Work began on the Library construction in 1968. This was when it was known as Ballarat College of Advanced Education - Mount Helen. The Library started on the ground floor in 1970. In 1971 a contract for a four-storey library was drawn up and construction began the same year. The building opened in 1973, occupying two stories of the current building. The library grew and with Commonwealth Grants was able to develop its collection. In 1987 the library achieved an annual budget of over $1 million. The Teachers Resource Collection was added and by 1989 the library expected to occupy the top three floors plus the lower ground floor. A flexible study area on the top floor was introduced 1990-1991. 2010 saw the completion of a new stage in the history of the library. It now includes new study and research areas including the Geoffrey Blainey Research Centre with access to the University's Art and Historical Collection. The E. J. Barker Library is named after a former Principal of the School of Mines Ballarat who then became the first Director of the Ballarat College of Advanced Education, now Federation University. Jack Barker played an active part in education and was awarded the Medal of the Order of Australia. According to the Ballarat College Report, Prize list and Prospectus published 1875 Miss E Rees was Dux of the school 'Ladies Department' and winner of the Mr R F Glover's Prize Essay. This book was awarded to Miss E Rees the following year by the Ballarat Ladies College associated with the ballarat Grammar School, Principal F J Thomas. Thomas had been appointed principal of Ballarat College in 1874 following the untimely death of the school's first principal Robert Oliver McCoy. However Thomas's credentials were questionable and he left the school under a cloud during 1875. Thomas established a rival college. This action had a devastating impact on Ballarat College because many students enrolled at the new college. This book is evidence of just one such transition. The medal was awarded to Trooper John Garbutt of the Prince of Wales Victorian Volunteer Light Horse (Ballarat) in 1880 for attaining fourth prize n the sword competition. In 1862, the units of the Mounted Volunteer Corps in Victoria were formed into a single regiment known as the Victorian Volunteer Light Horse. This title changed again in 1863, to the Prince of Wales Victorian Volunteer Light Horse ( Hussars ). In 1870 a uniform was adopted that was based on the British 19th Hussars. Troops were based at various times at Geelong, Ballarat, Kyneton, Bendigo, Castlemaine and Dandenong, as well as metropolitan Melbourne. In 1885, most of the Cavalry were incorporated into a newly formed Victorian Mounted Rifles. Phillippa (Tarrant) Rowland attended Clarendon Presbyterian Ladies College 1956 - 1967, Kindergarten to Leaving. The Prize was awarded for good academic progress during the second grade. Phillippa has provided the following reminiscences from her years at CPLC: [Principal] Miss McPherson used to come once a week to the prep school to read to us and the books chosen were then presented as prizes at the end of the year. Mrs Langham was the head of the junior school, Mrs Tolliday and Mrs Alexander (who used to play the piano for our morning assemblies) the other teaching staff. We would gather, at the bell, in the concrete yard at the back of the school, in rows on the concrete lines, have our fingernails and uniform inspected, we had to show a handkerchief before filing in to the large room for assembly. We also had lunch and afternoon naps in this large room, folk dancing, plays, other special occasions. Book in English language.
