Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. There are bands applied to outside shoulder of the cape on both sides and constructed with a centre back seam. The cape was worn outside the hospital when walking from accommodation. The directory has a brown fabric cover which has been embossed. The embossing has been worn down and is hard to see. The title is written in gold foiling in the centre of the cover. The directory contains 73 pages of address listings and an additional 24 pages of advertisements. Each town has had its addresses listed by street location and a separate listing of the same addresses listed in alphabetical order by name of occupant. Additional handwritten pages were placed inside the front cover (2 A4 pages folded in half). Written in pen. Inside the front cover and back cover written in pen: "E.A. Bound book of 100 Certifications - "Hawthorn Tramways Trust - Certificate of Competency as Motorman". Consists of 100 pages of certificates, numbered 1 to 100, with butt of each certificate retained in the book. Bound with heavy card covers, red coloured on the outside of the covers, stapled with black binding material. Each Certificate numbered, in top left hand corner, giving date, employee name, date of birth and signed or initialled by the Engineer and Manager. In the top left hand corner of the book is printers logos - The Prahran Telegraph Printing Co, King St, opposite Town Hall, telephone 108W. Most certificates issue 29.12.1919. Certificates 1 to 58 issued by HTT 59 and 60 issue with HTT crossed out and MMTB written in. 61 to 75 and 92 to 99 removed from book and No. 100 removed altogether. No. 74 is loose.
