Instrument - Scale, George Salter & Co, ca. 1886
There were at least three 1880s vessels named Lady Loch, all built in Victoria; a river launch (ca 1884-ca 1916, originally named Lady of the Lake), a steamer ferry (1884-1920s) and a government lighthouse tender steamer HMV Lady Loch (1886-1962.) The spring balance scale was part of the equipment on the HMV Lady Loch. The scale was made by the renowned company Salter Weighing Machines in the United Kingdom. It was made to Silvester's patent design. Salter Weighing Machines, Britain, began making spring scales in the 1820s. In 1908 Salter opened up an Australian branch named Salter Scales Pty. Ltd. The scale, marked HMV SS Lady Loch, would be suspended by its top ring, a basket or other container is hung from the hook, and the items inside the basket then pull downwards on the hook, which stretches the springs inside the works. The pulling action moves a rack and gears a calculated distance and the gears turn the pointer on the dial to indicate the weight of the goods. This scale measures up to 200 pounds capacity. The HMV SS Lady Loch was an iron steamship built in Footscray, Melbourne, by Campbell, Sloss and McCain in 1886 for the colonial Victorian government’s Department of Trade and Customs. It was armed with a 6-inch gun and two 1-inch Nordenfelt guns. The Sydney Morning Herald of 27th January 1888 describes the vessel in detail. It even comments on the interior of the Saloon “The wood work … is on a very elaborate scale and is exceedingly neat …”. The HMV Lady Loch performed Customs duties, and serviced the lighthouses along the coast. The scale could have measured goods for the Customs Tax, or for measuring out supplies for the lighthouse keepers. The vessel was named after Lady Elizabeth Loch, wife of Sir Henry Loch, Governor of Victoria from 1884 to 1889. In 1932 Lady Loch was converted to a hulk and used in Brisbane, and finally scuttled in 1962 at Moreton Bay, Queensland.The scale has importance due to its connection to the 1886 HMV Lady Loch, a vessel of great significance to Melbourne’s shipbuilding industry. It was the largest auxiliary vessel in the Victorian Colonial Government’s fleet and the first prominent vessel launched by Melbourne’s shipbuilding industry. The scale is also important for its connection with the colonial navy's Custom's work, as the scale was available to weigh goods that could attract taxes and deal out goods for distribution to lighthouse keepers. The HMV Lady Loch was also important part of Victoria's maritime history for its communication and support of the lighthouse keeper's along the coast of Victoria.Scale; Salter's spring balance mechanical hanging scale, brass and iron. Equally spaced marks around the circular dial have values from 0 to 200 in increments of 10, each increment is also divided into 10. An iron ring is attached to a fitted loop on the top of the scale, and an iron hook is attached to the fitted loop onthe bottom of the scale. A moving pointer attached to the centre of the dial has a calibration screw joined to its base. Four screws fix the brass face to the works at the back. There are stamped and embossed inscriptions. Made by Salter in Britain, to Silvester's Patent design. The scale was once equipment carried abourd the steamship HMV SS Lady Loch. Murray Comrie Collection. Information written by Murray Comrie: A meeting was called at the Golden Age Hotel on 11th June 1868 when it was resolved to build a flour mill. Thomas Comrie was the proprietor and was responsible for the Mill being built. Tenders were called by H.C. Bristol, in the Tarnagulla Courier of January 10, 1874, for the erection of the mill. Building of the Mill commenced in 1874. Pipes were laid to Company's Dam to obtain water for the Mill's boilers. Steam was got up for the first time on 30th March, 1882. A boiler burst about April 29th. Two men (J.H. Smith and W. Hargreaves) died as a result and two others were seriously injured. The mill commenced operations on 13th June 1882 with Mr. W. Fitzgerald as manager. The Mill operated with grinding stones until 1899 when new rollers and a considerable amount of new equipment was installed, including a new, more powerful engine to drive the Mill. In January 1901, 6,000 bags of wheat were received weekly and it was a common sight to see the streets lined with wagons. In 1913, 15,000 bags of wheat were bought at three shillings and four pence per bushell. In January 1914, wheat came in at the rate of 1500 bags a day with 20,000 bags in storage. Thomas Comrie died on 4th August 1910. The Mill was carried on by his executors, then closed for a short period prior to being sold in September 1918 to a Mr. O. Albert of Talbot. Albert operated the Mill for a few years but during the 1920s it was closed down and then pulled down. It was later re-erected at Mildura where it operated for many years. The far left section of the complex was originally John Pierce's Southern Cross General Store, a wholesale grocer and spirit merchant. It was put up for sale after Pierce's death in 1871, and later incorporated into the Mill complex. This is a poor copy of an older original. Copy probably made by Murray Comrie in the 1960s. Certificate is of the pledge that the brigade made to His Royal Highness the Duke of Edinburugh at a dinner that the Duke attended at the Ballarat Fire Station on 10th December 1867 during a royal visit to the district. White timber framed pledge from the Ballarat Fire Brigade to His Royal Highness the Duke of Edinburugh during his royal visit in December 1867. Pledge is on white paper with a coat of arms near the centre at the top of the page. Lettering is mainly in black ink with some red coloured letters being used. Certificate has a light brown coloured border around it with a hand drawn scrolled decorative edge made in gold colour. News paper Cutting Chaplain-Captain F. H. King, ? 1917
