Chairman of the Victorian Railways, Harold Clapp, established The Victorian Railways Public Relations and Betterment Board as part of a campaign to launch the Spirit of Progress – the first new train constructed during the Depression era. Clapp was an aggressive Chairman of Railway Commissioners who was determined to keep Victorian Railways prospering. This book was a promotion book for "The Gippslander". Gippsland Heritage Journal is a journal, produced about every nine - twelve months, for those interested in regional, local and family history in Gippsland, Victoria, Australia. It is compiled by Meredith Fletcher, Debbie Squires and Linda Barraclough and includes a diverse range of articles, both academic and non-academic. Since No.24 it has been a partially refereed journal. Both copies were used at Orbost High School / Orbost Secondary College.This is a useful research tool on the history of Gippsland.Tw copies of a 64 pp magazine, (2322.1 is plastic covered), titled Gippsland Heritage Journal. The 1971 floods at Orbost were the worst on record. At Jarrahmond the river rose to a height of 11 metres and on the flats spread to one and a half kilometres wide. Considerable damage was done to railway infrastructure, roads and farms. More information from the APRIL, 2008 newsletter by John Phillips. Established in 1971, the Land Conservation Council operated under the Land Conservation Council Act 1970. In July 1997, the Environment Conservation Council Act 1997 came into operation. This Act revoked the Land Conservation Council Act 1970 and abolished the Land Conservation Council. An Environment Conservation Council was established in its place. (ref.
