Marong was first incorporated as a road district on 27 August 1861, and became a shire on 23 December 1864. On 1 October 1915, the Borough of Raywood, which was gazetted on 17 January 1865 on 23.31 square kilometres of land 28 kilometres north of Bendigo was united with Marong. On 1 October 1990, the Shire of Marong became a rural city, under the Local Government Act 1989. In a report on 17 February 1994, the Local Government Board recommended that the five councils in the Bendigo region merge to form a "super city", with a population of about 81,000. Marong, Eaglehawk and Huntly had earlier objected to the proposal, and the Board noted a weak no vote against the merger proposal in a referendum in the region; about 70% had voted against, but with a turnout of between 30% and 40% of eligible voters. The three councils filed a writ in the Supreme Court, alleging failure to follow process by the Minister for Local Government, Roger Hallam, but by the time the new "super city" was announced, the writ had not yet been heard, and on 24 March 1994, the Rural City of Marong successfully applied for an injunction blocking the publication of the gazette the following day abolishing the five councils and appointing three commissioners. The government responded by introducing legislation, the City of Greater Bendigo Bill 1994, to Parliament, to effectively override the Supreme Court action, with Hallam saying "the bill would make clear that the Government is determined to achieve its objective for a more efficient municipal structure for the Bendigo region." Marong mayor Robert Hynes described the action as "terribly disappointing", adding, "One way or another, I believe it does mean an end to our fight... it seems the Government are above the law to me." On 6 April 1994, Marong voted to drop the Supreme Court action, effectively in doing so voting itself out of existence, and on 7 April 1994, the Rural City of Marong was abolished, and along with the City of Bendigo, the Borough of Eaglehawk and the Shires of Huntly and Strathfieldsaye, was merged into the newly created City of Greater Bendigo. The library committee had already commissioned a portrait of Sir Redmond Barry when they purchased this bust of Barry along with that of Justice Fellows. The library still holds the receipt for this purchase of 24 pounds. The purchases were probably part of the program of outfitting the library interiors and may have been purchased for the niches, that were later covered with the portraits, ironically one of these was of Barry. Redmond Barry is an important figure in colonial Victorian history, responsible for the establishment of key cultural institutions as well as a Supreme Court Judge for nearly 30 years, presiding over both the Eureka trials and the trial of Ned Kelly.The bust of Redmond Barry is of some interest as part of the original furnishings of the library. It represents one of a number of bust portraits of Barry and is of some significance as it portrays Barry, an important figure in Victorian history. This bust was commissioned and made in the years before Holroyd's retirement from the bench. It is not known precisely when the bust entered the Library collection or the circumstances of its execution and commission. Justice Holroyd (1828-1916) was a judge of the Supreme Court for 25 years, after a successful career at the bar. Charles Web Gilbert (1867-1925) was a largely self taught sculptor, only tackling the medium of marble in the years before World War One. After the war he made a number of War Memorials, but his best known work is his statue of Matthew Flinders, the explorer, in Swanston Street.The portrait of Justice Holroyd is of interest as an unusual depiction and commemoration of a Judge. Edith Louisa Cavell (4 December 1865 – 12 October 1915) was a British nurse and patriot. She is celebrated for saving the lives of soldiers from all sides without distinction and in helping some 200 Allied soldiers escape from German-occupied Belgium during World War I, for which she was arrested. She was subsequently court-martialled, found guilty of treason and sentenced to death. Despite international pressure for mercy, she was shot by a German firing squad. The context in which the hat was made and worn assists in establishing its potential historic significance. 'Bailliere's Victorian Gazetteer and Road Guide containing the most recent and accurate information as to every place in the Colony' (1870), describes the village of Vaughan as being located on the road from Daylesford to Castlemaine. In 1870 the Vaughan was deemed to be entirely a gold mining area, gold having been discovered in the district in 1853. Intriguingly the entry in the Gazetteer claims that the electoral division of Vaughan began at the junction of the Middleton Creek and the Loddon River, so perhaps the cap might have belonged to a member of a significant local family. In 1870, Vaughan had a population of about 1000 persons and included almost 300 dwellings. Articles from newspapers, published on Trove refer frequently to a Mr Middleton as a litigant in court cases before the Vaughan Court in the 1860s. By the 1870s, the Mt Alexander Mail, in an article on ‘Mining: The Pioneer Wheel’ describes the success of Mr Middleton and his Middleton’s Reef Gold Quartz Mining Company, which had built the largest water wheel in the Colony. The wheel was 20’ in diameter and 2’ wide. Quartz mining as practiced by companies such as Middleton’s had become necessary after the exhaustion of alluvial quartz mining deposits in the 1860s. So we can probably establish a link between the cap and a significant mining identity in the period in which the article was made. The historical significance of the cap is only one part of the story. Caps such as the Middleton example can also