended to cater for women students only (for whom 130 Victoria Street was purchased as a hostel) but, at the last moment, men were also accepted. A co-educational college was thus set up instead, and has continued as such. The original Staff has been considerable augmented, and the number of Students has been more than trebled. 1951 saw the introduction of the two-year course, successful students being presented with the Trained Primary Teachers' Certificate at the final College assembly each year. In December, 1855, College held its first Graduation Ceremony, with its own Graduation hymn, the words of which were written by Miss C.M. Canty of the staff. Mr Ellwood, former Principal,delivered the occasional address and presented the Ellwood Prize to the outstading student of the year (Mr C.P. Handreck). Students who had successfully completed the course received their certificates from Mr E.B. Pederick, Chief Inspector of Primary Schools. College accomodation having been strained for several years, it was pleasant news when tenders were called in July, 1956, for the building of the first section of the new Ballarat Teachers' College in Gillies Street, near the Botanical Gardens. At the beginning of 1958 the new College was occupied, and staff and students have appreciated greatly the appointments and cacilities of the new buildign. In 1968 the three-year Diploma Course began, co-existent with the other courses which will continue during the transitional period. From 1851 the Victorian government required all men on Victorian Goldfields to carry a Gold License. The fee was one pound per month, and was payable in advance. There was agitation surrounding the gold license which was thought to be an excessive fee and did not give the bearer right to representation. On 03 December 1854 the gold diggers on the Eureka Lead fought a short battle against the army and police troopers. A few months later a new system of taxing gold diggers was introduced - the Miner's Right. The Gold License c allowed the bearer to 'dig, search for, and remove gold on and from any Crown Lands' within the district specified on the license. The license was not transferable, and had to be produced on demand. This has resulted in most surviving licenses showing evidence of having been folded and kept in a pocket.The Victorian Gold Licence was issued from 1851 until early 1855. Every man on a Victorian goldfield had to carry a valid gold license, so few survived the harsh treatment of being carried around a working goldfield. There was much dissatisfaction about what was thought to be an unfair mining tax (or gold license). On 29 November 1854 Ballarat miners burnt their licenses on Bakery Hill. On 3 December 1854 the Eureka Stockade Battle took place, resulting in the Goldfields Commission. The first Miner's Right was issued in late June 1855, and in July the first Local Courts were elected by miner's right holders. This gold license was issued around one year after the issue of the first Victorian gold license in August 1851, making it a rare early survivor.
