Elaine Mann was married to David Mann, a successful Wodonga businessman and community leader who passed away in Wodonga in June 2012. David was a member of the Mann family who began their business in Wodonga in 1920. Elaine was a teacher in Wodonga for many years and an active member of the community.This photo collection is of significance as it documents how the businesses and buildings in Wodonga have evolved and contributed to community throughout the late 20th century.This was Wodonga's second police station, built in 1900. It was built on High Street, next to Bond Street. The Court House can be seen in the background. The building was formerly used as a custom-house or bond store where people paid import duties on goods coming into Victoria from other states, including N.S.W. This is reflected in the street name. The Court House was destroyed by fire in 1964. This police station was in use until a move was made into a new police station in Elgin Street (next to Elgins Hotel) in December 1967. During the depression of the early 1930s, men on the dole carried out work for the Wodonga Shire Council. One of the projects during the term of councillor Mick Martin, as shire president, was to seal the footpaths in central Wodonga. Local business people supplied the cement. The police department refused to fund the cement for its section of High Street, north of the railway line, which included the police station and the courthouse. The then licensee of the Terminus Hotel offered to provide the cement for sealing the footpath in front of the police station and courthouse. This offer was made on the condition that tiles bearing the words Terminus Hotel be inserted into the footpath pointing toward the hotel.The police objected but the hotel licensee, Tex Bailey, won the day. As a result, his hotel’s tiled name was inserted into the footpath in front of the police station. Cr Mick Martin’s son, Des, wrote to the council in 1967 asking that the sign be preserved and it was moved to the Terminus Hotel and placed in the footpath there.The Terminus Hotel was one of the earliest hotels in Wodonga with clear links to the establishment of the railway line. It was an important business and meeting place for social gatherings.The name, Terminus Hotel worked into the brickwork of the footpath when they were surfaced by sustenance workers during the 1930s Depression. The Wodonga Hotel was constructed in 1940 at a cost of £10,000. It is now called Elgins Hotel. It was established after the transfer of the licence from the Halfway Hotel. This was the result of a lengthy hearing before the Licensing Board over two days in December 1939, There was some opposition from established guest house keepers and hotelkeepers. G. A. Adams, owner of the Carriers’ Arms Hotel was refused a hearing as he was not a resident, so Rachael Spence his manageress objected on the ground that it would do her hotel a lot of harm. Mr Luke Murphy represented the applicants, Irene Weatherall and Lena Pickering. He stated that the new structure would be of brick, cement and iron and contain 22 rooms. The site was near the municipal sale yard and near the railway station, and, he pointed out the trucking industry, which he believed to be larger than any other in Victoria, outside of Melbourne. The hearing was told of the bad state of the Half Way Hotel, having been there for almost 100 years. Luke Murphy was quoted as saying “If Hovell were here he could give evidence on that.” The lack of accommodation and quality accommodation at Wodonga hotels was frequently heard of. Costa’s Wine Café had very excellent accommodation for but only five or six people. The lessee of the-tea rooms at the municipal saleyards, also gave evidence. Mrs Lowden said that on sale day she served up to 130 dinners in addition to 10 or 20 breakfasts, and almost continuous light lunches. She did not think a hotel would provide a needed facility for patrons of the saleyards. In April 1940 the application was granted on the condition that premises were erected within 42 weeks. The hotel was used for soldier accommodation during World War II and experienced a boom period when Wodonga saleyards were located across the road. Irene House behind the pub also was constructed in the 1970s when Albury-Wodonga had been identified as a National Growth Centre by the Whitlam Labor government. Sikh hawkers were a regular sight throughout the Wodonga and Upper Murray district in the early 20th century. The regular visitors to the area included Pola Singh and Gambil (Gamble) Singh. Gamble Singh often camped on McKoy’s Moorefield property in West Wodonga and several other places around the district. Gamble was also a horse breeder and had several draught horses to pull his wagon. Like many of the hawkers he worked hard to send money back to support family in India. He apparently returned to India about 1950, but left some money in the Bank of NSW in Wodonga in case he returned. He allegedly died soon after and the money was eventually able to be claimed by his nephews in India. A small overlooked park in Wodonga is named the “Gamble Singh Park” in his memory. J. Flanagan who operated the Halfway Hotel commented on having as many as seven or eight bullock teams “yoked” overnight to the fence outside the hotel as well as 100 or more Indian hawkers – led by the fondly known Pola (Pollah) Singh. The hawkers returned to Wodonga annually to renew their hawkers’ license and camped on the flats, or also came to Wodonga to collect orders at the railway station to stock up their supplies. Pola Singh was often based at the Colac Colac reserve near Corryong and had on board his compatriot Isar Singh. He often acted as an intermediary between the individual hawkers and the authorities. Unfortunately, it was Pola’s habit to walk in front of his wagon at the start of each day. On the morning of 23 June 1923 his horses were restive and hard to control. They took flight and ran