be items of aesthetic significance as they were typically, examples of women’s work, using published patterns in magazines such as the Ladies Home Magazine. While women might follow or adapt a published pattern, their choice of materials reflected what was available locally. The fine hand stitching on this example is evidence of high quality domestic needlework. The maker crafted the cap from five triangular pieces of cotton cloth, each piece lined with a faded yellow net. The net provides some stiffening for the cap and has a functional purpose in that it anchors the hand-stitched, looped design of yellow silk ribbon that decorates the surface of the cap. Gentleman’s smoking (lounging) cap believed to have been made in c.1860-69. The conical hat is made of a dark green cotton fabric embroidered with narrow ribbon of a paler green silk. The unlined rimless hat is made of four pieces of fabric. There is no evidence of the hat at one stage featuring a tassle. This book is a legal reference book used by the Bank of Australasia after 1899. The Bank of Australasia was incorporated by the Royal Charter of England in March 1834. The bank began in Australia on 14th December 1835, opening in Sydney. The Acting Superintendent of the bank at that time was David Charters McArthur. He was Superintendent from 1867-to 1876. The Melbourne branch opened on 28th August 1838 in a two-roomed brick cottage on the north side of Little Collins Street, where two huge mastiff dogs were used at night to guard the bank. The government also provided an armed military sentinel. Due to the bank's rapid growth, a new building for the Melbourne branch was opened in 1840 at 75 Collins Street West. By 1879 the bank had been upgraded to a magnificent two-storey building on the corners of Collins and Queens Streets, with the entry on Collins Street. In 1951 the Bank of Australasia amalgamated with the Union Bank to form the Australia and New Zealand Bank, now known as the ANZ. Then in 1970, the ANZ merged with both the ES&A and the London Bank of Australia to form the ANZ Banking Group Limited. The ANZ Banking Group Ltd kindly donated a variety of historic items from the Bank of Australasia. BANK of AUSTRALASIA, WARRNAMBOOL – In 1854 Warrnambool had two banks, the Union Bank and the Bank of Australasia. Later, completely different bank businesses opened; in 1867 the National Bank of Australasia, then in 1875 the Colonial Bank of Australasia. The original Warrnambool branch of the Bank of Australasia was established in July 1854, and operated from a leased cottage on Merri Street, close to Liebig Street. The bank later bought a stone building previously erected by drapers Cramond & Dickson on the corner of Timor and Gibson Streets. Samuel Hannaford was a teller and then Manager at the Warrnambool branch from 1855 to 1856 and the Warrnambool Council chose that bank for its dealings during 1856-57. In 1859 Roberts & Co. was awarded the contract to build the new Bank of Australasia branch for the sum of £3,000. The land was on a sand hill on the northeast corner of Timor and Kepler Streets and had been bought in 1855 from investor James Cust. The new building opened on May 21, 1860. The bank continued to operate there until 1951 when it merged with the Union Bank to form the ANZ Bank, which continued operating from its Liebig Street building. Warrnambool City Council purchased the former Bank of Australasia building in 1971 and renovated it, then on 3rd December 1973 it was officially opened as the Art Gallery by Cr. Harold Stephenson and Gallery Director John Welsh. The Gallery transferred to the purpose-built building in Liebig Street in 1986 and the old bank building is now the Gallery club. Staff at the Bank of Australasia in Warrnambool included the following men but others were also involved: Samuel Hannaford, Teller then Manager from 1855-1856; W H Palmer, Manager from January 1857 until November 1869 when the Teller Basil Spence was promoted to Manager; H B Chomley, Manager from April 1873 and still there in 1886; A Butt, Manager in 1895-1904; J R McCleary Accountant and Acting Manager for 12 months, until 1900; A Kirk, Manager 1904; J Moore, staff until his transfer to Bendigo in December 1908; J S Bath was Manager until 1915; C C Cox, Manager until April 1923; Richard C Stanley, Manager 1923 to April 1928. The book has historical significance as it is connected to the Bank of Australasia which was established in Australia in 1835 by Royal Charter during the early Colonial period of Australia's history. The book was used as a reference to financial law by the Bank. The book is significant for its association with the Bank of Australasia in Warrnambool, the first bank in Warrnambool, established in 1854. The bank continued to operate until its merger in 1951 when it became the ANZ Bank, which is still in operation today. Letter written on paper with letterhead and crest and dated July 24 1877. The writer says the accompanying letters were read and he was entrusted to return them and state that if the Auditors of the Court will examine the accounts of late Bro Weylance and find him financial at the time of his decease you can obtain certificate of death and forward the usual declaration to this Sistrict. Also a reference to General Law 23. He also says he will return certificate of death of late Bro Luffsman to be filled in by the Surgeon - Cause of Death. Signed John Waller. A Frank Sugg 'Court' tennis racquet with solid convex throat, and fine-grooved handle with fish-tail butt. Model and manufacturer's names impressed across the throat and along the shaft on the obverse, respectively. A circular cavity across the throat on the reverse may have contained a medallion featuring manufacturer's details, similar to the decal situated immediately below.
