Wingrove Cottage built 1858-1859 of hand made bricks is historically significant for its long association with Charles Wingrove, a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and Shire Engineer and Secretary to the Heidelberg Road Board. The cottage was used as the office of the Eltham District Road Board and Council for many years It is one of the Shire's oldest dwellings, and one of the few surviving 19th century buildings associated with early Eltham and located in the original Eltham Village Reserve. The symmetrical planting of a pair of Pencil Pines (not visible in photo) is also historically and aesthetically significant as characteristic of the early period of planting in the district and because they are a distinctive landscape feature. In October 2002 new owners demolished the outbuildings attached to the rear of the cottage. Community protest at the demolition resulted in Council issuing a Stop Work order. The owner was issued with a court order in September 2003 to develop a conservation management plan and restore the heritage listed property. The owner sold the property in 2005 to Cameron Construction in 2005 who undertook the restoration work. In 2007 a planning application to build two offices and seven dwellings at the rear of the property was ultimately rejected. The cottage is now the main office for Cameron Construction. The cottage was built in stages from 1858 to 1888 for Charles Symons Wingrove JP. He was the Eltham District Road Board’s first paid secretary and later the Shire Secretary when the board became the Eltham Shire Council. Wingrove held those positions, and that of engineer for a time, for 46 years. He was also one of the main figures in the Municipal Association of Victoria. As Eltham’s first paid municipal officer, Wingrove used one room in his 11 – (originally two) roomed home, as the office for the board then the council. Meetings were held there from the late 1850s (as well as at more central locations) until Wingrove’s retirement in 1904. The cottage is a rare example of a local government office occupying a Road Board /Shire Secretary’s purpose-designed house. The cottage is also significant because it is the oldest largely intact building from the original Eltham township reserve (south of Dalton Street).1 The township had its origins in the 1848 Nillumbik Parish Plan and was one of the state’s earliest township reserves. The rectangular house of handmade bricks, roofed with grey slate tiles and with a veranda encompassing three sides, is reminiscent of those in the central goldfields including Castlemaine. Its overhanging eaves and gables were unlike houses in Melbourne at the time. Wingrove, who was born in 1827, had been a gold digger and a road surveyor. Impossible to imagine in today’s world, Wingrove was also the Shire of Heidelberg’s secretary and engineer for part of the time that he was secretary in Eltham. Living next door to the primary school was a mixed blessing. Wingrove and his wife Katherine, who had ten children, sent their eight surviving children to the school. But they had occasional disputes with the school authorities when their cattle wandered into the schoolyard. Eltham showed Charles Wingrove its appreciation of his services by giving him two illuminated addresses, one after ten years and the other at retirement. Wingrove died in 1905 aged 76 and was buried in the St Katherine’s Church of England cemetery in St Helena. His grave is surrounded by those of family members including his wife, Katherine and two babies, Henry, 12 months and Isobella, 15 months, who died in the mid-1860s. Cottage ownership passed to his wife, then to daughter Caroline and then to daughter Bessie, a Melbourne University graduate and artist. During the Great Depression their brother Walter was the ratepayer. At one stage the Wingrove property extended to Metery Road and included a small creek. The family ran a small dairy and orchard, with associated farm buildings, which were later removed. In 1949 part of the property was compulsorily acquired by the Eltham Primary School, which infuriated owner Bessie Wingrove. She protested in a letter about this ‘monstrous act of unmitigated tyranny’.2 She was the last Wingrove to occupy the cottage and died in 1955. Wingrove descendants sold the house in 1974 and the property was subdivided. In the 1960s the Eltham Shire named the park opposite the cottage in Wingrove’s honour. The cottage has since had several owners including psychiatrist Dr Daniel Kahans, who practised there. In October 2002 late rear additions which had been substantially altered were demolished contrary to council planning controls. This caused a community outcry and resulted in legal proceedings against the owner. Fortunately the historical significance of the demolished section was not as great as the older front part of the building, which has been retained and was later restored.