Captain Frank Herbert King was born in the Parish of St. Saviors in the borough of Brougham London March 5th 1875. He was educated in theology at St. Augustine's College Durban University. He went on to serve for 2 1/2 years in South Africa during the Boer Wars and then re-enlisted in the A.I.F.16th November 1916 when he listed his address as "The Vicarage Sunshine Victoria" and listed his wife as "Kathleen King" “Revd McCoy announced his intention of moving to the parish of Deniliquin in October 1915. He was replaced by F.H. King. Though the parish could not house him, he came in November. King was a typical “new broom”. In January 1916, at his instigation, the parish agreed to change its hymn book to Ancient and Modern. This decision could be viewed as a “churchmanship” matter, one of many that happened in these years. He pushed through the building of the vicarage, from tender in January to blessed and occupied by June. At the Annual General Meeting, King described 1915 as a trying time in the church and looked forward to a happier and more prosperous time during 1916. At a special vestry meeting, 3 November 1916, King announced that he had accepted an appointment by the Archbishop for service at the front, and that he had been instructed to prepare to go abroad. It was decided in his absence the parish use lay-readers, with periodic visits by clergy for Holy Communion. On 12 November, King thanked the parish for their loyalty and their devotion to him and the church. In return the parish presented him with a wrist watch. The parish was not formally vacant; just without a vicar. In September 1917, the Archbishop wrote advising that King had resigned. He appointed the Rev. W. Green to the parish, but Green declined.”(1) He was sent to Egypt where he administered to the Australian Stationary Hospital Australian 3rd and 5th light horse brigades. His Army record states he was Invalided and Completion of Duty 12 July 1918. He was later awarded th Order of the British Empire (OBE) 1 “The Junction” a history of St Mark’s Sunshine The picture of Chaplain-Captain F.H. King was carried in the Bible of Sig. H. C. Roussac ( a Gallipoli veteran) during his service with the A.I.F. in France. It can only be assumed that F.H.King had a profound effect on Sig. St Laurence O'Toole church and cemetery is located in a rural setting at 801/821 Creswick-Newstead Rd, Sandon. Originally a small wooden school (22’x14’) was erected in Sandon by Father Patrick Smyth (who was involved in the Eureka Stockade movement) in 1859. It was also used for Mass and became known as a chapel. In June 1882 tenders were called for the construction of a brick Church by the Castlemaine architect, T.F. Kibble, and it was built at a cost of 1000 pounds. The church was blessed by Archbishop Goold on 06 May 1883 and dedicated to St Laurence O'Toole. The brick building demonstrates original design qualities of a Victorian Rudimentary Gothic style, including the steeply pitched, parapet gable roof form, together with a central steeply pitched, gabled porch that projects slightly from the main gable end. Other intact qualities include the exposed brick wall construction, lapped galvanised corrugated iron roof cladding, minor gabled porch at the rear, small ventilation dormers nearby the roof ridgeline, series of stone steps that lead to the central porch with its double pointed door opening and vertical boarded doors, simple rose window in the main gable end, pointed windows, brick buttresses with double lower copings, and the light masonry detailing (the banding marking the floor level within, buttress copings, window and door surrounds and quoins, and the drip moulds).