Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Documents relate to the planning for the introduction of a Graduate Diploma in Occupational Safety and Health to begin in 1978. It was developed for the Victorian Institute of Colleges 1977-81 Academic Master Plan. The working party submitted a Third Draft in April 1977. The Course Co-ordinator was Derek Viner, Senior Lecturer, School of Engineering. The internal working party was Dr E Phillips, Head of School of Applied Science; Derek Woolley, Head of School of Engineering; Tom Norwood, Head of Department of Mechanical Engineering; Max Brooke, School of Business Studies; G Fernandez, School of Business Studies; J Harvey, School of Applied Science; B Rollins, School of Community and General Studies. An External Advisory Panel was also formed was different safety and injury bodies. A significant social record of clothing and deportment in school sport during the late nineteenth century. Sepia toned photograph pasted grey card mount and framed behind glass. Thin wooden frame. Photograph depicts the Ballarat College premiership football club in 1890. Players are in uniform - sleeveless, collarless shirts, knickerbockers, stockings and laced boots or shoes. There are 20 boys. The photograph is titled. 'Premiers', 'Ballarat College Football Club, 1890' and the students names are p[rinted on the mount. A recipient of the 1914 Star could not also be awarded the 1914–15 Star. The medal is accompanied by its original box. The Holgate medals were the first war medals held by BCC archives. They have historical and social significance for the College.The 1914-15 Star is a four pointed star of bright bronze, ensigned with a crown. The obverse has crossed gladius, overlaid with an oak wreath that is ensigned with the cypher of King George V. A scroll bearing the legend 1914-15 is centrally placed across the crossed blades. The 1914-15 Star ribbon has the red white and blue colours of the Empire, in shaded and watered stripes. The medal is accompanied by its original box.Engraved on a scroll in the centre of the medal front: '1914-15' The oak wreath is ensigned with the cypher of King George V. The British War Medal 1914-20 was iInstituted by King George V in 1919 to mark the end of World War I and record the service given. The qualification period was later extended to cover post-war mine clearance and service in Russia during 1919 and 1920. The British War Medal was awarded for service in a theatre of war between 5 August 1914 and 11 November 1918. Those eligible included members of women's organisations; persons on the staffs of military hospitals and members of recognised organisations who handled sick and wounded; and members of other duly recognised or other authorised organisations as specified in medal regulations. The qualification period was later extended to cover post-war mine clearance and service in Russia during 1919 and 1920. Lieut E. S. Holgate was mentioned in despatches for Gallantry in the Field 24/25 April 1918. He was killed in action at Villers-Bretonneux, 27 April, 1918. The British War Medal completes a trio of medals awarded to Lieut. E. S. Holgate, including the 1914-15 Star and the Victory Medal. The Holgate medals were the first war medals held by BCC archives. They have historical and social significance for the College.The British War Medal is round and made of cupro-nickel. It features the effigy of George V on the obverse. The reverse has an image of St George on horseback trampling underfoot the eagle shield of the Central Powers, and a skull and cross-bones, the emblems of death. Above this is the risen sun of victory. The British War Medal has a wide central watered stripe of orange, flanked by two narrow white stripes, which are in turn flanked by two black pin-stripes, further flanked by two outer stripes of purple. The colours have no particular significance. Impressed around edge are the recipient's details. Inscribed around outer edge of obverse: 'GEORGEIVS V BRITT. Book prize awarded to T Boyd (enrolled 1873) for excellence in Writing by Principal F J Thomas in 1874. The book was donated to the school by Sheila (Campbell) Edwards who purchased it from a secondhand dealer in Melbourne.During these early times book prizes were ordered from London where they were specially bound and embossed with the College crest. F J Thomas had an illustrious career at Ballarat College. During his tenure as Principal it was discovered the BA after his name stoold for Bonn Academy (Germany) not, as may have been implied, Bachelor of Arts. Once discovered he left the State under 'not too dignified circumstances' as Mein records in the 1964 History of Ballarat College, p. 19. This book was awarded to Anne E. Thomas as second prize for Geography in the Fifth form. Anne entered Ballarat College girls' school in 1883 at the age of 14. Graeme McDonald (BC1946py) donated the book from his father's personal collection in August 2003.Historic significance for its connection with one of the few female students of Ballarat College prior to 1900 and its expression of the value of classical education of its time.Bound in half calf with gilt edging, gilt lettering and decoration on the front and spine. Tweedie ...This book was awarded to Lilian Jane Tweedie in 1893 for First prize in Latin (Preparation). Lilian enrolled in Clarendon Ladies' College in April 1891. In the original register it lists parent as William, occupation Barrister and residence as 58 Doveton Street, South Ballarat. Lilian's sibling attending Clarendon Ladies' College is Sarah Florence (enrolled 1884). Siblings attending Ballarat Clarendon College are George (enrolled 1889) and Arthur (enrolled 1885). Presbyterian educators placed great value on a classical education matched with diligence in study. Book prizes were highly regarded and academic