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Eltham's original Wesleyan Methodist Church Covered under Heritage Overlay, Nillumbik Planning Scheme. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p97 The pretty Uniting Church building at the corner of John and Main Roads Eltham has served the community since 1881.1 Originally called the Eltham Wesleyan Church, the church became the Eltham Methodist Church in 1902, the year it united with the Primitive Methodists.2 As the church community developed, influencing and being influenced by the wider community, its buildings changed accordingly. Eltham Wesleyans first worshiped together in 1850 at the home of William and Mary Crozier on 24 acres (9.7ha) bounded by Mount Pleasant Road and Pitt Street. From 1855 the Wesleyans worshipped in a slab-and-bark hut; then in 1858 in a chapel on Henry Street close to Maria Street (now Main Road). Meanwhile, in 1860, the Primitive Methodists opened a brick chapel at the corner of Susan and Bridge Streets. The John Street building – in the Early English Gothic style with biochrome brick window frames, buttress heads and pinnacle – was designed by architects Crouch and Wilson. Church member George Stebbing built the church as he did Eltham’s St Margaret’s Anglican Church and Shillinglaw Cottage. The Church Honour Roll is a poignant reminder of how church members have served the wider community: 27 members enlisted and 11 died in World War One. Despite the Great Depression, 1931 was a time of expansion for the church. Its red-brick hall was opened by prominent Methodist and philanthropist F J Cato of the Moran and Cato Grocery chain. The hall enabled the church to attract people from outside through activities like its gymnasium – with 40 boys and youth participating – and the girls’ callisthenics club, which competed at the Ballarat South Street Competitions. The church also held concerts, bazaars, picnics and sports, with badminton and tennis played on the church court at 23 John Street. Two stained-glass windows commemorate tragic events. A dove representing the Holy Spirit and Comforter marked the death in 1936 of member Effie Lowerson from scarlet fever at 14 years. The other depicting the Biblical story A sower went forth to sow, commemorates Ross Gangell, who died in 1961 at 23 years of a rare blood condition. Eltham’s population expanson resulted in the growth of the church and an extension in 1971, designed by member and architect Colin Jones. The church was linked to the hall and additions included a foyer, vestry, meeting room and toilets. The design reflected the Eltham style of the time, with its simplicity, extensive clear glass, reused baked clay-bricks from the 1881 church, heavy ceiling beams and solomite (compressed straw) ceiling. On June 26, 1977 the church became part of the new Uniting Church in Australia consisting of the former Methodist and Congregational and most of the Presbyterian Churches. In 1981 membership peaked at 159 – about 20 years after most Protestant churches – and continued to reach out to the wider community.3 In 1987, 147 children attended Selihoo, the weekly after-school program organised with St Margaret’s Anglican Church. From 1993, the church with other local churches, participated in LINC (Love in the Name of Christ), helping the wider community in various ways including babysitting, transport, gardening and visiting. Despite such initiatives, church numbers declined, and on June 23, 1996, the church merged with the Montmorency Uniting Church.4 However, the church continued to proclaim its message of love in community service and strong social justice action, such as in Jubilee 2000, supporting debt relief to the world’s 45 poorest countries. Some of the many church members who have had an outstanding impact on the wider community include Philip Shillinglaw, farmer and poet, and Arthur Bird (after whom the Arthur Bird Reserve is named), a pioneer orchardist and the Sunday School Superintendent for 33 years. The former Christopher Crisp residence was constructed in 1868 by William Watson, one of the members of the Bacchus Marsh Express printing company which took over the management of The Express after the first edition, 7 July 1866, was