Pola down on the road near Cudgewa. He was rushed to the Corryong Hospital but died there a few days later, aged 65. Pola was cremated, with some of his ashes scattered in the Murray River and some returned to his homeland to be scattered in the Ganges River. His cremation was listed in the Obituary page of the Weekly Times, Melbourne on Saturday 14 July 1923. This image of the Ralph Falkiner’s Mueller Petrol-Electric Road Train was taken in Wodonga in February 1914. Imported from Germany by Mr Ralph S Falkiner in late 1913, the train’s inventor, Major W A Mueller with two assistants, came to Melbourne to assemble then commission the train. The train cost Mr Falkiner about £13,000 plus £4,591 import duties. The Falkiner family were sheep breeders in the Western Riverina and he hoped to use the road train primarily to convey wool to the railways for despatch to Sydney. The train was 216 feet long, weighed 43.5 tons with a top speed loaded of 6-8m/h and petrol consumption up to two gallons per mile. Its first Australian journey was to haul 50 tons of cargo to Edmondson & Co at Wagga Wagga, 277 miles away. The journey from Melbourne was plagued with problems including broken cylinders and crank shaft and overheating as it was not designed for Australian climatic conditions. Three months after leaving Melbourne it arrived in Wodonga. A series of problems between Springhurst and Wodonga, including broken cylinders and valves caused an eight day delay. Some of the cargo was off-loaded in Albury, then after repairs the train continued on to Wagga where it arrived in May 1914. After unloading there, the road train was taken to Mr Falkiner's Groongal Station, near Hay and subsequently made several long trips into drought-stricken areas or the Western Riverina. Eventually the dream collapsed when the engines gave out after the train bogged in the sticky black soil of the Hay plain with 251 bales of wool on board. The train was finally railed back to Melbourne and stored but destroyed when the warehouse burnt down. In this photo, the road train is drawn up outside the Wodonga Stores and Bakery owned and operated by George Leighton. Mr Leighton began his business opposite the Terminus Hotel in Sydney Street, Wodonga in 1885. His business included a general store, stocking groceries, ironmongery, drapery, crockeryware, boots and shoes as well as a bakery. He was very actively involved in the community and served on the Wodonga Council for 18 years including three terms as Wodonga Shire President in 1901 – 02, 1910-11 and 1913-14. He was also Chairman of the Wodonga Waterworks Trust for several terms. Mr. Leighton also took a prominent part in the movement to establish a Public Library in Wodonga. His other involvements including being a Founder of the Wodonga Lodge of Freemasons, Honorary Treasurer of the Wodonga Bulldogs Football Club and Secretary of the Wodonga Racing Club. The sale of stock in Wodonga goes back to its earliest history with yards being operated on the site now occupied by Elgin's Hotel and the Centro Shopping Centre, located close to the railways. Horse sales were an important part of the history of the Wodonga Saleyards. Horses were bred in north-east Victoria for the Indian Market, and records show that a truck load of horses left Wodonga Station in 1875. Campbell & Sons commenced selling horses at the Elgin Street site in 1895 and they conducted regular sales in association with Younghusband Ltd. Campbell & Sons was a Melbourne-based company, which eventually merged with Wright Stephenson & Co. Wodonga and Towong Sentinel of Friday 3rd March 1899 reported “Buyers attended from Bendigo, Ballarat, Calcutta, Madras, Singapore, The Islands, Gippsland, Dandenong, and Melbourne. Indian remounts brought up to £32 10s, draughts to £25, medium draughts to £18, town hacks and harness horses to £32, buggy pairs to £65, and light weedy sorts to £5.” After World War II, large numbers of mainly Clydesdale working horse teams were driven to Wodonga for sale. The March horse sale was the biggest and most important event of the year with overall yardings of 1,000 horses sold over two or even three days. It was a very busy period. All the horses were put through the ring singly, usually by Felix Grundy and generally caught and mouthed by Harold Boon, Andy Elliot or Toy Mulqueeney. The majority of the horses sold were trucked by rail from Wodonga. The Land Boom of the 1880s accelerated the rate of subdivisions in Kew. This subdivision, 'Kew! Kew!' was also impacted by, or resulted from, the decision by the Victorian Government to construct the Outer Circle railway. Construction of the railway began in 1888 and was completed in 1891. Plan of an 1888 subdivision bounded by Bulleen Road (now High Street), Gladstone Street (now Campbell Street?), Park Street (now Adeney Avenue), and Belmore Road (now Harp Road). The 16 lots in the proposed subdivision are bisected by the route of the Outer Circle railway, and next to the proposed Normanby Station (later renamed East Kew). On the plan, local landmarks such as the tram terminus, the Harp of Erin hotel, and the station are located. The street where the lots are numbered , was called Welsh Street on the plan as this was the name of the vendor. Surrounding land owners are also named: G. The single storey Royal Hotel was built on the SE corner of Brook and Evans Street in 1861, two years after a rail service reached Sunbury. It occupied that site until July 1936 after a fire destroyed the building. It was decided to demolish the old hotel and replace it with a modern building. The first stages of the building's demolition have been captured in this image.The Royal Hotel was one of the first hotels to be built in Evans Street when businesses moved from Macedon Street closer to the station after rail services came to Sunbury in 1859.A non-digital black and white photograph of a single storey hotel building being demolished. The Eltham Court