This map indicates portions of land in the Parish of Gorrockburkchap near Rowsley which was required for construction of a road. The land required was leased to a Michael Laffan. Other blocks of land nearby owned or leased by D. McPhail and J. Mahoney are also indicated on the map. The date of the map is not known. However newspaper reports in the Bacchus Marsh Express on the 18 March 1882, page 3, column 3 mention land occupied by McPhail and Laffan near Rowsley in connection to the construction of a public road.Single page map showing land occupied by farmers D. The Bethanga Bridge was built between 1927 and 1930 as a joint venture between Victoria and New South Wales and was a key element of the River Murray Waters Agreement. It consists of nine spans of 82 metres long. Each span is supported between double reinforced concrete pylons and a riveted steel camel back Pratt truss. The overall span of the bridge is a length of 752 metres. It was completed in 1929 at a cost of £194,000. The road deck was initially constructed from timber but was replaced in 1961 with a concrete waffle slab deck 7.7metres wide. In 1961 the bridge deck and truss structure were raised 300 millimetres to allow for the enlargement of the lake. The bridge was designed in NSW by road engineer Percy Alan and the trusses were built by the Charles Ruwolt Pty. Ltd. Charles Ruwolt Pty. Ltd. was originally established by Charles Ruwolt as a foundry at Wangaratta in 1902 and transferred its operations to Richmond, Melbourne in 1914. By 1938 it had become one of the biggest engineering companies in Australia. After Charles Ruwolt’s death in 1946, Vickers Ltd. acquired the company and in 1948 the firm became known as Vickers Ruwolt Pty. Ltd. Because of the Bethanga Bridge’s unique location, over the waters of a dam with the border running down the centre of the body of water, the Bethanga Bridge is the only built structure shared by both Victoria and New South Wales. As the border of New South Wales aligns with the southern bank of the Murray River all of the other bridges along its length are deemed to be in New South Wales. The Bethanga Bridge is listed on both the New South Wales State Heritage Register and the Victorian Heritage Database. In the post-war era from 1947 to the mid-1980s, the Forests Commission sponsored Australia's only military sawmilling unit, the 91 Forestry Squadron. It was a special reserve unit of the Royal Australian Engineers (RAE). Established and commanded by Commission forester and WW2 veteran, Major Ben Benallack, the "Woodpeckers" as they were known comprised a small pool of specialised soldiers capable of rapid mobilisation in the event of need. Several other Victorian departments such as the State Electricity Commission (SEC) did the same thing who supported a construction squadron based at Newborough in the Latrobe Valley. The scheme created a very active and capable part-time military group that completed many worthy projects across the State. In addition to their military training, the Woodpeckers operated bush sawmills, built timber bridges along the Murray River, the Snake Island Jetty, forest roads and performed various demolition tasks.Presentation plaque from the "Woodpeckers" Mounted on polished wooden burl forests commission victoria (fcv) -

Wingrove Cottage built 1858-1859 of hand made bricks is historically significant for its long association with Charles Wingrove, a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and Shire Engineer and Secretary to the Heidelberg Road Board. The cottage was used as the office of the Eltham District Road Board and Council for many years It is one of the Shire's oldest dwellings, and one of the few surviving 19th century buildings associated with early Eltham and located in the original Eltham Village Reserve. The symmetrical planting of a pair of Pencil Pines (not visible in photo) is also historically and aesthetically significant as characteristic of the early period of planting in the district and because they are a distinctive landscape feature. In October 2002 new owners demolished the outbuildings attached to the rear of the cottage. Community protest at the demolition resulted in Council issuing a Stop Work order. The owner was issued with a court order in September 2003 to develop a conservation management plan and restore the heritage listed property. The owner sold the property in 2005 to Cameron Construction in 2005 who undertook the restoration work. In 2007 a planning application to build two offices and seven dwellings at the rear of the property was ultimately rejected. The cottage is now the main office for Cameron Construction. