Part of a suite of materials used by Air Raid Precautions (ARP) wardens in Kew in the Second World War. Air raid wardens managed groups of people in using air raid facilities that were constructed throughout the district. The ARP scheme was based on that developed in the United Kingdom. The collection of ARP items, originally belonging to Mr Samuel James Gare of Bowen Street, Kew, was donated five years after his death by his son.Primary resources showing the materials and advice developed to protect civilians on the home front. Examples of such support in the Kew Historical Society's collection includes advice for authorised community representatives, insignia and equipment.White rubberised canvas armband with tape ties. Printed in black on the band is 'ARP/WARDEN'. A similar example in the Australian War Memorial's collection notes that this: "Example of the type of Air Raid Precaution (ARP) armband used by the State Emergency Service (SES) of Victoria during the Second World War; this style worn by ARP wardens. Booklet, Australian Comforts Fund (Victorian Divsion), Voluntary War Workers Record, 1918
The Australian Comforts Fund was established in August 1916 to co-ordinate the activities of the state based patriotic funds, which were established earlier in World War I. Mainly run by women, they provided and distributed free comforts to the Australian 'fit' fighting men in all the battle zones. They became divisions of the Australian Comforts Fund. The Council of the Fund comprised two delegates from New South Wales, Victoria and Queensland and one from the states of Western Australia, South Australia and Tasmania. The Executive headquarters was located in Sydney. It ceased operation on 10 April 1920 and was reconstituted in World War II in June 1940 and ceased operation again on 27 June 1946. The state bodies in World War I were: New South Wales: the 'Citizens' 'War Chest' Fund; Queensland Patriotic Fund; South Australia: League of Loyal Women; Tasmania: 'On Active Service Fund'; Australian Comforts Fund, Victorian Division; Victoria League of Western Australia. This tunic was worn by Sir David Fairbairn KBE DFC when Honorary Colonel of 8th/13th Victorian Mounted Rifles Regiment 1981-83. Sir David served with 21st Light Horse prior to World War Two. During WWII he served with the Royal Australian Air Force flying Spitfires in Britain and Europe and later in the war, in the Pacific theatre. Following the war, he entered politics, holding the federal seat of Farrer from 1949-1975. He was Minister for Defence 1971-73. He returned to military service in 1931 as Squadron Commander in the 4th Light Horse. He was promoted to the command of the regiment after l8 months' service, and finally to the command of the Third Cavalry Brigade which included the 8th Light Horse Regiment. Brigadier Street had entered Federal Parliament in 1934 and in November 1938 was seconded from military duties to serve as Minister for Defence in the Lyons Government . He was serving in this capacity in the Menzies government when he was killed in an air crash near Canberra on 13 August 1940.Representarive example of officer's dress boots from the 'between the wars' period.