(Shire of Mount Alexander: Heritage Study of the former Shire of Newstead, 2000) The visually connected cemetery demonstrates important visual qualities formed by the regular rows of graves and cemetery architecture, and the grassed and treed rural landscape. It is a rare and substantially intact example of a Victorian Catholic Church with a cemetery in its churchyard. Many headstones and cemetery architecture, date from the 19th century and represent some fine examples of masonry craftsmanship. Some refurbisments occurred during the 1940s and in 2002 a major restoration project was undertaken from roof to footings, by a dedicated band of volunteers and trades people. Work was completed mid 2003 and in November 2003 St Laurence’s was re-dedicated with the celebration of Mass and a picnic tea. The Fred Rochow Railways Collection incorporates photos related to the operation of the Wodonga Railway Station including different types of trains and railways staff C. 1930 – 1990. It was donated to the Wodonga Historical Society by Fred Rochow, a railwayman who spent many years based in Wodonga. He joined the Victorian Railways on 17th June l947 and retired in 1988. For some time, he was a member of the Australian Federated Union of Locomotive Enginemen and served a term as a member of the Trades Hall Council. He had an extensive knowledge of the struggles that took place to achieve better conditions for railway workers. Fred worked for many years as a fireman and then worked his way up the ranks to driver, experiencing many changes from the days of steam locomotives through to diesel trains, locomotives and even the modern XPT train. He worked throughout Victoria at different stages of his career, with his final working years focused on the northeast of Victoria and the Albury to Melbourne line. After his retirement, Fred continued to share his love of steam miniature trains with the community.This collection has local and statewide significance as it captures images of trains, locomotives and personnel who operated the railway services in Wodonga and throughout Northeast Victoria. The railways played a critical role in opening up Victoria and connecting Australia for trade, business, social communication and transport.Eric Molloy preparing Locomotive H220 "Heavy Harry" for another run. Eric was born on 11 August 1906. He started cleaning with the Victorian Railways on 26 November 1926. Eric passed his Driver qualification on 1 December 1943. "Heavy Harry" - H220 was the only locomotive constructed in this class. The H class is the largest locomotive built to operate on the Victorian Railways. He was built at Newport in 1941 as the first of three mighty locomotives to haul the Overland Express to Adelaide, each to take the place of two ordinary locomotives. H220 entered service on 7 February 1941. Known as “Heavy Harry”, he never fulfilled his destiny, because bridges and tracks were not strong enough to carry his 260 tons (with tender). The war put an end to plans to strengthen the line and to build the other two locomotives. As a result, the locomotive spent its entire service life on the Northeast line as this was the only other line on which it could operate. It was used mainly on fast goods trains with an occasional run on an express passenger train and typically completed five return trips a week between Melbourne and Wodonga, covering around 1,875 miles per week. H220 continued in service until it was withdrawn for an overhaul on 20 May 1956. H220 was stored rather than overhauled, and never returned to service. It was written off the VR locomotive register on 30 April 1958. and was put on display in the Newport Railway Museum in 1962. In this picture can be seen steam locomotive J-521 and tender to which is attached State Car No. 5. It is believed that the other support carriages have been de-attached and the train has pulled up at the front of the platform allowing room for other trains to pull in. Immediately behind on the same track at the platform is a Diesel Electric Rail Motor (DERM) and C-class bogey (luggage) then a small (articulated) rail car (articulated) then a cattle van. On the adjacent track is State Car No. 2 (Melville) and a C-van. State Car No. 2 (Melville) was used a power generation car for special trains and the Train of Knowledge. State Car No. 5 is in the design of the Spirit of Progress. George Coop advised that the occasion is the visit of the Governor of Victoria, Sir Rohan Delacombe to Echuca in 1963. Delacombe had replaced Sir Dallas Brooks in May 1963 who had departed for England on the liner Iberia,11 April 1963 (1963 'SIR DALLAS ON WAY TO U.K.', The Canberra Times (ACT : 1926 - 1995), 9 April, p. 9. , viewed 27 Jan 2020, http://nla.gov.au/nla.news-article104249252) George believes the Governor was doing a considerable formal train ride around the State and Echuca was on the schedule. The ‘platform’ was a special creation for such purposes, located on the wharf spur line that ran behind the Echuca Civic Centre. The large notice board commemorates the Queen’s visit on March 5th, 1954 for which the platform was initially built. From time to time it would get spruced up with pot plants, fresh paint and repaired hand rails for formal functions. George attended the Civic Reception held for the Governor. Melbourne's new orange-coloured super trams have been designed for an era of one-man operators and women drivers. Cheaper to run. Passengers should find them more comfortable and faster. Will go into service early next month (April?). MMTB Chairman, RF Kirby said board would like to recruit women drivers for trams, especially new super trams. "...very keen to have women tram drivers. But union has objected." Kirby said board had no immediate plans for introduction of one-man operators but trams could be easily adapted. One-man operations could be used in off-peak periods. State Government recently approved calling of tenders for 100 new trams to replace Melbourne's oldest trams. 