published by its founder, George Lane, a book binder. This syndicate failed after three months and the ownership was then taken over by Christopher Crisp, a compositor working for the company. Crisp remained the editor from 1866 to his death in 1915, when he was succeeded by his son, also called Christopher Crisp, and later by his grandson. Under the Crisp family leadership, The Express widened its readership and was subscribed to by influential men and public servants in Melbourne. (Heritage Victoria Council. Places. This child is possibly Christopher Crisp, Jnr., who later took over the role of editor of the Bacchus Marsh Express in 1915 on the death of his father. This laundry basket was made by Mr Walter Bullock helped by his son John at his workshop behind his house at No 35 High Street, Wodonga. This business was known as "Cantetex" and was given as a wedding present to Colin and Jennifer Hore in 1959. Mr Bullock passed away in Wodonga on 20 November 1973. Colin Hore is the son of Jack Hore, a very prominent member of the Wodonga Community. Jack Hore was awarded the Order of the British Empire, MBE in January 1962 for service as a Councillor of the Wodonga Shire Council. He held a Council seat continuously for 32 years, including eight terms as President. He also served two terms as Chairman of the Wodonga District Hospital Board 1961-62, having been a member of the board since 1954. He held a seat on the Victorian Country Fire Authority for many years until his death in 1970, having been a member of Wodonga Urban Fire Brigade since 1940. Jack played football with Wodonga for 14 years and coached the team to premiership honours in the Chiltern and District League in 1926. He was club treasurer from 1926 to 1940. Worn by Dame Marie Breen DBE OBE, Federal Senator for Victoria and Brighton resident. A passionate member (and founder) of many community organisations and charities, Marie Freda Breen (nee Chamberlin, 1902-1993) had her first experience of public life when her husband Robert became Mayor of Brighton in 1940. She became involved in the fledgeling Liberal Party, and Robert encouraged her to run for office. Marie because Victoria's first female Federal Senator in 1962. In Parliament, she was a vocal advocate for women and families and supported building a stronger relationship between Australia and Asia. In 1965 she became the first woman to chair a Senate committee. Marie retired from politics in 1968, after Robert was badly injured in a car accident. He died shortly after and she re-dedicated herself to community service, raising funds for UNICEF and serving on the Victorian Consultative Committee on Social Development and the Australian Advisory Council of Elders. In 1959 she was appointed an Officer of the British Empire for her work in the role of State President of the National Council of Women (Victoria) and in 1979 she was appointed Dame Commander of the Order of the British Empire. The Court House in Main Street Bacchus Marsh was built in 1858 using local sandstone. It opened in 1859. It has been used for jury trials, a Court of Petty Sessions, a County Court and a Crown Land sales office. Other uses included an office for the Registrar of Births and Deaths, a Dairy Inspectors office from 1863-1865, and as meeting rooms for the Bacchus Marsh Roads Board, a forerunner of the Shire Council. It was also used by the Bacchus Marsh Shire Council for its offices until at least 1884. In more recent years it has functioned as a Magistrates Court with weekly court sessions. My grandfather Nicholas Couzens and my uncles made eel traps to fish the Hopkins River - this is how my mother learnt the techniques which she passed on to me."Bronwyn RAZEM Gunditjmara/Kirrae Whurrong Bronwyn Razem is an Indigenous Australian basket weaver and painter. She is a Gunditjmara woman of the Kirrae Whurrong clan of western Warrnambool on the Victorian coastline. Bronwyn’s practice involves an exploration of her Indigenous heritage and identity, and she creates symbolic representations of places and events that are meaningful to her family. She integrates ochres, sand and other materials into her paintings, and her works also draw on the possum skin cloak traditions of her ancestors. In 2008, Bronwyn was chosen by the Australia Council for the Arts to be part of a delegation of Indigenous artists to attend the 10th Pacific Arts Festival in Western Samoa. Bronwyn’s mother, Aunty Zelda Couzens, was a well-respected basket weaver and elder who taught Bronwyn basket-making techniques. Bronwyn now regularly conducts