On Sunday, 10 November 1985 a time capsule was lowered into a monument installed near the corner of Main Road and Pitt Street in Eltham, within the gardens at the front of what is now the Eltham Community and Reception Centre. This monument commemorates Victoria’s 150th anniversary and the former location of the Eltham Town Centre, which existed along this section of Main Road, then known as Maria Street. Beneath the site is a time capsule to be opened in the year 2035. A plaque was also erected at this site in October 1987 to commemorate the Shire of Eltham Historical Society’s 20th anniversary. The main feature of this monument is a ‘tyring disc’, a blacksmith’s implement that was found on this site. This consists of a large iron disc that was used as a platform for fitting iron tyres (like the one shown on top of the platform) to wooden-spoked cart wheels. The local blacksmith and wheelwright worked together to assemble the wheel, which was clamped to the platform placed close to the fire. The red-hot iron hoop, previously forged to the correct size, was lifted with tongs by the blacksmith over the outside of the rim, then hammered down amid flames from the scorching timber. The wheelwright drenched the tyre with cold water as soon as it was in position. A clamp placed on the naff (hub) and screwed down tightly kept the spokes at a constant angle as the tyre cooled. An even pressure from the contracting tyre tightened the joints at each end of the spokes and formed a vice-like grip, which would last for the life of the wheel. Further details of the project are given under a separate heading below and this item deals with the proposed ceremony. We propose to formally lower the time capsule into its container underneath the monument as part of the Eltham Community Festival. All members are invited to attend the ceremony at 2.00 p.m. on Sunday, 10th November. Come earlier with a picnic lunch if you like. Local people and firms who have contributed money or services for the monument will also be invited. As part of the Festival programme the public are welcome to attend. This is one of the most significant projects the Society has undertaken and members' participation in its finalization would be most gratifying to the organizing committee. 150TH ANNIVERSARY PROJECTS: We have concentrated our efforts on finishing the monument and time capsule project within the 150th year and have found it necessary to abandon the historical tour project. We have applied to the State 150th Committee to transfer the funds allocated for the tour to construction of the monument. The historical tour project will be continued at a later date and photos of historic houses in the area, taken by Doug Orford, will be available for use in an associated display. At the time of writing, the monument construction is on schedule for the ceremony on 10th November. The concrete base has been completed and the main feature of the monument, which is an old tyring plate or disc, will be lifted into place in the next week. The final ceremony will involve lowering the sealed time capsule into place, bolting down its container lid and then concreting over the lid. The capsule will contain mainly items relating to present day Eltham and its people and is to be opened in the year 2035, a video film made by Joh Ebeli and also details of families and organizations who have contributed to construction of the monument. It is proposed to place the items in the capsule on 5th November and any items members think could be included may be submitted up to that date. The Society has received an excellent response from local people, firms and organizations by way of assistance with this project. Graham Beyer, who originated the project, has arranged many of the donations. He and his firm, Package Handling Equipment, have donated the time capsule itself and have carried out fabrication of sections of the monument. The design of the monument was adapted by Graham Beyer from drawings by Joh Ebeli. Charmac Industries has donated the container for the time capsule and a cast gun metal name plate for the monument. BMG Concrete has donated concrete for the base which was constructed by Caridi Construction Company. Northbourne Garden Supplies has donated materials for the paving around the monument. Robert Becker from Eltham Apex directed construction of the paving by Society members. Terry Hutchinson has agreed to donate the use of his crane to lift the tyring disc into place. Financial contributions have been made by the Eltham Chamber of Commerce and the Rotary Club of Eltham. We are grateful to all who have helped, and members' support for firms who have donated their services would be an appropriate recognition. It is planned to print "Time Capsule Certificates" which can be held by organizations or passed on to descendants by individuals. The certificates will indicate an interest in the contents of the capsule when it is opened in fifty years. The Let 13 Blanik was designed in 1956 by Karel Dlouhý of VZLÚ Letňany as a training glider. It filled that role very well and approximately 3000 have been built since production started in 1958. However, following a fatal accident involving a Blanik in Austria in 2010 that raised concerns about main spar metal fatigue, the type was grounded in Europe and America. In Australia, the extension of the life of this type of glider beyond 5000 hours / 18000 launches is