The E.J. Tippett Library is named after the late E.J. Tippett who was a long time President of the Ballarat School of Mines Council, and library advocate. In February 1985, the first sod for the new SMB Campus building was turned by the Minister for Planning and the Environment, the Hon. Evan Walker, M.P. The overall responsibility for the building rested with the Public Works Department in association with the SMB Campus architect, Ewan Jones & Associates and the builder, S. J. Weir Pty. Ltd. They put together the facility that is both functional and of a style that merges with the surrounding architecture. The new building was opened on 04 July 1986 by Governor of Victoria, His Excellency Dr Davis McCaughey.Two colour photographs showing the exterior of the E.J. Cologne Cathedral is a renowned monument of German Catholicism and Gothic architecture and is a World Heritage Site. It is Germany's most visited landmark, attracting an average of 20,000 people a day. (Wikipedia) Though not targeted itself, the cathedral was very near to the central railway station and suffered fourteen hits by aerial bombs during World War II. Badly damaged, it nevertheless remained standing in an otherwise completely flattened city. The twin spires were an easily recognizable navigational landmark for Allied aircraft bombing deeper into Germany, which may explain why the cathedral was spared. Repairs were completed in 1956. An emergency repair on the northwest tower's base carried out in 1944 using poor-quality brick taken from a nearby ruined building remained visible until 2005 as a reminder of the war, when it was decided to restore the section its original appearance. Norman JELBART (1916-1984) Norman Thomas Jelbart studied Historic Ornament Parts I and II as part of his training at the Ballarat Technical Art School to become an architect. Ponsonby May Carew Smyth was born at Cork, Ireland, Carew-Smyth studied at the Belfast School of Art and Design. Carew Smyth taught at the national Art Training School, London and Rugby School. He arrived in Australia in January 1891, and was appointed Principal of the Ballarat Fine Art Gallery School (Ballarat West Technical Art School) from 1891 to 1899. In 1907 Carew Smyth was Chief Inspector of Art for the Victorian Education department. He designed commemorative wall plaques for state schools after World War One. Perceval Selwyn Richards (ARVIA) was a Ballarat architect who from 1900 to 1940 was responsible for innovative Edwardian and Art Deco style buildings in the district. In 1904 his office was at the Mercantile Building on the corner of Armstrong and Dana Streets, Ballarat. Perceval Selwyn Richards was born 21 July 1865 at Christchurch, New Zealand. He married Alice Emma Nicholson. Percy Richardson sailed to Melbourne, Australia in 1887 to find employment in an architect’s office. On arrival in Ballarat started as an assistant in the architectural firm of William Brazenor, where he worked for six years before continuing with the business after Brazenor's death. He taught Architecture at the Ballarat School of Mines from 1918 to 1921. As well as his work from the Ballarat and District Anglican Diocese and the Ballarat and the Western Districts. Ballarat & Clarendon College is also one of his designs. The University of Ballarat inherited the Camp Street Arts Precinct. As the functions of the former public buildings were moved elsewhere, the Victorian Government of the time recognised the importance of maintaining the heritage buildings and the opportunity to create a cultural precinct extending from the Art Gallery. The 19th century architecture along Lydiard Street and the dogleg bend of Camp Street define the precinct. With substantial financial assistance from both State and Commonwealth Governments, the Art Gallery Ballarat has been extended through to include the 1884 Police Station on Camp Street. The Post Office building (1864-1887) was acquired for the University. The 1904 and 1941 Courthouses and the c1900 Public Library building were also included. Two new buildings have been constructed.