300 trams are 50 years old. New tram is 53 feet long and 8 feet 9 inches wide. Passengers will enter through front door and purchase ticket from seated conductor. Rear exit door. Improvements to new trams are:, forward boarding means all passengers have to pass conductor, reducing missed-fare problem costing about $1M per year, no running board and tram cannot move until all doors are closed. This AC generator operated for the State Electricity Commission in the Ballarat North Power Station prior to World War Two. James Oddie of Ballarat has an association with Thomas Parker of Elswell-Parker. In early 1887 Oddie arrived in England seeking information on electrical knowledge and its developments. At this time Henry Sutton was teaching Electricity and Magnetism at the Ballarat School of Mines. Oddie stayed in the United Kingdom for around three years and during that time became a close friend of Thomas Parker and his family. The two first met at the first official running of the Blackpool tram, and Oddie was invited to visit Parker at Wolverhampton. Over the years Thomas Parker kept newspaper cuttings (mainly Australian) relating to James Oddie and his work. The following article is a description of the Wolverhampton works by James Oddie, and was collected by Thomas Parker. After the dinner at Blackpool, Mr. Parker visited me, and cordially invited me to see his extensive works at Wolverhampton, an invitation I was not slow to avail myself of. This was the keynote of the best friendship I made in England. I went shortly afterwards and stayed several days, visiting the works daily, as Mr. Parker gave me the run of the whole works. There I ordered the installation of a 60 light dynamo, with a 28 cell storage battery and paraphernalia, now doing duty at the Observatory. I subsequently visited the works frequently, sometimes for a week at a time, and I regard it as the brightest spot in my English constellation. Mr. Parker started his works in 1880, with one man beside himself. He never had a single day’s instruction in electricity in his life; now he daily instructs between 300 and 400 employees, who worship him as a father. He is said to be now the most practical electrical engineer and mechanist in Europe. During one of my visits I took with me an artist, who is painting for me a portrait, 6 feet by 5 feet, of Mr. Parker, surrounded by dynamos, secondary batteries, measuring instruments etc. Electric tram cars are going to be a big thing in England. Parker’s Company Limited, is now, with three other companies, in the hands of the Electric Construction Company, with Mr. Parker as manager of the lot. The whole of the works will be taken to Wolverhampton. Before I left, a tender for £50,000 was accepted for the construction of new works.AC Generator painted read and black on a stand. The photograph shows the steam launch Lady Loch towing five rowing boats full of passengers on the Hopkins River at Warrnambool. The boat is travelling downstream from the riverbank near Jubilee Park towards Warrnambool and the river mouth. A similar trip in 1909 was a fund-raising excursion when the Lady Loch was to tow boats from Flett & Sons' boating establishment on the Hopkins River, travelling towards Jubilee Park. The photograph was taken between February 1907 and June 1910 by Mrs A. G. Dawson from the Hopkins River Bank at “Allandale”, which she was leasing. She took another photograph that day, which was published in the Warrnambool Standard on 24th March 1973. At the time of the photograph the launch Lady Loch was owned by James Flett & Son who operated a boatshed on the bend of the Hopkins River. The boat was described as “a fine little steamer”. In 1916 it was licenced to carry 42 passengers. The LADY LOCH: - In February 1884 Mr Sutton’s steam launch had the name of Lady of the Lake. The boat was part of the entertainment for a Sunday school picnic at Ballarat Lake and Gardens. In October 1884 Mr Ivey from Lake Wendouree purchased two vessels, the steamer Ballarat and Mr Sutton’s well-known and popular launch, Lady of the Lake, to join his own fleet of pleasure boats. In November 1887 Mr Mark Hooper’s purchase of a ‘new’ pleasure boat, Lady of the Lake, arrived in Colac to be an addition to his boating business. The launch had been transported by road from Ballarat, but the boiler and the engine had travelled by rail the previous day. In June 1888, Fanny Nelson purchased the steam launch Lady of the Lake for her Nelson’s Boating and Fishing Establishment on the Hopkins River, Warrnambool. She renamed it Lady Loch. People have suggested the mane was in honour of the wife of the then-current Governor of Victoria, Sir Henry Loch, and the local paper stated that Lady Loch flew the Governor’s colours of yellow, black and blue on her first trip under Nelson’s ownership, Sunday 12th August 1888. In 1890 Fanny Nelson sold her complete business, including Lady Loch, to Mr Chapman. in January 1897 James Flett & Sons, already involved in boating, purchased the business from Chapman. In January 1916, Flett advertised everything for sale, including the boatshed and the steam launch