St Kilda was declared a city on 2/12/1890 by the Governor of Victoria The Right Hon. John Adrian Louis Hope, the Earl of Hopetoun, GCMG (28/11/1889 - 12/07/1895). This event was commemorated 100 years later, on 2/12/1990, by the unveiling of a plaque by the current Governor Dr J. Davis McCaughey AC (18/02/1986 - 22/04/1992). Also in commemoration of the centenary, a conservatory in the St Kilda Botanical Gardens was opened that day by the Mayor, Cr. Melanie Eagle. Charles Leslie Mitton (1905-1968) was a pharmacist at 131 Union Road, Surrey Hills from 1933-1968. DOD 30/04/1968. Prior to coming to Surrey Hills, he was a pharmacist in Newmarket (Ref: 1931 electoral roll). He and his wife, Ethel Sylvia Elizabeth Mitton (nee Stevenson) lived at 65 Union Road. They were married in 1933 and had 2 sons and a daughter. He was followed in the business by his son John and daughter Rosalind. Emma was one of the first white children born in the Barrabool Hills (Geelong) to parents Richard and Elizabeth Phillips. Emma Eliza Jane Phillips was one of the first white children born in the Barrabool Hills (South Geelong) in the Port of New South Wales on 25/04/1844 and died at "Gracedale" Yendon 12/10/1925, age 81. Emma was the daughter of Richard Price Phillips and Elizabeth Anne Goodenough. Richard, originally a coach plater, was the licensee of "The Thistle Inn", a small hotel on the corner of Corio and Yarra Streets. Elizabeth appears to have had a dressmakers shop around the corner in Yarra Street. Emma married Thomas Watson in Ballarat in 18--? Thomas William Watson was born in Harston, Cambridge, England on10/11/1838 and died at "Gracedale", Yendon, Victoria, Australia 27/04/1920, age 81. He came to Australia seeking gold but instead of finding a fortune he worked for the Victorian Railways. After living in Sebastapol and Ballarat North they settled on a small farm at Yendon named "Gracedale" They were married in Ballarat at Saint Paul's Church of England in Ballarat East. Emma sang in the choir and was a member of the Ballarat Philharmonic Society. They first lived in Sebastapol, then Crompton Street, Ballarat North before building a house at Yendon. Thomas and Emma had 10 children, five boys and five girls, also rearing 3 grandchildren. By 1905 there was an Orbost Bicycle Club. E. Donchi was a member and was a successful competitor around 1927. It is likely that the Orbost Cycling Club disbanded during WWI, and evidence from the Snowy River Mail is that it reformed again in 1945. There is no doubt that bikes were a dominant form of personal transport until the 1960s when cars ownership became more common, although children still rode to school. As far as theOrbost Cycling Club was concerned, the golden years were from 1945 to 1950. The period between the First World War and the 1950s was the heyday of cycling. After 1900 the efficient mass production of standardized safe bicycles, as well as the wider availability of second-hand bicycles, caused rapidly dropping prices and it was therefore easier for people to purchase a bicycle not only for utilitarian use but for racing. Glendonald School for Deaf Children was run by the Victorian Education Department. It provided education and some residential services for deaf children. The school was situated in Marshall Avenue, Kew and operated from 1951–91. Deaf children whose families lived too far to travel daily were housed in a grand Victorian mansion in Belmont Avenue, Kew, the John Cannon Hostel. The school and hostel also accommodated a small number of wards of the state.
