This photograph was taken in the 1960s at Lake Sambell Caravan Park and visible in the photograph are individual caravan sites with electricity outlets, a large single-story building with a caravan park banner, dirt roads, a freestanding message board, and a parked car. Lake Sambell Caravan Park opened in 1959 owing to the work of R.E. Carter, Beechworth Shire engineer from 1954-63. Carter advocated for improvements to the lake and surrounding area in order to encourage tourism in Beechworth. The opening of the caravan park was part of many improvements to Lake Sambell made in this period by Carter including: the swimming pool in 1961, water skiing and boating facilities, and increased lake surface in 1964. These improvements were financed mainly by grants from the Tourist Development Authority. The popularity of caravanning in Australia exploded during this post-war period of the late 1950s and 1960s. This popularity was driven by multiple factors, including: the stopping of fuel rations, the accessibility of car ownership through the manufacturing of affordable cars, technological developments in caravan design, and the increase in prosperity and leisure time for many Australians. Facilities such as electrical outlets to power caravans are present in this photograph of Lake Sambell Caravan Park. Lake Sambell is an artificial lake that was developed on the previous site of the Rocky Mountain Mining Company workings and was officially opened by Minister for Lands, Mr Baily, on October 5, 1928. The disused and unattractive remains of the mine were converted into a recreational area intended for swimming, boating, and fishing. The lake is named after Mr L.H. Sambell, shire engineer and secretary of the Forward Beechworth Committee, who advocated for the enhancement of Beechworth into a tourist destination and was central to the planning and establishment of the lake. This photograph is of historical and social significance in providing insight into caravanning during the 1960s in Australia. Eltham Plans £2.5m Community Centre Over Next 15 Years THE people of Eltham have drawn up a plan to make their township a model community centre in the next 15 years. And yesterday the Chief Secretary (Mr Rylah) inspected the plan at the Eltham shire offices before declaring it open for public inspection In the picture (right) Mr. Rylah (centre) is shown inspecting the new plan with town planner and former councillor, Mr. Howard Bartlett, and the shire president, Cr. C. Pelling. The result of six years' work by shire officers, the plan provides for a business centre, public buildings and recreational reserves. The shire council expects that £2,500,000 will be invested by Government departments, banks, private firms and sporting bodies to implement the plan. 500 Car Park A feature of the business centre will be a quadrangle car park surrounded by shops, and with parking space for 500 cars. The public buildings will include new municipal offices, a public auditorium, a library and meeting rooms. The council plans to realign the course of Diamond Creek near the town to provide extra land for playing fields. Three Ovals The plan proposes three ovals, including improvements to an existing one, as well as a 50-metre Olympic swimming pool, tennis courts and bowling greens. In the 15 years which the shire council hopes to carry out the plan, the shire population of 18,000 is expected to increase two and a half times. Opening the display of maps and a model, Mr. Rylah said he commended the shire council's invitation to the citizens to suggest improvements to the plan. Eltham shire had grown tremendously in the past 20 years, from a sleepy country town to an important shopping centre. The Police purchased the residence at 23 Pryor Street in 1959 to move from the old town centre of the late 1800s to be closer to the new town centre that shifted as a result of the railway opening in 1901. The residential house was renovated to Police requirements and operations commenced from this location in 1961. Professor Ernest Edgar Kurth of the University of Tasmania, invented a faster, simpler and cleaner way to produce charcoal on a continuous basis during the second world war. The charcoal was used to produce a combustible gas in motor cars, as a substitute for petrol, which was heavily rationed. The first batch of charcoal was produced in February 1942 and continued until the end of the war. Wood from stringybark trees was cut into lengths and fed into a kiln which converted it into charcoal. The Kiln is located on Beenak Road, 7km north of Gembrook. It has great historical significance, particularly as an alternative supplier of fuel during the second world war. It is a State Registered facility, managed by the Friends of Kirth Kiln and the park is managed by Parks Victoria Green soft covered book of 150 pages, with a photo of 2 men and a boy out in the bush with 3 fires burning.Contains a Prelude about Ernest Edgar Kurth written by Alfred Klink (2013) and a Foreward by John Sullivan (Heritage Officer of Parks Victoria). Converted by the Bendigo Trust to a enclosed car with entries at either ends. Operated by the Ballarat Tramway Museum during 2001 to 2005 to celebrate 150 years of Gold, where it carried its Melbourne number of 45. The Photograph shows Ballarat tram No. 14 with the destination of Lydiard St North most likely in Albert St Sebastopol during the 1930s or 1940s. The tram was in the livery shown from August 1936 until Dec. 1950. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. This book has been in two Warrnambool lending libraries. It has been borrowed by subscription holders from 1938 to 1950. The book was first in Hudson’s Hygienic Library at 71 Liebig Street Warrnambool. A.R.Hudson had a bookshop and newsagency at the same address. Subscribers to the library paid two shillings and sixpence to join the library and then threepence a week for borrowing the book. The library was open to 9 p.m. and was advertised as ‘The most up-to-date library in the Western District.’ ‘Hygienic’ libraries were a feature of privately-operated libraries in Australia, mostly in the 1930s, 40s and 50s. The increased interest in germ prevention and health improvement led to the ‘hygienic’ practice of sterilising the books after each borrowing. It appears that the books were wiped with formaldehyde. Following Hudson’s ownership of this book, it was in Stronach’s Library at 105B Liebig Street. There have been examples of private subscription libraries in Warrnambool since the 1860s (plus the subscription library available at the Mechanics’ Institute). After 1950, with the increase in the funding and building of public libraries, subscription libraries for the general public largely disappeared. This book is of interest as an example of the books that could be borrowed from a private subscription library in Warrnambool in the early to mid 20th centuries. This is a hard cover book of 247 pages. The cover is red and yellow with an illustration of a racing car on the front and black printing on the front and back. The spine has been reinforced with black tape which is now peeling off. The inside front cover and the back cover have stickers from lending libraries. Inside the back cover are a series of stamps.
