Document - Certificate of Competency, Marine Department, Commonwealth Council for Trade, 1883-1894
Fifteen year old Albert Edward Gill was born in Poplar, Middlesex, in 1868. He volunteered in May 1883 as an Apprentice Ordinary Seaman with the Merchant Services under the London shipping company James P. Corry & Co., owner of the Star Line. The shipping company by this time had a fleet of both clipper and steam cargo ships that sailed as far away as Australia and New Zealand. Gill’s apprenticeship was a four year unpaid term, with only his food, drink, lodgings, washing and medical needs provided for him. The contract had many conditions but it was a wonderful opportunity for a young man. His father James Gill signed the papers as his guarantor. In December 1887 Gill completed his apprenticeship and qualified as an Able Seaman. He served for another seven years with James P. Corry & Co. and earned his Certificate of Competency as a Master in the Merchant Service in April 1894, having passed the Ordinary Examination. (The transcription of Gill's two certificates is provided further down this page.) JAMES P. CORRY & CO. - The Belfast Company was formed in 1826 by Robert Corry, and imported timber from Canada to Ireland. In 1859 the company expanded to import timber from Calcutta, and relocated its offices to London. In the 1880s the company had a fleet of 13 tall clipper ships and included ports in Australia and New Zealand in its destinations. It continued to expand trade even further and by 1908 the Star Line had seven cargo steamers trading with the East and Far East (the ships were named Star of Australia, Star of Japan, Star of England, Star of New Zealand, Star of Ireland, Star of Scotland and Star of Victoria). In 1912 the Star Line ships added an emigrant service to Australia. Book, Australia in the War of 1939-1945 The Island Campaigns
This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. It is one of two maps donated to Flagstaff Hill Maritime Village by the family of Doctor William Roy Angus, who served as Surgeon Captain in the Australian Defence Department. The map was compiled for the Dept. of Army by the Dept. of Lands and Survey in Melbourne, prepared by the Australian Section of the Imperial General Staff, which was a British Government body created in 1907 to co-ordinate the defence of Britain and its Empire. It was printed by A.H.Q. Cartographic Company, Survey Corps, which was formed in 1941. The Corp changed its name to L.H.Q. Cartographic Company of Bendigo. In 1947 the name reverted back to the A.H.Q. Cartographic Company until 1955 when it became the A.H.Q. Survey Regiment. The W.R. Angus Collection includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus who began practice in 1924. Dr. Angus served with the Australian Department of Defence as a Surgeon Captain during the Second World Was from 1942 to 1945. He served in Ballarat, Victoria, and in Bonegilla, N.S.W. until he suffering from a heart attack just before the war ended. ABOUT THE “W.R.ANGUS COLLECTION” - Doctor William Roy Angus M.B., B.S., Adel., 1923, F.R.C.S. Edin.,1928, was generally known as Dr Roy Angus. His working life included a position as a doctor with the Flying Doctor Service in Australia’s rural and remote areas. After many varied experiences Dr Angus and his family moved to Warrnambool in 1939 where he purchased “Birchwood,” the 1852 home and medical practice of Dr John Hunter Henderson. He was appointed on a part-time basis as Port Medical Officer in Warrnambool and held this position until the 1940’s when the government no longer required the service of a Port Medical Officer. Dr Angus was a surgeon at the Warrnambool Base Hospital 1939-1942. After further studies he commenced practice as an ophthalmologist in Warrnambool, pioneering in artificial eye improvements. He was Honorary Consultant Ophthalmologist to Warrnambool Base Hospital for 31 years and made monthly visits to Portland to perform eye surgery. Dr Angus and his wife Gladys were very involved in Warrnambool’s community with a strong interest in civic affairs. They were both involved in the creation of Flagstaff Hill Maritime Village, including the layout of the gardens. After his death on 28th March 1970 his family requested his practitioner’s plate, medical instruments and some personal belongings be displayed in the Port Medical Office surgery at Flagstaff Hill Maritime Village, and be called the “W. R. Angus Collection”. This Emergency Edition of the Map of Panmure is significant as an example of the documents prepared for the defence of Australia in World War 2. The Map is also significant for its connection between the Australian Army and the involvement of Dr WR Angus as a Surgeon in the Medical Services during World War II. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. Box Cuticle Soap, mid to late 1900's
