The railway track was maintained initially by seven three-man gangs headed by a ganger. The gangers tended to be promoted into the Otways but many of their subordinate staff of repairers were local recruits. There were two track gangs at Beech Forest until 1954, so a large number of gangers and repairers was present over the years. World War 2 with petrol and rubber rationing provided a boost to the line. The 1939 bushfire killed a great deal of timber which had to transported out of the Otways, and the commencement of a vigorous wartime pulp wood traffic from Beech Forest meant that only the railway could efficiently handle the volume of traffic. By early 1940 not only the Garratt was running a daily train to Beech Forest but an NA goods train was scheduled to run at night. This Register of Mortgagees comes from the Warrnambool legal firm of Fletcher and Mackay which resulted from the merger of the firms of George Sutherland Mackay and James Fletcher in 1893. G.S. Mackay was a prominent resident of Warrnambool from 1891 to his death in 1926. In the 1920s Mr J. Taylor became a partner in the firm known then as Mackay and Taylor and the firm later known as Mackay Taylor was in operation until the 1990s at 131 Kepler Street. The Register of Mortgagees with dates ranging from 1908 to 1924 comes from the old Mackay Taylor offices in the Kepler Street building.This Register of Mortgagees is of some significance as it contains information on many families living in Warrnambool in the early 20th century, including those of Burleig, Swinton, Uebergang, Turland, Bates, Wood and Paton. The entries have social significance, showing the typical loans taken out at the time and the prevailing interest rates. This is a small quarto sized ledger containing 166 pages of a register of mortgagees. The pages have been printed with ruled red lines. The cover is bound with a black cover and a red spine. There are pages with alphabetical tabs at the start of the book. The entries are in black ink. There is one loose page which is an old envelope used as scrap paper to record names and amounts owing or paid. Stephen Charman, 1821-1906 a market gardener, donated land for the first Methodist Chapel, Cemetery and School in Charman Rd Cheltenham 1855. The enrolment was 36 pupils with Mr Frederick Meeres as Teacher. 1863 the school is called Beaumaris Common School No 84 with 70 pupils and Walter Meeres as Teacher. 1869 another 2 acres in Charman Road were granted by the Education Board and brick building built . 1872 State School 84 Beaumaris was increasing enrolments and 1878 a new brick school was built to accommodate 174 pupils and the name changed to Cheltenham State School No.84 1894 Mentone State School No.2950 amalgamated with Cheltenham SS No.84. 1910 the buildings were in disrepair, overcrowding was increasing and renovations were made 1912 with further additions in 1925 and 1937. Post WW11 extra prefabricated Classrooms were added as enrolment increased to 1038 in 1955.. Cheltenham East State School 4754 was opened as housing development spread over the City of Moorabbin . (J.Larson Sandringham HS) 1855 Stephen Charman donated land to the Methodist Church so that a School could be established to educate the children of the early settler market gardeners and farmers in the Cheltenham area . Education was valued by the general community and as well as schools they established mechanics Institutes and Libraries in Moorabbin Shire.