success admired. In the school’s early years prizes were ordered direct from London and had the school crest embossed in gold on the front or back cover. Many of the prizes given in early years were returned to the school to equip the Weatherly Library when it opened in 1936.Bound in brown cloth with gilt decoration and inscription on spine. He was the son of Mrs Tweedie 60 Doveton St, and attended with his brother Alec. The school holds no record of Miss E M Tweedie's attendance. Some of the books contain the signatures of Andrew Anderson and May Anderson. Their connection to the donors is unknown at this point. Example of ongoing old collegian support of school. This book is evidence of just one such transition. e-rees f-j-thomas ...According to the Ballarat College Report, Prize list and Prospectus published 1875 Miss E Rees was Dux of the school 'Ladies Department' and winner of the Mr R F Glover's Prize Essay. This book was awarded to Miss E Rees the following year by the Ballarat Ladies College associated with the ballarat Grammar School, Principal F J Thomas. Thomas had been appointed principal of Ballarat College in 1874 following the untimely death of the school's first principal Robert Oliver McCoy. However Thomas's credentials were questionable and he left the school under a cloud during 1875. Thomas established a rival college. This action had a devastating impact on Ballarat College because many students enrolled at the new college. This book is evidence of just one such transition. Following World War One, the present Memorial Gates at the front of the Lara Recreation Reserve (opposite the service station), were erected and the names of 104 men and woman who enlisted from Lara Districts were added. Twenty four paid the supreme sacrifice. They were erected at a cost of £380 by Barklamb Brothers of Caulfield. His Excellency The Governor Lord Somers officially opened the gates on 22 December 1929. The history outlined in the booklet follows: 'Ballarat has helped to influence the life and destinies of Australia in many ways, the recital of which would perhaps prove tedious to the citizens of less favoured localities! However, it can be said, without much fear of contradiction, that only less known thought Australia than its fame as a gold field is the reputation won for it by its school of Mines, ... Ballarat was still quite a new place when the School was founded, but a very propserous and popular place all the same, with a go-ahead lot of citizens brim full of the spirit of enterprise which seemsto animate mining populations generally. Money was plentiful, and they launched out into ventures, which later, were to develop and take the place of the gold mines, while what is more to the point, they understood the value of education. the old digging days were passing away. So far as Ballarat itself was concerned the day of the cradle and tin dish had already passed into an antiquity "as dead and distant as the age of the Tubal Caon," said dir redmond Barry on declaring the School open. Mining had become a serious business, and the mining engineer, the metallurgist, and the geologist had become a power in the land. In these circumstances the suggestions to found a School of Mines met with ready acceptance. The late Mr James M. Bickett had the honor of bringing forward the proposition at a meeting of the Ballarat Mining Board in October, 1869. it was agreed to, and the Government, having been approached for assistance, granted a lease of the old Supreme Court buildings at a nominal reantal. A modest sum, including 100 pounds from the Borough Council of Ballarat West, was subscribed by a number of sympathisers, and on the 26th October, 1870, the inaugural address was delivered by Sir Redmond Barry, the first President of the School. Classes were commenced on the 23rd January, 1871. The students at first were mostly adults. They were chiefly men emloyed at the mines, who had the wisdom and energy to devote their spare time to study, and, though their attendance was somewhat irregular, they made very good progress. Old prints which have been preserved show them at work at furnaces, big bearded men of the old-fashioned type of miner. It is interesting to note that among those who gave evidence and encouragement was Sir Roderick Murchison, who many years before had advised Cornish miners to emigrate to Australia to search for gold, and who in 1848 was in possession of gold ore sent from this country. Sir Roderick sent a parcel of books for the library, and gave useful advice as to the curriculum which should be adopted. The Museum, which now contains a most valuable collection of minerals, was one of the first things attended to, and the reports presented to the Council from time to time speak of additions being made from all parts of the world. New equipment was constantly being added to the School, a good deal of assay work was done, and some specimens were sent from the East Indies for examination as far back as 1873. By this time there was a difficulty in providing accomodation for the students who wished to enrol, and the number of instructors had grown from two to four. In 1882 the first building was being erected on what was then part of the gaol reserve. A little more than ten years afterwards a buildnig formerly serving as a Methodist Church was absorbed, while later on, the demand for accomodation increasing, the attack upon the gaol was renewed. The School continued to grow in reputation and size, and became the science centre of the district, and in 1889 a learge new building was opened by Sir Alexander Peacock. Students came from over seas as well as from all the States of Australia, and after going through their courses they took with them the name and fame of the old School to all parts of the globe. School of Mines boys have played a great