Lady Loch. NOTE: - at least three vessels in Victoria were named Lady Loch; a river launch (ca 1884-ca 1916), a steamer ferry (1884-1920s) and a government steam lighthouse tender HMS Lady Loch (1886-1962)The photograph of the Lady Loch pleasure steamer represents the social and recreational activities of late 19th-century people from Warrnambool and the local district. It shows an example of the pleasure craft of that era. The history of the Lady Loch includes the history of fishing and boat hire businesses of that period. "A court was established in Melton by 1864, when the first recorded case was heard before Mr BA Porter JP, with Mr A Carroll as the Clerk of Courts. John James was convicted of being drunk, for which he was fined five shillings or 24 hours imprisonment. The court was held in the ‘long room’ of the old Melton Hotel, before moving to rented accommodation at the Raglan Hotel, and finally to the Roads Board office. Tenders for construction of the present building were called for by the Public Works Department on 13th February 1892. The architect Samuel Edward Brindley was born in Birmingham, England, in 1842. He was articled to the local architect, J.R. Botham, FRIBA, before emigrating to Victoria where he was employed as an architect in the Education Department from 18 August 1873. With the amalgamation of the architectural branch of the Education Department with the Public Works Department in 1884, Bindley was placed in charge of Victorian government building design for the North-Western District. In 1975, the Melton and District Historical Society became concerned at hearsay that the court house was to be demolished to make way for carparking space. Melton had been declared a ‘satellite city’ and was developing rapidly. A new shopping centre had recently been built at a setback of 60 feet (c.18 metre) from 323-329 High Street, and the court house, together with the adjacent weatherboard police station, had been left standing alone. A new police station was planned, and the weatherboard police station was subsequently demolished. In its nomination of the building for National Trust classification the Society argued that the Court House was ‘the best of two early buildings left in the main street’ (the other being a bluestone hotel) and that its loss would be ‘tragic’. However the nomination was unsuccessful, the National Trust at the time judging that it was of no particular ‘distinction’ or ‘antiquity’. The building continued to be used as a court house at least until 1991 when the Department of Housing and Construction (formerly the PWD) conducted a heritage study of court houses. By this time Federation-era architecture had achieved acceptance within the heritage movement. The building was recognised as being ‘the only surviving example in brick of the Federation Queen Anne style which was used for court houses only twice.’ Twenty years later when it was proposed to modify the eastern façade of the building to accommodate a café, the M&DHS was again concerned. This time the National Trust objected that the proposed extension would be an over-development of the site, and questioned the changes to the interior court room furnishings and fittings. The site never appears to have been nominated to the Victorian Heritage Register. It has since been converted into the Shire of Melton Tourist Information Centre". An F-class 2-4-0 steam locomotive and tender hauls a train of two open wagons, a guards van and a single Tait passenger car over the Eltham Railway Trestle Bridge, heading for Melbourne. This type of steam locomotive was replaced by the F-Class 2-4-2. The house on the right, originally known as 'Derril' was purchased in the early 1920s by Walter Ernest and Alice Miriam Gahan. On the western side of Main Road near the present-day site of Shillinglaw Cottage, they remained till about 1960 when Walter died. The house was demolished in 1968 during the widening of Main Road. In the distance beyond the trestle bridge on what would become Central Park appears to be an orchard of fruit trees. Clark John Henry Clark was the youngest of three boys born to William Henry Clark (1823-1877) and Maria White (1843-1914). He and his brothers, William Charles Clark (1872-1945), Clement Kent Clark (1874-1912) operated a photography business (Clark Bros.) from 25 Thomas Street, Windsor near Prahran during the period c.1894 to 1914. Following death of Clement in September 1912 and their mother in 1914, the Clark Bros business appears to have dissolved, the premises demolished, and a new house was under construction in 1915. John set up business independently in 1914 operating out of 29 Moor Street, Fitzroy where he is registered in the 1914 and 1915 Electoral Rolls. By 1916 John had relocated to Eltham where he continued his practice as a photographer and took many of the early images around the district of Little Eltham. Around 1930 John changed professions and opened a small cobbler's shop in 1931 near the pond opposite Dalton Street adjacent to the Jarrold family cottage. He never married and continued his profession as a bootmaker from this little shop, maintaining a close relationship with Mrs