A community-led project to contribute to a vision for the Shire of Nillumbik. Between October 2011 and June 2012, Nillumbik Shire Council undertook a community information gathering project to ask residents "what is your vision for your local community?” Picture Nillumbik represents a collection of responses from community groups, schools and households via online submissions, photos, interviews and workshop contributions. The resulting document provides a snapshot of the values, ambitions and resilience of Nillumbik communities. The project aimed to inform community planning and identify how Council can work better with residents. Update of 1st editon by Jock Ryan published in March 2003. 2nd edition (Revised) Nillumbik Historical Society December 2017 Brief history of the agitation and eventual extension and opening of the Hurstbridge Railway line from Eltham to Diamond Creek, Wattle Glen to Hurstbridge, which was opened in June 1912. Includes details of events thereafter including Wattle Day and Railway accidents. Profusely illustrated with black and white photographs from the collection of the Nillumbik Historical Society (Diamond Creek). Agitation for a railway extension began in 1888 when a meeting was held at Arthurs Creek to press for the construction of a railway line from Heidelberg to Kinglake. The Chairman Mr Charles Draper said this was necessary because this was the best fruit growing district in Victoria. Mr Cameron M.P. pointed out that whatever route the line took it would have to follow the Diamond Valley from Eltham. At the same time another meeting was pressing for the line to be extended to Queenstown (St Andrews). However when detailed surveys were made it was discovered that the only possible route was to Hurstbridge because of the hills. In 1912 the railway was opened terminating at Hurstbridge. Eltham Primary School - original part of present school built 1875-1876 prior to any additions. Photo appears to have been taken prior to modifications made in 1913 and certainly prior to extensions made in 1920/21. In 1983, the National Trust advised the Shire of Eltham that it was investigating a number of trees within the shire which had been nominated for recording the Register of Significant Trees of Victoria. The trees involved were described in the Shire of Eltham Historical Society Newsletter No. 29, March 1983 as follows:- 1. Eucalyptus melliadora (Yellow box) . a) An outstanding mature specimen 42 metres high in Laughing Waters Road, Eltham. b) Another mature specimen in Arthurs Creek road, Hurstbridge is reported to be the tree under which the bushranger Robert Bourke was tied after he shot and killed Henry Hurst in 1866 . 2. Quercus robur (English Oak). a) "Donaldson's Oak", Donaldsons Road, Kangaroo Ground was planted by John Donaldson from seed collected from Windsor Great Park in 1878. b) "Wippells Oak". This now misshapen tree is located on the St. Andrews Road near the Kangaroo Ground Fire Station. Its origins may have been similar to Donaldson's Oak, and as a young tree it apparently slipped from higher up the hill during wet weather. Both oaks are of local historical importance. 3. Eucalyptus globulus (Blue Gum). A large mature specimen at the corner of the Kangaroo Ground-St. Andrews Road and Bakehouse Road, Panton Hill. 4. Plantanas acerifolia (Plane tree) A number of trees forming the Avenue of Honour to Eltham's First World War soldiers along Main Road between Dalton and Pitt Streets, Eltham. 5. Pinus canariensis (Canary Island Pine), Pinus pinea, (Stone pine) and Cedras altlantica, (Cedar) These trees are located at the Hurst family graves in the grounds of the Hurstbridge Pre-school Centre. In 1991 the Shire of Eltham introduced controls into its planning scheme to protect sites of architectural, historic or conservation interest and significant trees. The controls were approved by the Minister for Planning and Housing. As advised in the Shire of Eltham Historical Society Newsletter No. 78, May 1991, a planning permit is required to demolish or alter any listed building or to destroy, lop or remove any listed tree. Provision is made for comments to be obtained from the National Trust or Historic Buildings Council in considering any applications. The buildings and trees listed were: Buildings: 250 Bolton Street Eltham (former Walter Withers home) "Rosehill" - Bonds Road Lower Plenty St Andrews Church of England - St Andrews "Montsalvat" - Hillcrest Avenue Eltham St Margarets Church and former vicarage - Pitt Street Eltham Presbyterian Church - Kangaroo Ground Parks and Environment Office (former police quarters) Main Road Eltham Former Court House - Main Road Eltham "Shillinglaw Cottage" - Main Road Eltham "The Robins" - Kangaroo Ground Road Warrandyte Trees: "Donaldsons Oak" - Donaldsons Road Kangaroo Ground Yellow Box - Laughing Waters Road Eltham Yellow Box - Arthurs Creek Road Hurstbridge Wippells Oak - St Andrews Road Kanqaroo Road Pines and Cedar - Hurst family cemetery Greysharps Road Hurstbridge Yellow Box - Parsons Road Eltham A large Blue Gum at Panton Hill has been listed but has recently died (1991). In 1993 work by Council Parks and Environment staff and volunteers resulted in the preparation of a Significant Tree Register listing forty-one trees or groups of trees. According to Shire of Eltham Historical Society Newsletter No. 91, March 1993, a similar number remained to be assessed for inclusion in the register. There is a wide range of indigenous and planted trees on private and public land and extending through the Shire of Eltham from Lower Plenty to Kinglake. Most can be viewed from publicly accessible locations. The Significant Tree Register lists 41 trees or groups of trees throughout the Shire. It contains a wide range of naturally