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p57 Wingrove Cottage on Main Road beside Eltham Primary School, is one of the Shire’s most important historical buildings and was central to local government for almost 50 years. The cottage was built in stages from 1858 to 1888 for Charles Symons Wingrove JP. He was the Eltham District Road Board’s first paid secretary and later the Shire Secretary when the board became the Eltham Shire Council. Wingrove held those positions, and that of engineer for a time, for 46 years. He was also one of the main figures in the Municipal Association of Victoria. As Eltham’s first paid municipal officer, Wingrove used one room in his 11 – (originally two) roomed home, as the office for the board then the council. Meetings were held there from the late 1850s (as well as at more central locations) until Wingrove’s retirement in 1904. The cottage is a rare example of a local government office occupying a Road Board /Shire Secretary’s purpose-designed house. The cottage is also significant because it is the oldest largely intact building from the original Eltham township reserve (south of Dalton Street).1 The township had its origins in the 1848 Nillumbik Parish Plan and was one of the state’s earliest township reserves. The rectangular house of handmade bricks, roofed with grey slate tiles and with a veranda encompassing three sides, is reminiscent of those in the central goldfields including Castlemaine. Its overhanging eaves and gables were unlike houses in Melbourne at the time. Wingrove, who was born in 1827, had been a gold digger and a road surveyor. Impossible to imagine in today’s world, Wingrove was also the Shire of Heidelberg’s secretary and engineer for part of the time that he was secretary in Eltham. Living next door to the primary school was a mixed blessing. Wingrove and his wife Katherine, who had ten children, sent their eight surviving children to the school. But they had occasional disputes with the school authorities when their cattle wandered into the schoolyard. Eltham showed Charles Wingrove its appreciation of his services by giving him two illuminated addresses, one after ten years and the other at retirement. Wingrove died in 1905 aged 76 and was buried in the St Katherine’s Church of England cemetery in St Helena. His grave is surrounded by those of family members including his wife, Katherine and two babies, Henry, 12 months and Isobella, 15 months, who died in the mid-1860s. Cottage ownership passed to his wife, then to daughter Caroline and then to daughter Bessie, a Melbourne University graduate and artist. During the Great Depression their brother Walter was the ratepayer. At one stage the Wingrove property extended to Metery Road and included a small creek. The family ran a small dairy and orchard, with associated farm buildings, which were later removed. In 1949 part of the property was compulsorily acquired by the Eltham Primary School, which infuriated owner Bessie Wingrove. She protested in a letter about this ‘monstrous act of unmitigated tyranny’.2 She was the last Wingrove to occupy the cottage and died in 1955. Wingrove descendants sold the house in 1974 and the property was subdivided. In the 1960s the Eltham Shire named the park opposite the cottage in Wingrove’s honour. The cottage has since had several owners including psychiatrist Dr Daniel Kahans, who practised there. In October 2002 late rear additions which had been substantially altered were demolished contrary to council planning controls. This caused a community outcry and resulted in legal proceedings against the owner. Fortunately the historical significance of the demolished section was not as great as the older front part of the building, which has been retained and was later restored.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Monash Bridge spans the Diamond Creek at Hurstbridge. It was built in 1917 for the Shires of Heidelberg, Eltham and Whittlesea. It is considered Nillumbik Shire's finest engineered bridge and was construced by the engineering company of Sir John Monash. Covered under Heritage Overlay, Nillumbik Planning Scheme. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p117 Monash Bridge is considered the Shire’s finest engineered bridge and was constructed by the engineering company of that great Australian, Sir John Monash.1 The bridge spans Diamond Creek on the Hurstbridge-Arthurs Creek Road, linking Hurstbridge with Yarrambat and Arthurs Creek. Monash Bridge, also called Hurst’s Bridge, was built in 1917, by the Reinforced Concrete and Monier Pipe Construction Company Pty Ltd, for the Shires of Heidelberg, Eltham and Whittlesea. Although Monash was probably in action overseas during World War One when the bridge was designed and constructed, he evolved the basic design in the 1900s and it was a standard design for the firm. However J A Laing, a designer at the firm, was probably the designer, as his initials are on bridge drawings held by the Eltham District Historical Society.2 The bridge is an excellent early Australian example of an open spandrel reinforced concrete arch bridge and has a single span of 29 metres. It is unusual in Victoria, but similar to many reinforced concrete arch bridges in Europe and America, built from the late 19th century. In Victoria, Monash pioneered the use of reinforced concrete – then a revolutionary construction material. His company, Monash & Anderson, had the exclusive licence for the Monier patent for the system of reinforced concrete construction for Victoria and New South Wales. A well-known example of the Monier arch bridge is the Morell Bridge in South Yarra. The sweeping arch of the Monash Bridge combines grace and utility and blends with the surrounding rural landscape. Its design and construction have allowed it to carry increasing volumes of heavy traffic, but in modern times the one lane is considered by some to prevent easy passage through Hurstbridge. However others consider this an asset to deter too much more traffic, which would diminish Hurstbridge’s charming rural character.3 This is the third