This item was used as a seal (stamp) on official Shire Council documents. The coat of arms of the Shire of Orbost was designed in the form of a cross in which five stars are depicted on a shield. A small crown above the cross indicates the loyalty of the president,councillors and ratepayers to the reigning monarch. The inner section of the shield contains 4 figures, a sheaf of wheat, a factory, a co and a ship - all representing the activities of agriculture, fishing,industry and dairying undertaken in the shire. Originally part of the Bairnsdale district, Orbost split away as part of the Tambo Shire in 1882, and became a shire in its own right as the Shire of Croajingolong on 30th May,1892. The name was changed to the Shire of Orbost on 17th February, 1893. The Orbost Shire Council was abolished on 2nd December, 1994 as part of a state-wide program of local government reform to become part of the newly constituted East Gippsland Shire council.Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. After meeting for 14 years in rented remises, in the Prince of Wales Hall, Wodonga Council built its first Shire Hall on the corner of High and Elgin Streets in 1890. The date on the façade of the building, 1876, represents the date of the formation of the Shire. In 1957 the second Shire Office was built in Woodland Grove by A.B. and M. A. Chick. These offices were considered more than adequate for future needs. The façade featured floor to ceiling windows and several different meeting rooms in addition to the council chamber, which featured an impressive “horse shoe” table. It also included a kitchen equipped with modern fittings and a President’s room. In the late 1960s the area between Hovell and Havelock Streets as far as Jack Hore Place was zoned for civic purposes. In 1969 plans for a civic centre providing a library, theatre and senior citizens’ rooms. It was opened on 22 April 1971. In 1973, the Council engaged Bruce Marshall to design new offices beside the Civic Centre. Jennings Industries were contracted to complete the offices. The Governor, Sir Henry Winneke, laid the foundation stone of the new offices on 10 March 1976. Marong was first incorporated as a road district on 27 August 1861, and became a shire on 23 December 1864. On 1 October 1915, the Borough of Raywood, which was gazetted on 17 January 1865 on 23.31 square kilometres of land 28 kilometres north of Bendigo was united with Marong. On 1 October 1990, the Shire of Marong became a rural city, under the Local Government Act 1989. In a report on 17 February 1994, the Local Government Board recommended that the five councils in the Bendigo region merge to form a "super city", with a population of about 81,000. Marong, Eaglehawk and Huntly had earlier objected to the proposal, and the Board noted a weak no vote against the merger proposal in a referendum in the region; about 70% had voted against, but with a turnout of between 30% and 40% of eligible voters. The three councils filed a writ in the Supreme Court, alleging failure to follow process by the Minister for Local Government, Roger Hallam, but by the time the new "super city" was announced, the writ had not yet been heard, and on 24 March 1994, the Rural City of Marong successfully applied for an injunction blocking the publication of the gazette the following day abolishing the five councils and appointing three commissioners. The government responded by introducing legislation, the City of Greater Bendigo Bill 1994, to Parliament, to effectively override the Supreme Court action, with Hallam saying "the bill would make clear that the Government is determined to achieve its objective for a more efficient municipal structure for the Bendigo region." Marong mayor Robert Hynes described the action as "terribly disappointing", adding, "One way or another, I believe it does mean an end to our fight... it seems the Government are above the law to me." On 6 April 1994, Marong voted to drop the Supreme Court action, effectively in doing so voting itself out of existence, and on 7 April 1994, the Rural City of Marong was abolished, and along with the City of Bendigo, the Borough of Eaglehawk and the Shires of Huntly and Strathfieldsaye, was merged into the newly created City of Greater Bendigo. The building was originally Company's Hotel, then used as temporary premises by the Colonial Bank during construction of the bank's own premises, then Borough of Tarnagulla Council Chambers and Mechanics Institute. Also known locally as Burstall Hall from c1960 following a donation of maintenance funding from the Estate of the late RH Burstall. In June 1866, Aimé Marchand (1846-1910) made a series of fourteen photographs which were submitted to the 1866-67 Melbourne Intercolonial Exhibition, where they earned a 1st Class Honorable Mention. This is one of those fourteen images. Of French or Belgian origin and possibly formerly an assayer in California, Marchand appears to have begun his practice of photography in Tarnagulla around 1865 as an assistant to A.B. Clay. By the following year he had settled in Portland, where he opened the Royal Photographic Studio in Gawler Street. From his base in Portland he toured surrounding districts, offering portrait and view services. Little else is known about his life. He appears to have left Australia in 1878. A misprint of his name in a local directory as Annie Marchand created the misconception that he was one of only a few named women photographers in the colonies.