occurring and planted trees. They have been assessed according to eleven criteria including size, age, rarity, historical value and the like. The list includes large old Red Gums at Lower Plenty, historic Oaks at Kangaroo Ground and Mountain Ash at Kinglake. The register includes a set of slides showing each tree. Garry Bartlett of the Council's Parks and Environment Section and Faye Shepherd were extensively involved in establishment of the register (Newsletter No. 93, November 1993). In 1999 Niliumbik planners prepared an amendment to the Planning Scheme to provide protection for approximately 200 of the places listed in the heritage studies and also in the Significant Tree Register commenced by the Eltham Council (Eltham District Historical Society Newsletter No. 127, July 1999. In 2004, The Register of Significant Trees was presented to the Eltham District Historical Society by Nillumbik Shire Council as part of a wider collection of of its memorabilia of the former Eltham Shire Council (EDHS Newsletter No. 159, July 2004. Album of loose handmade paper sheets contained within a handmade slip cover constructed of handcrafted card with encapsulated flora material (flowers, vines, ferns) and tinted. Each page also contains an embedded/adhered fern leaf also tinted with lacqueur or similar, text as appropriate in ink by hand calligraphy. Each page also has a white protective sheet cut to size and adhered to back surface with sticky tape and folded over face of page. Pages variously have photographs and coloured masks adhered with a gum resin. Over time much of this resin has let go and photos/masks have been reattached using acid free archival safe adhesive. 15 pages 41 x 29 cm inclusive of 3 blank pages. Launch of "Pioneers and Painters: One Hundred years of Eltham and its Shire" by Alan Marshall. The history was commissioned by the Shire of Eltham and published as part of the Shire of Eltham centenary celebrations. Cr. G.C. Dreverman, Cr. A.F.C. Glover and Mr Robert W. Fell, M.L.A. for the electorate of Greensborough. Fell was a founding councillor for the Shire of Diamond Valley in 1964. He served as M.L.A. 1970-1973. Three men and a dog stand on the verandah of the Hotel de France in Panton Hill, built about 1864. The hotel, store and post office were all under the same roof and were burned down in a fire in September 1904. Reproduced on p40 of 'Pioneers & Painters' Mr Robert Harris (centre) was associated with the paper for forty-seven years. The Printing office of the 'Evelyn Observer' at Kangaroo Ground operated from about 1872 until it became the 'Advertiser' and moved to Hurstbridge during the 1914-1918 war. The building was then used as Shire Office, later destroyed by fire 8 Feb. 1934. View looking north along Main Road, Eltham from near present day Dudley Street. On the immediate left is the railway station. The large weatherboard building on the bend (opposite present-day Arthur Street) with signs for General Store, Refreshments and Summer Drinks painted on the side is Luther and Ada Haley’s General Store and Bakery, built 1902. This was the first building in what is now Eltham’s present shopping town centre. Haley previously ran the General Store and Bakery on the corner of Main Road and York Street until his lease expired and the premises were bought by Mrs Sarah Burgoyne in 1902. The store later was known as Staff's Store. Followed by the saleyards, entrance to station, slaughter yard and William J Capewell’s butcher shop. Contained within the saleyards facing the street, a small shelter with the name H.H. Clark upon it. Horace Harold Clark was the son of Eltham State School’s first Head Teacher, David George Clark. As well as being a farmer, he was an Estate Agent and conducted auction sales, presumably from this shelter. On the eastern (right) side of Main Street is Haley’s Paddock, which was used on occasions for community picnics. Capable of holding 10,000 people, with ample shade and hilly surroundings it was an ideal place for any community gathering such as the State Schools’ Picnic in 1904. A worker from the bakery store is standing in the gateway at the rear of the store observing the photographer. People in the ‘Sunday Best’ are milling in front of the bakery or strolling down the centre of Main Road. The picture was most likely taken on a Sunday. With the opening of the railway to Eltham in 1902, Melbourne residents would regularly enjoy a Sunday excursion journey on the train to Eltham for a day’s outing to the countryside or beyond to Hurstbridge from 1912 when the railway was extended. Picture dated as c.1910 based on similar picture published in the Weekly Times, Feb. 1912. Pindarri was the name of the property on which artist John Serle lived on Pindari Road, St. Andrews. Colour painting reproduced on page 11 of "Pioneers & Painters: One hundred years of Eltham and its Shire" by Alan Marshall (1971). This chapter 1 "In the beginning" gives a physical description of the area: "Thick forest covered all the higher mountain ranges .. These areas were all heavily timbered, associated grasslands and eucalyptus extending from the thick forest country across undulating hills to the Yarra... The timber in general is gum, oak and Banksia, the two later are small, the gum two to four feet of diameter and from then to thirty feet high; on some of the low ground somewhat larger. The forest was open with little scrub..." The artist John Serle (born 1928) was the first local artist to become a councilor for the Shire of Eltham. He also worked for the Shire of Eltham grading roads. The Shire of Nillumbik hold a similiar painting in their collection (access via Victorian Collections) titled: Untitled (bush) Donor details on file. Location of original painting unknown.