bridge across the Diamond Creek at this site. The original bridge was a log bridge upstream, constructed in the 1850s by early settler, Henry Hurst, after whom Hurstbridge was named. The bridge spanned the creek, where it divided his family’s property. In the 1880s a timber bridge replaced it, known as Hurst’s Bridge. However a more permanent bridge was considered necessary when the new railway arrived in 1912, bringing with it expectations of growth in the town and the surrounding fruit-growing district. Monash Bridge’s official opening on November 3, 1917 was a gala occasion, which took place before about 1000 spectators. Two who attended the opening had a particularly sound knowledge of the locality. One was Fred Hurst, Henry’s brother, who used to ford the creek at or near the bridge’s site more than 50 years before. The other was John McDonald of Arthurs Creek, who had built the old wooden bridge over the creek about 40 years earlier.4 Although John Monash was a fine engineer, his fame came from his brilliant war career, rather than from his engineering or his many other achievements. Monash was Corps Commander of the Australian Forces. His brilliance was recognised with his awards: Knight Grand Cross of the Order of St. Michael and St. George, and Knight Commander of the Bath. Monash was also decorated by the French, Belgian, and American Governments.5 After the war, Monash worked in many prominent civilian positions, the most notable as head of the Victorian State Electricity Commission. He was a leading and loved public figure, involved in many public and private organisations. He was president of the Australian Zionist Federation and involved in the Boy Scouts. Monash University is named after him. By the 1920s Monash was probably regarded as the greatest living Australian.6 Despite most of his life working as an administrator and leader, rather than a fighting soldier, he became integral to the ANZAC legend. This plan is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The plan shows the existing jetties at the Port of Warrnambool, plus the partially erected Breakwater and proposed works to the Breakwater by both the Borough of Warrnambool Surveyor and Sir John Coode. The plan was signed 28th February 1879 by Sir John Coode. The legend at the bottom left describes the existing works and the proposed works. The Warrnambool Breakwater Sir John Coode was a British harbour engineer. He was brought to Melbourne by the Melbourne Harbour Trust to advise on works to improve the Port of Melbourne. The Victorian Government commissioned him to present a plan to complete the Warrnambool Breakwater. His original plan was too expensive so he prepared a revised plan for a shorter structure. The work was completed in 1890. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. The decreasing trade was further affected by siltation in the bay due to the breakwater, and the completion of the railway line. The situation of the harbour became a real problem that, by 1910, required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem and by the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database. This plan of the proposed works for the existing Warrnambool Breakwater is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). It is historically significant to Victoria as one of the most important maritime engineering projects in Victoria in the late 19th century. The Warrnambool Breakwater is of historical significance as one of the most important maritime engineering projects in Victoria in the late nineteenth century. It is evidence of Victoria's nineteenth century investment in regional port infrastructure and the development of Victorian coastal shipping. It is of significance for its association with the English civil engineer Sir John Coode, the most distinguished harbour engineer of the nineteenth century, who was brought to Victoria to advise on works to improve the Port of Melbourne, but was retained by the Government to advise on improvements to the harbours at Portland, Geelong, Port Fairy, and Lakes Entrance, as well as Warrnambool. His projects for Melbourne, Lakes Entrance and Warrnambool were major engineering projects of the nineteenth century. The breakwater is historically significant as a reminder of Warrnambool's early maritime history as a Western District port, and as one of Victoria's major 'outer ports'. While the Warrnambool Breakwater is a demonstration of the engineering skills of the nineteenth century, it also demonstrates the limitations of knowledge relating to sedimentology at the time and the confidence apparent in a number of nineteenth century plans which assumed that natural forces could be overcome or contained by engineering.Plan of Warrnambool Harbour, Port of Warrnambool, dated 28 Feb 1879. Denis Gibbons (1937 – 2011) Trained with the Australian Army, before travelling to Vietnam in January 1966, Denis stayed with the 1st Australian Task Force in Nui Dat working as a photographer. For almost five years Gibbons toured with nine Australian infantry battalions, posting compelling war images from within many combat zones before being flown out in late November 1970 after sustaining injuries. Furniture - Desk, Foy & Gibson, Circa 1880s
