Following a Royal Commission in 1855, the Gold License was changed to the Miner’s Right, which reduced the fee and required annual payment, rather than monthly or quarterly.The fourth Goldfields Act, passed in early 1858, gave increased privileges to holders of Miner's Rights. These included the right to make residential claims, allowing the cutting of timber on claims and giving the right to build races and dams on any crown lands for mining purposes. This certificate is in the name of Samuel Richardson who brought it to Orbost.This item is of historical significance as it is associated with positive outcomes for gold miners brought about by the Eureka Stockade rebellion and its subsequent democrat changes. It is also associated with the Richardsonfamily who were early settlers in Orbost.A certificate for a miner's right printed on paper. It cost one pound. It was Not Transferable. Details have been filled out in ink. At the top of the licence is an elaborate etching, under the heading 'Colony of Victoria'. Inside a shield is a young woman, crowned, seated, with shipping in the background. oO her left is a miner with hat presenting her with a gold nugget while on her right, a farmer presents grain to her. Mellblom' in image lower left, 63.5 x 101.5 cm. Linen-backed. Text continues in lower margin: 'Arbuckle, Waddell Pty Ltd Print, Melb.', Mellblom (nee Henry) was a painter, naturalist and photographer. She was born at Portland, Victoria, and studied art in Ballarat. She was a talented etcher from childhood, and joined the Portland Camera club. She also produced many watercolour paintings of the historic places of Portland. She was married (1932) to Karl Enoch Mellblom.A bluestone building on an arid landscape. Application by Mr Frederick R Killey in February 1943 for the position of Manager of the Legacy Club Hostel. It lists his experience as 16 years teaching and missionary work in India in charge of an orphanage. He was rejected from military service in WWI due to defective eyesight and points out he has a badge issued to him at the time stating he was rejected on medical grounds. The note in red ink shows the application was unsuitable. Legacy had a preference for providing positions to ex=servicemen when possible. Holmbush was the first children's residence operated by Melbourne Legacy it was renamed Blamey House when the first Blamey House was sold. Melbourne Legacy ran three residences: Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950), to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself. Harelands accommodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14.