The mid 1900's provided the start of "the body beautiful" revolution. The cosmetic industry, with the help of quasi scientific selling advertising slant targeted those "customers" that needed the "extra care" factor that only their product could offer. At this period in time their advertising power was based on in store, radio and newspaper media channels with saturation levels relatively low. In the later years of the 1900's saturation levels and a wider range of products and increased competition further increased the product saturation levels available to the buying residents. With the introduction of television the advertisements become more elaborate and "catchy" words, phrases and comedy type situations helped boost the advertising "pitch" and subliminal undertones to effective levels required for a highly competitive health related market place. 'sellingThis subliminally,"medically" endorsed product was one of many during the great "spin" revolution of product marketing and selling. This item is significant in that it demonstrates that greater infusion of product awareness throughout rural areas was highly successful through a greater variety of advertising media. It also demonstrates that in a highly competitive marketplace there are no physical boundaries that impinge upon the distribution of products and services. The rural sector is a highly lucrative region for any product that helps protect the body from all the "nasty's" that become more noticeable in a rural environment. This rectangular box which had contained cuticle soap is constructed from cardboard and reinforced by a black nylon impregnated sheeting. This impregnation was required to keep the box from soaking up any water from the user's hands. The top section of the box(lid) has and in large print "KELSEY'S" top line followed by "CUTICLE" off to the right and underneath and to the right "SOAP". Below this and in smaller print is "MEDICINALLY..." below this and in smaller print "EMOLLIENT AND REFRESHING, REDOLENT, CLEANSES, CURES, PRESERVES, PURIFIES." and last line underneath "SPECIALLY ADAPTED FOR TENDER SKIN" On each of the sides of the top lid are, side 1 "INVALUABLE FOR THE NURSERY." underneath in smaller print "JOHN M. KELSEY CO." to the left of this and on a green backed highlighter "No. 1744 - Guaranteed under Pure Food Act, 1908, N.S.W. by John M. Kelsey Co. - No. 1744. Melbourne, Victoria." On the right side and in large print "KELSEY'S CUTICLE SOAP" on the next side and also a similar sign on the opposite side "SPECIALLY ADAPTED FOR TENDER SKIN." below this "JOHN M. KELSEY CO." "Registered" and on the other long side in large print "SPECIALLY ADAPTED FOR TENDER SKIN" underneath in smaller print JOHN M. KELSEY CO. Registered"specialised soap, toilet requisites, nursery health., bathroom, domestic -

Box Spectacles, Circa 1960
This eye wear transportation box was forwarded from and returned to Kiewa Valley in the 1960's. This period in time, the Kiewa Valley was still a semi remote location, and specialist eye facilities were not available in the region. It was not until the Australian Government proceeded with a "regional development Centre" (for relocating some Federal Departments from Canberra) that the Wodonga/Albury townships developed into a medium city, allowing "specialist" facilities to become available and multiply. This item is very significant to the Kiewa Valley as it demonstrates that even in the 1960's early 1970's the Kiewa Valley residents still had to obtain "specialist" services from MELBOURNE. The "isolation" of the Kiewa Valley was still in place due to unreliable transport routes, long distance travel needed to visit cities and a relatively "small" population. The slow but progress marketing of recreational areas in the region and the movement of retirees away from "city violence" and to a quieter location has been on the increase. The expansion of the existing small airfield to one that can accommodate larger aircraft will hasten the expansion of the population in the region, bringing an ever increasing "visiting specialists" covering among other fields, eye and medical practitioners. This brown coloured cardboard box was used by Coles and Garrard (Sight Testing Opticians) to transport spectacles to one of their clients. The box lid has four staples holding the four folded sides in place. The base is of similar proportions and fastened together.Printed on the top outside lid, in small print "When forwarding your spectacles for repairs, your co-operation is requested in placing name and full address inside the packet. This will obviate delay in repairing and returning spectacles", underneath and in bold print "COLES & GARRARD pty ltd", underneath "Sight Testing Optticians" underneath "We visit over 100 towns in Victoria. Local Newspapers give full details"eye specialist treatments, kiewa valley "isolation", cardboard packaging, personal eye wear -