basket weaving workshops with Victorian Indigenous communities in order to facilitate the revival of cultural traditions. She has a Bachelor of Arts with Honours at Deakin University, and in 2008 she was enrolled in a Master by Research degree at Deakin Institute of Koorie Education, Geelong, and was living in Ballarat. This work won the University of Ballarat Acquisitive Award for work reflecting Victoria's Western District. The judges were impressed by Bronwyn Razem's translation of the traditional eel trap into a sculptural form evocative of the flow of water and possible the passage of time. The design and technical knowhow which Razem inherited from her mother, uncles, and grandfather connects this work to the family;s life and traditions. Framed portrait of David Robertson who was the first President of the Association for the Advancement of the Blind, from 1895-1899. It is part of a series of paintings commissioned by the VAF Board to commemorate the work of past presidents of the organisation. Mr Robertson sits with his hands resting upon a wooden cane. He is wearing dark spectacles, a gray suit and waistcoat, white shirt with starched collar and pleated front, and a red and blue striped necktie. On his left lapel is a blue and red medal. David Robertson was educated at the Royal Victorian Institute for the Blind and was trained as a basket maker. He was one of eight foundation members of the Association for the Advancement of the Blind (now Vision Australia Foundation ) which was formed in 1895 in order to encourage blind people to manage their own affairs and build their self esteem. He was appointed the inaugural president and served as such from 1895 to 1899 and again in 1913 as well as acting as vice president from 1900 to 1902 and in 1911 and 1915. Known as a level headed and wise peacemaker he was elected chairman of the first interstate conference of blind people, which took place in Melbourne in 1913. In 1885, at the instigation of James Oddie, the Government reserved three acres (about 1.2 hectares) for an observatory in Cobden Street, Mount Pleasant, originally known as the Ballarat School of Mines Observatory. In March 1886 a committee was appointed for the care, protection and management of the reserve. Captain Baker, a retired sea captain, was invited to become the first Superintendent of the Ballarat Observatory. Six colour photographs of the stained glass windows in the Ballarat Observatory. Dr Leona Willson was the first female to be elected president of ANZCA (2008 - 2010) and the first New Zealander to hold the position. In 2011, Dr Wilson was awarded the New Zealand Order of Merit in which she is proudly wearing this medal in the portrait. The portrait was commissioned by ANZCA to mark the presidential term of Dr Leona Wilson which was unveiled at the ANZCA Council meeting June 2013. The artist, Jude Rae, is a Sydney based artist primarily known for her still life paintings, portraits and architectural interiors. Her artwork is held in major public and private collections in Australia, New Zealand, UK and USA. This Document is the first in several plus photos and an article following the restoration of the Bendigo Cenotaph (Replica of the Cenotaph in Whitehall London). The letter is from the City of Bendigo Municipal Offices Lyttleton Terrace Bendigo is dated 13th April 1984 from the Building Surveyor Mr P.W. Phillips to Mr J.K. Barnes Secretary Bendigo RSL Sub Branch P.O.Box 449 Bendigo. Letter states that the Surveyors Report was adopted by Council on 21st November 1983 and would then be considered at Estimates later in the year. The Surveyors Report pages 2/3 gives a background report back to 1976 re its condition by the Building Surveyor at the time Mr R.H. Chellow and that an offer to fund at no cost was offered. Unfortunately this did not proceed. Council had approved funds for Stone work etc in the 1976/77 Estimates. The report is under several headings “Restoration of Cenotaph” being the history to this point. “Nature of Repairs Neccessary” - in brief, Extensive repairs, Granite structure is good, Sandstone needs 90% replacement, brick core in good order. “Estimate of Cost” A price of $30,000 for Budget purposes but could be as low as $25,000. “Recommendation” That Restoration be referred to the 1984/85 Estimates for consideration, copies to Bendigo RSL and State President RSL.Document 3 pages stapled together, front page is A4 and the pages 2/3 is Foolscap.Front page has a top section in blue, on the left is a depiction of a Mine Poppet Head, on the right is a Coat of Arms.