Jarrold for the rest of their lives. His bootmaker shop remains today beside the Whitecloud cottage and is one of only three remaining shops in the area from the early 20th century. There are a couple of images of Eltham taken by Clark Bros. in the Eltham District Historical Society collection, one such example being Hunniford’s Post Office with Miss Anne Hunniford out front (EDHS_00140 - marked on the back of the print, Clark Bros., 25 Thomas St. Windsor), which would date this image between c.1894 and 1914. Other early images of Eltham taken by John Henry Clark are marked on the face “J. H. Clark Photo” and it is assumed these are dated between 1914 and 1930. In March 1995 ATCV had circulated a proposal for an ‘Australia Corps’. The proposal emerged over time from ATCV board and staff through debate and experience. ATCV Board member Alan Wright had written earlier: “There is in our society a terrible vacuum for adolescents to give expression to their independence and idealism in a constructive way, a chance to try themselves out independent of their parents/teachers in adult roles.” ATCV’s Brisbane office manager Phil Harrison had first been involved with ATCV as a volunteer from UK, drew together ideas about an ‘Australia Corps’, that had been discussed with Alan Wright, John Fenton and others at the ATCV staff/board planning workshop at Sorrento in December 1993 and “…based upon our experience and participation in the LEAP program and observations of Conservation Corps around the world”. The concept of a six-month program for young people with a training wage and accredited training which encouraged both competencies and personal development emerged, with a standard format of ten participants working fopr six months under the direction of a supervisor. The ‘Australia Corps’ proposal was widely distributed to Federal, State and Territory parliamentarians and received positive feedback. The Liberal Party, then in Opposition, included the idea of a “Green Army” in their environmental policy, placing more emphasis on environmental outcomes and less on job creation than the Keating ALP Government had. A young and up-and-coming parliamentarian, Tony Abbott MP, was enthusiastic and was to visit several ATCV projects (both before and after Green Corps started) to learn about their workings direct from volunteers and CVA staff. Several times he visited projects with Ian Smith project and Ian recalls being impressed by the efforts he made to talk at length with all participants. Tony Abbott took a personal interest in the progress of Green Corps. Colin Jackson and Phil Harrison were guests of Abbott in Parliament House, Canberra, on the evening of 20 August 1996. The Federal Treasurer, Peter Costello, announced in his first Budget Speech that: - “the Government will provide $42 million over the next 3 years to establish the Green Corps. The Green Corps will be open to young Australians aged 17 to 20 to demonstrate their commitment to the environment by working on projects to preserve and restore Australia's natural environment and cultural heritage. The projects will also contribute to their career and employment prospects through training, skills development, work experience and personal development.” ATCV’s chief executive officer Colin Jackson worked with senior staff Madeline Townsend, Garry Snowden, Phil Harrison, and John Fenton to fine-tune the ATCV proposal. On the strength of unique national coverage and credible record ATCV went on to win the tender to administer and manage the day-to-day operations of the Green Corps program for five years (1997-2002). Winning a $36 million contract was a big breakthrough for ATCV. Fourteen years before, a small non-profit group had started in Ballarat in country Australia with a vision – but little else. Its key people had shaped opinion and won political support for a concept. There was about to be transformation from hand-to-mouth existence into a nation-wide business with resources to build for the long term. The article shows a photo of the original Hall's Gap Hall and the (then) new Hall, which was built in 1956. The copy has been scanned as two separate images (because it was too large for the scanner). the second image is stored under "Additional Images". HISTORY OF HALL'S GAP HALL: No village, no matter how small, could possibly survive without a public meeting place, and Hall's Gap was no exception, even in 1899-1900. Actually it was the locals of Stony Creek village, as Hall's Gap was known for a short time, who decided to hold a meeting to find out how much interest there was in building a town hall! They soon found out that support was overwhelming, as can be seen by the fact that 14 gentlemen nominated for a position on the committee of four! Several motions were moved at that meeting, mainly with reference to the materials to be used, for instance that no "wattle and daub", but rather slabs of bark and local bush logs be used. The walls were to be constructed of slabs, 6 feet long, 9 inches wide and two inches thick. Uprights were to be 9 feet high and at least 9 inches thick. Sheets of bark, all 32 of them, had to be 8 feet by 8 feet. Tenders for