The design of this small disc is from the Australian Colonial period. The cedar wood desk was made in Australian by Foy & Gibson in the 1880s, most probably in the business’s works in Collingwood, Victoria. The heavy brass locks fitted into the desk drawers were made by the famous Hobbs & Co of London, mid-late 19th century. In 1860 the business changed hands but the locks were still branded Hobbs & Co. The desk is branded with the symbol of Victoria’s Public Works Department. There is currently no information on when, where and by whom this desk was used. However, a very similar desk with Hobbs & Co. locks is on site at the Point Hicks Lightstation in Victoria and was formerly used by the Point Hicks head light keeper there. Other light stations also have similar desks from the P.W.D. (see also ‘Desk, Parks Victoria – Point Hicks Lightstation, Victorian Collections’.) HOBBS & CO., LONDON Alfred Charles Hobbs, 1812-1891, was American born. He became an executive salesman in 1840 for renowned lock manufacturer Day & Newell. His technique of exposing the weaknesses of people’s current locks was very successful in generating sales. He represented Day & Newell at London’s Great Exhibition of 1851, competing with other lock makers. Through the Exhibition he became famous for picking the best trusted Bramah and Chubb locks. Hobbs’ fame led him to found his own company in 1851 then register it in 1852 as Hobbs & Co., London. Hobbs was awarded the Telford Medal by the British Institution of Civil Engineers in 1854 for his paper 'On the Principles and Construction of Locks'. In 1855 the very successful company added partners and became Hobbs, Ashley and Co. In 1860, it traded under the name of Hobbs, Hart & Co. and was based in Cheapside London, where the business remained. Hobbs then returned to America, having sold the complete company to John Mathias Hart. He briefly returned to attend the 21st anniversary celebrations of the successful business in 1872. Hobbs kept himself busy in America, inventing and manufacturing firearm ammunition, for which he held several patents. He passed away there in 1891, a month after his 70th birthday. FOY & GIBSON Mark Foy wan an Irish draper who migrated to Bendigo, Victoria in 1858, attracted by the gold rush. He lived and worked in the area, establishing a drapery business. In the 1870s he moved to Melbourne where there were better prospects for expansion. He chose a place in Smith Street, Collingwood, a suburb of Melbourne, and started his business at the rear. In 1883 Foy retired, bringing in William Gibson as a partner, and then transferred his own share of the company to his son Francis Foy. Not long afterwards Francis sold his half share to Gibson, and the business continued under the name of Foy & Gibson. Francis Foy and he and his brother Mark Foy (junior) moved to Sydney. They established a business there in 1885, named after their father, Mark Foy. Gibson added to his business by starting his own manufacturing works from 1887, producing clothing, millinery, furniture, bedding and hardware for his stores. The factories, warehouses and stores complex became one of Victoria’s largest employers. He set up branches of his stores in Perth, Brisbane and Adelaide and two more branches in Melbourne. Foy & Gibson (usually referred to as Foys) became one of Australia’s largest retail department stores. In 1931 Foy’s little house in Collingwood was still part of the entrance to Foy & Gibson Emporium. In 1955 the company was bought out by Cox Brothers. Later on the stores were sold to various businesses such as David Jones, Woolworths and Harris Scarfe. In 1968 Cox Brothers went into receivership, ending almost 100 years of the business known as Foy’s. The former Foy & Gibson Complex is registered by Heritage Council Victoria. “Designed by William Pitt, this magnificent 19th and early 20th century complex of factories, warehouses and showrooms saw the production of a remarkable range of goods for Foy & Gibson, Melbourne’s earliest department store chain”. (Quoted from the Plaque erected by the Collingwood Historical Society 2007) P.W.D. – Public Works Department, Victoria The desk is stamped “P.W.D,” signifying that it is from the Public Works Department in Victoria, which operated from 1855-1987. The department was responsible for, among other things, the design and supply of office furniture and equipment for public buildings and organisations. This desk is significant historically as it originated from Foy & Gibson, a colonial Australian company that had a positive and strong impact on employment, manufacturing and retailing in Melbourne, Victoria and Australia. The significance of Foy & Gibson to Victoria’s and Australia’s history is marked by the Collingwood Complex being registered in both Heritage Victoria Register (H0755, H0897 and H0896) and National Trust Register (B2668). This locks on this desk are significant for their connection with their manufacturer, Hobbs & Co, who invented a lock that surpassed the security of any other locks produced in the mid-19th century. Desk; Australian Colonial cedar desk, honey coloured. Desktop has a wooden border with a rolled edge and a fitted timber centrepiece. The four tapered legs are tulip turned. Two half-width drawers fit side by side and extend the full depth of the desk. The drawers have dovetail joints. Each drawer has two round wooden knob handles, a keyhole and a fitted, heavy brass lever lock. Inscriptions are on the desktop, drawers, desk leg and lock.
