Benjamin Jackson Bartley was elected to the Indigo Road Board in 1871 and became the Chairman. Three years later when the Indigo Road Board became Chiltern Shire Mr Bartley became the first Shire President. This position he held for eight consecutive years and again in 1883-1884 and 1895. This is a recored time in office in Local Government. Mr Bartley commenced a cordial factory in Chiltern in 1859 and a Brewery in 1871. A gold framed rectangular photograph with paper backing.
