Rationing regulations for food and clothing were gazetted on 14 May 1942. Rationing was introduced to manage shortages and control civilian consumption. It aimed to curb inflation, reduce total consumer spending, and limit impending shortages of essential goods. The broad reasoning behind the introduction of rationing was to ensure the equitable distribution of food and clothing. It was also hoped that a cut on consumer spending would lead to an increase in savings, which in turn could be invested in war loans. Australians were never as short of food nor rationed as heavily as civilians in the United Kingdom. Rationing was enforced by the use of coupons and was limited to clothing, tea, sugar, butter, and meat. From time to time, eggs and milk were also rationed under a system of priority for vulnerable groups during periods of shortage. Rationing was administered by the Rationing Commission. The basis for policing food rationing was through the surrender of coupons before rationed goods could be supplied. This had to occur between traders as well as consumers. Coupons were passed back from consumers to retailers, from retailers to wholesalers, and in many cases from wholesalers to producers, who were requested to return them to the commission. Breaches of rationing regulations were punishable under the general provisions of National Security Regulations by fines of to £100 or up to six-months imprisonment. Responding to the complaint that these penalties were inadequate, the government passed the Black Marketing Act at the end of 1942. Hung in the public bar of the Rose and Crown Hotel in Bay Street soon after the 2nd World War until major renovations were carried out in aprrox 1986/7. It was then returned or donated to the Port Melbourne Sub-Branch of the RSL, but due to diminishing membership they soon donated it to the PMCC for safe keeping or display. The Albury Sailors, Soldiers and Airmen’s Club traces its origins back to the Albury and District War Services Hall Appeal Committee. This group of the World War I diggers, service groups and parents of men serving in World War II set out to raise 14,000 pounds for a Services Memorial Hall. After the war ended, the Memorial Hall Fund was far short of its target. Also, different attitudes prevailed when the boys came home. Instead of a memorial hall, the idea of a licensed club gained favour. This was to be not merely for RSL men who had served overseas, but for many ex-servicemen who had not left Australia. Using the Memorial Hall Fund, the RSL bought the old Commercial Club buildings at 611 Dean Street, which had been a Service Rest Room throughout the war and up to February 1946. The SS&A Club was formally opened in October 1946 and was registered under the Liquor Act in 1947. The foundation stone of the new building in Olive Street was laid by Lt General Sir John Northcott, May 2, 1959. The building was opened July 15,1960 by Governor of NSW, Sir Eric Woodward. L.Cpl. Harold Pearson PREST 1334 served with the 37th Infantry Battalion in World War 1 and was awarded the Military Medal for gallantry action on October 4th 1917 at Ypres. He enlisted at Wangaratta and records indicate he resided at that time in Roy Street Wangaratta. Harold returned to Australia on 20/12/1917.