the building materials were called on 9 March 1899 and, 21 days later, McKeon Brothers won the right to supply all the material for the princely sum of 4 pounds 10 shillings. The size of the hall was to be 20 feet by 10 feet. The first hall served the community well for the next thirteen years, being regularly used as a place of entertainment and religious worship. The growing community soon realised the need for a larger venue, with better facilities, so once again the townsfolk rallied to raise funds for a new hall, realising their dream around 1913. In 1921 a schoolteacher was provided by the education department but as there was no school building she was expected to use the hall. Mainly lessons were held in the kitchen as it was much warmer than the hall itself, and it was not unusual for up to twenty children to be taught, ranging in age from 5 to 14 years. It was not until 1928 that an official school was built. 1955-56 were years of great excitement. The Progress Association was in charge of deciding the format for the new hall, and there were many rowdy meetings beforehand. Some members had much more vision than others, and to some the amount of money required seemed astronomical. Two hall committee members resigned over differences of opinion but amazingly it all came together in the end, albeit at a greater cost than had been anticipated. There is only one record of a grant being made for the building,1500 pounds, and it came for the Minister of Public Works. Estimated cost of the building was around 8,000 pounds, and when finally finished it was just slightly over, but bank charges and interest took it to well over 9,000 pounds. An electric light generator was included and lighting installed. A competition was announced to design a suitable building for the proposed Melbourne International Exhibition in December 1877. Eighteen entries were received. The winner of 300 pounds was Joseph Reed of the architectual firm Reed and Barnes. The foundation stone was laid by Governor Sir George Bowen on 19 February 1879. Prominent Melbounre builder David Mitchell, father of Dame Nellie Melba, won the tender to construct the main building. Exhibitors were able to move in by May 1880. On 01 October 1880 the Melbourne International Exhibition opened, when over 6000 people entered the main hall to see the Governor, the Marquess of Normanby open the show. Thirty three nations participated and ofver 32,000 exhibits were displayed. At the close of the exhibition on 30 April 1881 over 1.3 million people had visited the exhibition. In 1881 Victoria's population was just over 250,000. The management of the Exhibition Building and eight hectares of the Carlton Gardens was handed to the Exhibition Trustees by the Melbourne International Exhibition Commissioners on 01 OCtober 1881. The Trustees maintained the building for 'future public exhibitions and ... general public instruction and recreation' until 1996 when management of the building was transferred to Museum Victoria. In 1901 when the Australian colonies federated there was no capital and no federal parliament building. The Federal Parliament moved into the Victorian State Parliament building, and the State Parliament moved into the Western Annexe of the Exhibition Building for 26 years. After World War One, on 04 February 1919, the exhibition Building was turned into a hospital to treat Melbournians struck down with the Spanis 'Flu'. Initially housing 500 beds, the hospital grew to accomodate 2000 patients. Femals were located between the concert platform in the western nave and the done; male patients occupied the spaces beyond. The basement was used a a morgue. With the departure of the State Parliament in 1927 the western annexe became home to the Country Roads Board. In 1932 it was joined by the MOtor Registration Branch, and the Transport Regulation Board in 1934. They co-existedin cramped offices until the 1960s. In 1949 the oval at the rear of the ExhibitionBuilding was leased to the Commonealth Government for the establishment of the Migrant Reception Centre. When it closed in 1961-62, the centre comrised 29 bungalows over 1.4 hectare. The centre provided temporary accomodation for thousands of new arrivals from Britain. On 01 July 2004 the Royal Exhibition Building and Carlton Gardens were inscribed on the World Heritage List. It is the only 19th century Great Hall to survive largely intact, still in its original landscape setting, and still used as a palace of industry. The Melbourne International Flower and Garden Show is a flower show held annually since 1995 in early April each year, in Melbourne, Australia. It is located in the World Heritage Site of Carlton Gardens and the Royal Exhibition Building.[1] It is the largest horticultural event in the southern hemisphere, attracting over 100,000 visitors. It is rated among the top five flower and garden shows in the world. The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. It was established in June 2003 to manage Victoria's interest in the OneLink Metcard public transport ticketing system contract, and to procure and manage the new ticketing system for Victoria, eventually known as myki.