dependent on compliance with directives for the inspection and modification of fatigue critical components. It is understood that VH-GAQ was built in 1971 and first registered on 14 August 1972. It is a Blanik that has been retired from service because of the metal fatigue concerns that apply to the type generally and the expense involved in complying with the applicable directives for on-going airworthiness certification. VH-GAQ was donated to the Australian Gliding Museum by the Australian Junior Gliding Club in 2010. Popular mass produced, metal, two seat sailplane. Used by many clubs in Australia in the 1970s. The Blanik VH-GAQ is a large two seat glider – sailplane of metal construction. It is finished in a white colour scheme with red detailing consisting of a red fuselage nose and adjoining red stripe along the fuselage sides to about midships. The control surfaces (ailerons, flaps, elevators and rudder) are covered with aircraft fabric and painted silver. The Perspex canopy fully encloses the cockpit which is fully equipped for dual flying. The aircraft (Serial Number 159 – registration VH-GNT) was assembled by RAAF Richmond Gliding Club from a kit manufactured by Schweizer Aircraft Corporation, Elmira, New York State, USA, in 1963. First flown 21 December 1963. Served at RAAF Base, Richmond, NSW, until December 1978 at which time it had recorded 1981 hours from 9870 flights. The aircraft was sold to Peter Fitzgerald and moved to Gosford and later on, to Queanbeyan where it was stored under cover until April 1983. It was not flown between 1978 and July 1983. In 1983 the glider was sold to Harold Walton. A Certificate of Airworthiness inspection was done by various members of the Canberra Gliding Club where minor repairs were made. On 24 July 1983, it first flew on the airworthiness certificate test flight at Bunyan, NSW, the home of the Canberra Gliding Club. In service at Bunyan until November 1986 the hours flown increased to 2078 from 10249 flights. A certificate of airworthiness inspection was completed on 11 April 1987 but the aircraft was apparently only recorded a few more hours by 9 January 1998 when it last took to the air. When donated to the Australian Gliding Museum in January 2020, the aircraft was in storage at premises of the donor, Harold Walton, at Walkerville, South Australia.This aircraft is the only one of the 258 SGS 2.22s produced by Schweizer to come to Australia. It is a good representative example of the SGS 2.22 type which featured metal construction for production of a robust club trainer. Report: Life skills and TAFE programs in Victoria, TAFE Board, 1985
A4 size report, aqua cover and various pagings, written in 1985. The primary aim of this project was to report to the TAFE Board, Victoria on the implementation of life skills material into mainstream vocational education at Royal Melbourne Institute of Technology (RMIT), with parallel emphasis on implementation models for statewide courses. The report is divided into 3 parts. Part A attempts to define the notion of life skills that developed from the work of Dr Stewart Sharlow’s ‘TAFE and basic life skills’, TAFE Services, Victoria, 1982 and the ‘Audit of TAFE middle level and technician humanities subjects,TAFE Services, Victoria, 1982. As a result of these publications a conference ‘Life Skills and the TAFE Practitioner’ was held in October, 1983 at Preston College of TAFE in Victoria with the aim of seeking a definition of the term life skill with regard to curriculum developments and classroom teaching. This report draws on these events and a number of programs developed or piloted in Victoria that are relevant to the issue. The report focuses on: 1. Work and Engineering Programme (RMIT,1984); 2. Diploma of Architectural Technology (RMIT); 3. Certificate of Law Enforcement Studies (RMIT); 4. Office and Secretarial Studies Certificate; 5. Life Skills at the Gordon College of TAFE; 6. The certificate and tie clips were in the possession of Dr John Mainland. Mainland graduated from the University of Melbourne in 1950 with a Bachelor of Science degree. After researching and completing his medical degree, Mainland entered into the field of anaesthetics, training at the Royal Women's and Royal Children's Hospitals, later Alfred Hospital, in 1959. He completed training in 1964 and remained at the Alfred Hospital. During his career, he also became the first anaesthetist appointed to the position of Professor in Victoria. His other achievements include manufacturing a respiratory monitoring module that accompanied astronauts on the United States moon landing and developing a stimulator to lessen the risk of deep vein thrombosis in surgical patients. Mainland became a Fellow of the Australian and New Zealand College of Anaesthetists in 1992, retiring from the profession in 1997.The certificate rests beneath a thin layer of glass kept in a light wooden frame. The certificate is cream in colour with dark brown writing. In the middle is an illustration of Box Hill and District Hospital building. At the bottom of the certificate is the signature of the President and Secretory. On the back of the frame there are two metal loops connected by a thin piece of metal wire. Hanging on this wire are two clips from the Alfred Hospital. The face of the clips is consists of the Alfred Hospital emblem in red and gold surrounded by a border of blue with the name of the hospital inscribed.