House is Eltham's oldest public building. It was classified by the National Trust in 1977. In 1857 five Eltham residents petitioned the licensing magistrates of the Heidelberg district asking for better police protection, including from itinerant gold prospectors who turned to crime when their quest was unsuccessful. In response the Eltham Courthouse was constructed in 1860. Over the years it has also been used for other activities, including for electoral polling purposes, inquests, early meetings of the Eltham Roads Board and even as an overflow classroom. This type of localised solution is characteristic of the self-reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community. The Eltham Courthouse is historically significant because its construction was intended to emphasise the centralised control over law and order in the Colony of Victoria in the wake of the 1852 Snodgrass committee report on the Victorian police force and the resulting Police Regulation Act (1853). The nature of the Court House planning and use of architectural devices make the building's function easily interpreted. The arrangement of rooms, with public entry and clerical rooms to the rear, and the use of raised floor levels throughout these spaces to signify relative rank is easily perceived. The distinction in entries, public, magistrate and person-in-custody, and the existing court furniture enhances appreciation of this building. The Eltham Court House is one of only two intact examples in the state of this simple design with projecting entry. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building. Typical cases heard before the Court of Petty Sessions included financial debt, straying livestock, theft, assault, drunkenness, public disorder, truancy, motor vehicle offences, unregistered animals and failing to have children attend school, or be vaccinated. The courthouse operated for over 120 years before it closed in 1985. In April 2021, Nillumbik Shire Council authorised restoration of the building and furnishings. The extensive works required for the total restoration of this highly valued heritage building was undertaken by Ducon Building Solutions and other specialist contractors. In 1857 five Eltham residents petitioned the Heidelberg district licensing magistrates. They pointed out that Eltham had two hotels, a population of about 1000, and many strangers employed on the public roads. Yet the nearest police were at Heidelberg eight miles (12.8km) away, or at the Caledonia Diggings 21 miles (33.7km) away.1 Subsequently the courthouse and then the police residence, near the corner of Main Road and Brougham Street, were built in 1859/60. The courthouse is Eltham’s oldest public building and the National Trust classified it in 1977. It ceased operation in 1984 and has since been used by local groups. There are only six other known examples of similar small brick country courthouses in Victoria . For £536, a Mr Duncan built the courthouse – a neat, narrow, oblong building with handmade orange bricks. Its gabled roof and porch are covered with brown slate tiles and it has 12-paned windows. Inside, the roof is peaked and the courthouse is still ventilated by oblong slits near the ceiling. Most of the fine carved timber and upholstered furniture is original. The original prisoners’ door, now permanently closed, led from the police station to the dock. Builders, Langridge Wright and Witney built a timber police station (since demolished) and a brick residence to its north,2 for £1150/7/-. Built around the same time were the lock-up behind the residence, also later demolished, and the two-storey orange brick stables. The former police residence also has a brown slate roof and handmade bricks. The front veranda roof is made of corrugated iron, as is the roof of the back weatherboard extension. The application for police protection was approved within a few months and police operated from a cottage rented at ten shillings a week and owned by William Jarrold. This was probably the one at the corner of Main Road and Dalton Street called Jarrold or White Cloud Cottage. In 1858 a second constable was appointed to Eltham following a fight at the hotel. The timber police office a replica of which was built in the early 1990s is at the building’s side. The lock-up was demolished following the relocation of the police to a new station in about 1952. The residence has been used as the Eltham District Historical Society centre since 1997. Records show court cases were held at Eltham before the courthouse was built, but the location is unknown. Some court cases were not very different from those today. In 1891 a man was charged with being drunk while in charge of a horse and was fined ten shillings. The courthouse was used for other purposes during its long history. It was probably used as a polling place as indicated by old photographs of election-day crowds outside. The Eltham Road Board met there from the early 1860s until 1868 when the Board transferred to Kangaroo Ground. During the same period the Road Board Secretary used the courthouse as an office until 1867 when it was transferred to his home at Wingrove Cottage. The courthouse was also used as an overflow classroom for the Dalton Street school in 1875. The two buildings can further link us with Eltham’s early days through Police Department correspondence. The first constable-in-charge was George Reid. In 1860 a letter to The Argus newspaper signed ‘A Sufferer’ declared the Eltham police were not active enough in their duties. The writer suggested that the ‘very snug’ police quarters were too comfortable, and he detailed various incidents including one of an alleged break-in to the Road Board Secretary’s home. But the Board Secretary, C S Wingrove, wrote to the Police Department refuting The Argus letter saying he had received full co-operation from Sen. Constable Peter Lawler.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century.