part in developing the mining fields of Western Australia, South Australia, and africa, while old students who have made a name in their profession are constantly dropping in to see how the old place is getting along. It was not to be expected, however, that the Ballarat School would be left without rivals, its very success inspiring competition. Mining Schools were started in other parts of Australia, and, at the same time, Victoria ceased to hold first place as a mining state. On the other hand there was a great advance in manufacturing, and the demand for technicaly trained men became a great and as insistent as ever it had been for trained mining men. The Council was quick to adapt the school to the new conditions, and the result is seen in the institution, which is one of Ballarat's proudest possession. Instruction is given in all branches of technical work, and the classes are filled with students who are building up for Ballarat a reputation as an industrial centre, which promises to equal that which it formerly held as a mining town. Owing to its bracing climate, its abundant opportunities for recreations, and its accessibilty, Ballarat as a city is an ideal place for educational purposed, and is yearly becoming more and more appreciated throughout the State. The chairman of one of Ballarat's biggests industries claims that the workman can do twice the day's work here that he can do in Melbourne. he was a little enthusiastic over it, perhaps, but it is a well-known fact that the healthy and invigourating Ballarat climate is conducive to both physical and mental activity, and the records of the School provide ample proof of it. One of the most interesting and successful branches of the School of Mines and Industries - if the name be enlarged with the enlargement of its scope - is the Technical Art School. "The City of Statues" has from its earliest days been a stronghold of art. Art schools have flourised here, and in 1905 the Education Department came to the conclusion that the best thing to do with them was to place them under the management of the School of Mines Council. A magnificent new Technical Art School was built at a cost of some 12,000 pounds on the site of the old Supreme Court building, and was formally opened on the 23rd July, 1915. The results have not only been justified but surpassed all anticipations. The most comprehensive list of subjects is taught, and this list is constantly added to. Students have flocked to the art School, which may be said to occupy a unique position in Australia, and its record of success is really astonishing. Its students supply art teachers for the newer schools that are being built, and many occupy leading positinos in important business houses. So well is its reputation known that orders are constantly being received, not only from Victoria, but from other States, for honor boards and challenge shields to be designed and made. The most recent addition to the School of Mines and Industries is the Junior Technical School, for which a new building is now being erected on a portion of the gaol site, transferred to the School of Mines Counci by the Government. At the present moment temporary quarters are being occupied. Some students after passing through the Junior School go straight to employment, continuing perhaps to attend the evening trade classes, while others move on to the senior School. In a review of the work of the School of Mines mention must be made of a series of industrial research carried out under supervision of the Principal. One in particular, regarding the suitability of the local ores for the manufacture of pigments attracted much attention, while the experiemtns on the manufacture of white potery from Victorian clayes were considered of sufficient importance by the Federal Advisory Council of Science and Industry to warrant the appointment of a special investigator. The results of these have been most encouraging, and may have far-reaching consequences. The vocational training of returned soldiers also should not be overlooked. The work was taken in hand from the first, before the Repatriation Department gave assistance, and now with the help of the department of the School has become one of the largest vocational training centres in Victoria outside of Melbourne. The soldiers, trained in a variety of occupations, have made remarkable progress, and already considerable numbers have found employment in local workshops and factories. To sum up, the School is divided into the following departments, each well staffed and equipped: - The School of Mines, science, and Engineering; the Techncial Art School, the Boys' Junior Technical School, the Girl's Preparatory Technical Classes, Trade Classes, and the Commercial School. The school of Mines, science and Engineering, comprises the following branches: - Mining, Metallurgy, Geology, Electrical Engineering, Civil Engineering, Mechanical Engineering, Applied Chemistry, and Pharmacy. Battery treatments, Cyanide Testing, Smelting, Assays, and Clay Testing from a regular part of the School's work. Students gaining qualifications obtain concession in their courses at the university, should they proceed there to continue their studies. The technical Art school curriculum includes training in all branches of pictorial and applied art, an Architectural Diploma Course, a Draughtman's Course, technical Art teachers' Course, Photography,Ticket Writing, Art Metal Work, Woodcarving, Needlework, and Leather work. The Trade Classes give instruction in Telephone Mechanics, telegraphy, Carpentry, Cabinet Making, Plumbing, Blacksmithing, Fitting, Electric Wiring, and Printing. Numerous Scholarships are offered every year, and altogether students will find few places to equal the Ballarat School of Mines and Industries as a training place for their life's work.
