The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat has a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. In 1990, it was renamed the Monash University College and in 1993 became the Gippsland Campus of Monash University. In 2016, Federation University Australia announced plans to take possession, over a two-year period, of Monash’s Berwick Campus in the south-east corridor of Melbourne. Federation University Australia, or FedUni, is headquartered in Ballarat and offers programs in Higher Education and Vocational Education and Training to regional Victoria and beyond. The University’s commitment to educational and social equity, teaching excellence, research distinction, environmental sustainability and regional capacity building has enabled it to develop in a way that draws on its proud heritage to inform its future. Its regional character sets a framework for the University’s priorities but does not constrain it from serving wider community interests, nationally and internationally. Bella Guerin was born on 23 April 1858, at Williamstown, Victoria. She studied at home to matriculate in 1878, and then gained her Bachelor of Arts from the University of Melbourne in 1883, becoming the first woman to graduate from an Australian university; she followed this with a Master of Arts in 1885. She taught at Loreto Convent, Ballarat, urging the establishment of higher education scholarships to produce ‘a band of noble thoughtful women as a powerful influence for good’. She married an elderly poet, Henry Halloran, who died shortly afterwards leaving her with a young son, Henry. She returned to teaching and from the mid-1890s frequented suffragist circles. A second marriage in 1909 to George D’Arcie Lavender was also short lived. Bella Guerin was vice-president of the Women’s Political Association from 1912–14 and co-authored Vida Goldstein’s 1913 Senate election pamphlet. However, dual membership of the non-party feminist camp and the Labor Party was prohibited by the latter in 1914, so from that date she campaigned for the Victorian Socialist Party and the Women’s Socialist League, speaking out on a range of controversial issues. She led the Labor Women’s Anti-Conscription Fellowship during the 1916 referendum campaign. In 1918, as vice-president of the Labor Party’s Women’s Central Organising Committee, she caused controversy by describing Labor women as ‘performing poodles and packhorses’ who were used for fundraising but under-represented in policy decisions—and she was right. Bella died in Adelaide on 26 July 1923 of cirrhosis of the liver and is remembered for her idealism, her oratory skills and her commitment to equity for women. Associate Professor Catherine Laffey has been described as a changemaker and educationalist. In 1993 she was the ALP candidate for Ballarat Province, and stood as a candidate for the Australian Labor Party in the Legislative Council Province of Ballarat at the Victorian state election, which was held on 30 March 1996. On 18 March 1999 University Council approved the appointment of Ms Catherine Laffey to the Human Research Ethics Committee as a member co-opted from the TAFE Sector. In 2005 she was elected to University Council as the TAFE Representative, and around 2007 the Univesity of Ballarat Consultative Committee. Catherine Laffey was appointed Head of the School of Human Services in 2009. This work was commissioned by the University of Ballarat (later Federation University Australia) at the suggestion of University lecturer Janice Newton.The composers brief was to provide fanfare/processional - type music that reflected both something of the early history of Ballarat and something of the goldfields. 'Look Out Below' and the medieval university tune 'Gaudeamus Igitar' has been incorporated into the body of the music. The discerning ear may pick out these tunes being played independently or together, in snatches or longer segments, throughout the piece. Rosalie Boninghton (9.4.1946 - 21.12.2011) was born in Ballarat. She studied composition under Keith Humble, Ian Bonington, Theodore Dollarhide and Lawrence Whiffen from the University of Melbourne and completed her Master of Arts (Music) at LaTrobe University in composition with a thesis on 'Contemporary Liturgical Music and the Composer. In 1967 Rosalie was awarded the Coutts Memorial Prize for Composition from the University of Melbourne. She has also won the national Song of Jubilee competition (1999), and was co-winner of the national Competition for Liturgical Psalm-Setting (1983). An A3 score of fourteen A3 pages for brass, woodwind and timpani. The pages have been inserted into an A3 display book. An collections of A4 scores for each musical instrument is also located in the A3 display book. This gown was worn by Shirley Falkinder (nee Ogden). She was the principal nurse educator and lecturer at the Ballarat Base Hospital from 1973-1985 when nurse education was hospital based. She was seconded to prepare the Accreditation document for a three year "Diploma of Applied Nursing", which commenced at the Ballarat College of Advanced Education in 1986 and she retired in 1989. Shirley continued her interest in the education of nurses and became the Vice President of the Ballarat University College Council in 1990 and President in 1991.A black polyester and wood academic gown with a wide red (edged with white) silk lapel. Across the shoulders and below the back yoke there are padded pin tucks which form gathers. The long sleeves reach to within 8 cm of the hemline of the garment.
