This is a set of documents including three sheets of blueprint plans for the New Town Hall and Offices for Warrnambool, created in 1890 by the Architect Mr Arthur H. Cutler of Melbourne. The Contract was signed by the Town Mayor for Warrnambool, Mr William Simpson on May 7th 1890. Also, a Council copy of the Contract dated 26 June 1890, with the signatures and diagram where the two official stamps would be placed. The Foundation Stone was laid the following year by the next Mayor, John Hyland on February 24th 1891. The contractor for the building was granted to W. Kellas (William) of Warrnambool. The Town Hall and Offices were built on the corner of Liebig and Timor Streets in Warrnambool. On March 20th 1983 the new Performing Arts Centre was opened y the Mayor, Councillor R w Andreson, on the same site. The new building incorporates the 1890 Town Hall building. The plans, contracts, documents and various references to people on the documents are significant to the history of the City of Warrnambool and its community. The Warrnambool Town Hall building is also significant for the many community events held there over the decades after it was built. Appreciation for the significance of the almost century-old Town Hall building is demonstrated by its inclusion in the new Performing Arts Centre.Set of five documents that includes Plans for the Warrnambool Town Hall, the Contract cover page and a letter from the Architect to the Council. The district of Strathfieldsaye was proclaimed in 1861 and named a Shire on the 17th September in 1866. It remained a shire until amalgamation in 1994 when it became part of the City of Greater Bendigo. The shire was located 8 km to the south- east of Bendigo and covered an area of 601 square kilometres and extended from the Calder Highway to the Coliban and Campaspe Rivers. The shire's administration centre was in Strathfieldsaye until 1972 when new offices were opened in Kennington. Councillor Michael Brennan held roles of Shire Secretary and Clark of Works until around 1998 when his son R. B. Brennan was appointed Assistant Secretary and then Shire Secretary to assist his father with the work load during his later years. Michael Brennan remained Clerk of Works until his death at which time his son was appointed to the duties previously held by his father. The decade that began in national and domestic uncertainty was to end on a fancifully resolute moment, when Kew Council decided to apply for a gold mayoral chain. While most cities had previously been gifted mayoral chains by the Victorian Government, Kew had passed up an earlier opportunity in 1933. In that year, councillors had asked the Town Clerk to investigate whether previous mayors were willing to donate a gold link for the chain on which their name would be inscribed. Either the answer was negative, or else the Great Depression unnerved the decision makers. Hawthorn councillors, in contrast, accepted the offer of a gold chain, contributing the cost of the enamelled central medallion, while twenty former Hawthorn mayors agreed to each donate a link. At a Special Meeting of the Kew City Council on 22 August 1949, the Lieutenant Governor, Sir Edmund Herring presented a gold mayoral chain, worth £250 to the City of Kew. Contemporary newspaper accounts recorded that sixteen former mayors, or their families, donated a link inscribed with the name and term of its owner. The first mayor to wear the new chain of office was Cr Walter Hambly.Historically significant documentary record relating to the Insignia of Office of the City of KewNotice paper sent to councillors of a Special Meeting of Kew City Council, attended by the Lieutenant Governor, Sir Edmund Herring to receive the presentation of a gold mayoral chain to the City.
